November 2013 2 This thesis was written as the result of a dissertation project funded by the Landesexzellenzinitiative Hamburg, which allowed me to participate in the Hamburg International Graduate School for the Study of Regional Powers, jointly organized by the University of Hamburg and the GIGA German Institute of Global and Area Studies. Due to this grant, I was able to pursue my own studies by linking up with GIGA´s China specialists, conducting the necessary field research trips, and taking advantage of internal review mechanisms to improve the quality of my work. This thesis not have been completed without the excellent supervision of Patrick Köllner, who went out of his way to provide very speedy, thorough and insightful commentary on my drafts. Heike Holbig and Nele Noesselt also offered very valuable suggestions on how to improve parts of this thesis from a sinological perspective. My colleague Nadine Godehardt shared her experience on conducting research in China and introduced me to some of her contacts there, giving me a leg up on my own work. During my own trips to Beijing and Shanghai, I was able to take advantage of the hospitality of China Foreign Affairs University and Fudan University, allowing me to gather first-hand knowledge about these institutions and witnessing the education of China´s next generation of IR specialists. I am particularly grateful to Tong Xin, Qu Bo and Chen Yugang, who not only took the time to answer my questions about their own institutes, but also introduced me to colleagues at other important think tanks. Economic reform was faltering due to the lack of a coherent program of change or a unified approach to reforms among Chinese leaders and ambitious plans to free prices resulted in widespread panic over inflation; the question of political succession to Deng Xiaoping had taken alarming precedence once more as it became clear that Zhao Ziyang was under attack; nepotism was rife within the Party and corporate economy; egregious corruption and inflation added to dissatisfaction with educational policies and the feeling of hopelessness among intellectuals and university students who had profited little from the reforms; and the general state of cultural malaise and social ills combined to create a sense of impending doom. On top of this, the government seemed unwilling or incapable of attempting to find any new solutions to these problems. It enlisted once more the aid of propaganda, empty slogans, and rhetoric to stave off the mounting crisis. University students in Beijing appeared to be particularly heavy casualties of the general malaise.

  • Knowledge Control and Social Contestation in China's
    Science in Movements This book analyzes and compares the origins, evolutionary patterns and consequences of different science and technology controversies in China, including hydropower resistance, disputes surrounding genetically modified organisms and the nuclear power debate. The examination combines social movement theories, communication studies, and science and technology studies. Taking a multidisciplinary approach, the book provides an insight into the interwoven relationship between social and political controls and knowledge monopoly, and looks into a central issue neglected by previous science communication studies: why have different con- troversies shown divergent patterns despite similar social and political contexts? It is revealed that the media environment, political opportunity structures, knowledge-control regimes and activists’ strategies have jointly triggered, nur- tured and sustained these controversies and led to the development of different patterns. Based on these observations, the author also discusses the significance of science communication studies in promoting China’ssocialtransformation and further explores the feasible approach to a more generic framework to understand science controversies across the world. The book will be of value to academics of science communication, science and technology studies, political science studies and sociology, as well as general readers interested in China’s science controversies and social movements. Hepeng Jia is a professor of communication at Soochow University, Suzhou, China. He has worked as a leading science journalist for 20 years and is also a pioneering researcher in the field of science journalism and communication in China. Professional bibliographers are the most neglected major academic resource at Princeton.

    THE BROWN MOMENT IN TAIWAN: MAKING SENSE OF THE LAW AND POLITICS OF THE TAIWANESE SAME-SEX MARRIAGE CASE IN A COMPARATIVE LIGHT Ming-Sung Kuo & Hui-Wen Chen+ The Taiwan Constitutional Court (TCC) recently issued a landmark decision in Interpretation No. 748 (the Same-Sex Marriage Case), declaring the definition of marriage as a gender-differentiated union of a man and a woman under the Civil Code unconstitutional and setting the stage for Taiwan to become the first in Asia to legalize same-sex marriage. This decision has been compared to Obergefell v. Hodges. However, reading Obergefell in the broad context of the gay rights movement and the role of judicial review in Taiwanese constitutional politics, we challenge this analogy. Due to the discrepancy between the social movement and the law in the fight for constitutional rights for gays and lesbians in Taiwan, the Same-Sex Marriage Case is Taiwan’s Brown v. Board of Education moment in her constitutional law and politics. To make sense of the law and politics of the Same Sex Marriage Case, we evaluate its political context and the text and style in its reasoning. We observe a discrepancy between law and politics in the pursuit of the constitutional rights of gays and lesbians in Taiwan. The rise of same-sex marriage to the top of the antidiscrimination agenda resulted from the continuous effort of gay rights activists, while the TCC watched this movement from the sidelines until the Same-Sex Marriage Case. This case thus mirrors Brown in two respects. First, the role of the TCC has been publicly questioned after its Brown-like contentious decision on the issue of same-sex marriage.

Congress faces important questions about what sort of relationship the United States should have with China and how the United States should respond to China’s “rise.” After more than 30 years of fast-paced economic growth, China’s economy is now the second-largest in the world after that of the United States. With economic success, China has developed significant global strategic clout. It is also engaged in an ambitious military modernization drive, including development of extended-range power projection capabilities. At home, it continues to suppress all perceived challenges to the Communist Party’s monopoly on power. In previous eras, the rise of new powers has often produced conflict. China’s new leader Xi Jinping has pressed hard for a U.S. commitment to a “new model of major country relationship” with the United States that seeks to avoid such an outcome. The Obama Administration has repeatedly assured Beijing that the United States “welcomes a strong, prosperous and successful China that plays a greater role in world affairs,” and that the United States does not seek to prevent China’s re-emergence as a great power.

Sarotte Contagion Tiananmen Square and the Power of the European Example For the leaders of the Chinese Communist Party (CCP), erasing the memory of the June 4, 1989, Tiananmen Square massacre remains a full-time job. The party aggressively monitors and restricts media and internet commentary about the event. As Sinologist Jean-Philippe Béja has put it, during the last two decades it has not been possible “even so much as to mention the conjoined Chinese characters for 6 and 4” in web searches, so dissident postings refer instead to the imagi- nary date of May 35.1 Party censors make it “inconceivable for scholars to ac- cess Chinese archival sources” on Tiananmen, according to historian Chen Jian, and do not permit schoolchildren to study the topic; 1989 remains a “‘for- bidden zone’ in the press, scholarship, and classroom teaching.”2 The party still detains some of those who took part in the protest and does not allow oth- ers to leave the country.3 And every June 4, the CCP seeks to prevent any form of remembrance with detentions and a show of force by the pervasive Chinese security apparatus. The result, according to expert Perry Link, is that in to- M.E.
