Agenda Item: Proposal Review Recommendation – Regional Master Drainage Plan – Red Willow Creek Issue Confirm administration’s review of received proposals, select “top rated” consultant for negotiation of project scope and offer of consulting contract for above noted project. Recommendation That the County of Stettler No. 6 enter into negotiations with MPE Engineering Ltd. to confirm desired project scope including proposed “value added services” and offer of a Professional Services Contract for a Regional Master Drainage Plan for Red Willow Creek project with the value not to exceed funding limits of $250,000.00 excluding GST. General The County of Stettler No. 6 has received seven proposals in response to a Request for Proposals which closed Friday, July 11, 2014 at 1:30 p.m. for the Regional Master Drainage Plan – Red Willow Creek.

The following table shows the review criteria utilized as well as the point totals as rated. Specific proposal dollar pricing has been intentionally omitted as the purpose of the review process was to select the best consultant for the project, not necessarily the lowest price as many pricing variables exist that can penalize a proponent for properly identifying project costs and reward others for intentionally under pricing. Price proposals have been reviewed for appropriate effort, not only total cost proposed.

County of Stettler No. 6 Council Meeting Page 4 - August 13, 2014 Upon confirmation of the selection process, the project team will confirm all designated scope items and any identified value added services with the top rated proponent that will contribute to a quality and complete project and offer a Professional Services agreement to said proponent. If through this scope confirmation process, concerns arise regarding price or the proponent’s ability to successfully complete the project to the satisfaction of the County, negotiations will commence with the second rated consultant under the same terms. This procurement process was described in full in the terms of the RFP and is thought to ensure the best proponent is selected for appropriate pricing. Financial The budget for this project is $250,000.00 and fully funded under the 2013-14 Regional Collaboration Program through Alberta Municipal Affairs. Policy/Legislation Under the authority of the Municipal Government Act, Revised Statutes of Alberta 2000, Chapter M-26, Section 248 (1) where a municipality may only make expenditure that is: (1) included in an operating budget, interim operating budget or capital budget or authorized by the Council. Agenda Item: Alberta Community Partnership Joint Application with the Town of Stettler Issue The County of Stettler No. 6 and the Town of Stettler would like to apply for funding under the new Alberta Community Partnership – Regional Collaboration for the paving of the Stettler Resource/Ring Road. The County of Stettler No. 6 will be the managing partner. Recommendation That the County of Stettler No. 6 participate in an application for the Stettler Resource/Ring Road Pavement Project, submitted by the County of Stettler No. 6, under the Alberta Community Partnership – Intermunicipal Collaboration component,

that the County of Stettler No. 6 be the managing partner governing the purpose and the use of the grant funds. General The Alberta Community Partnership is a new initiative from Alberta Municipal Affairs that will replace the former Regional Collaboration Program and was announced in July 2014. One of the two new components of this program is the Intermunicipal Collaboration which will provide support up to $350,000.00 towards the collaborations of two or more municipalities to explore, plan or implement new or enhanced regional municipal services.

Paving of the Stettler Resource/Ring Road would enable the County and the Town to define this roadway as a route for Dangerous Goods and Oversized Vehicles. Currently both Provincial Highways No. 12 and No. 56 run directly through the Town of Stettler beside busy residential neighborhoods and all four (4) Public Schools. As both communities have grown to a point where this level of safety should be improved to meet the level of ratepayer expectations.

Preservation of the internal roadways within the Town of Stettler and less developed roadways throughout the County of Stettler by directing heavy and dangerous traffic to a designated roadway, results in prolonged life of existing infrastructure.

Another benefit to area emergency services will also be realized, providing for a safe, stable bypass and exit route to the south and east that will speed up response times.

The Town of Stettler has approved the following motion at their August 5, 2014 Regular Council Meeting “That the Town of Stettler participate in an application for the Stettler Resource/Ring Road Pavement Project, submitted by the County of Stettler No. 6, under the Alberta Community Partnership-Intermunicipal Collaboration component and that the County of Stettler No. 6 be the managing partner governing the purpose of the use of the grant funds.”

The first 1.6 kms of this project in the amount of $535,000.00 plus GST was included in the 2014 Budget. Re: Access Road at Scenic Sands (Range Road 21-1a)

Dear Mr. Nixon,

Thank you again for the opportunity that you have given the Scenic Sands Community Association (SSCA) to consult with the County regarding public access at Scenic Sands.

After extensive meetings, letters, emails and review of previous SSCA minutes, we voted on this issue at our AGM held on June 28, 2014. Below, you will found a summary of what I have learned over the months and years and the two motions that were approved at our AGM.

Joe Gendre put a motion (passed by council) on Aug/13 to construct a foot access, gravel road and turn-a-round on the existing Scenic Sands access road in order to allow for lake access. $60,000 was approved in the budget.

At our 2012 AGM and a county meeting there-after we stated that we are opposed to a locked gate for three reasons 1) us being 1st responders in an emergency 2) take away our handicapped access and 3) can’t access our LOC in order to do required maintenance.

Part of the County’s motion was to consult with Scenic Sands; we requested an on site meeting with the County, Fire department, EMS, County planner and engineer. We could not arrange this with the County. Thus, independently a meeting with both the Fire Chief and the manager from EMS was arranged. The results of this meeting of June 24, 2014 garnered the following information:

- Fire – a fire truck could not get down the access road unless the trees are trimmed back and even if they could get down the road, they could not get close enough to the lake to draw water. If there is a fire in our community they would have to tank water in. - EMS – she said they could drive down the access road and onto the berm as it currently exists. She made it very clear that the residents of Scenic Sands would be the 1st responders in an emergency which is due to our rural setting. - Rick Green, Director of Technology Engineering from the County of Stettler drafted up the following design options:

a) turn-a-round with bulb (with parking in middle) half way down the access road on County managed ER land (Rick does not support this option due to boggy land associated with high water table and the significant clearing that would be required). b) turn-a-round road (on MR land) around the existing garbage bins with parking in two locations on this road. (This road would cross the Métis Trail, and entail an entirely new road with significant tree removal).

Both options may have locked gates to prevent vehicle access to the berm and entail re-vegetation on ER to prevent cars being parked on the side of the road. This will prevent EMS and us as first responders to access the berm.

c) We suggested to you that since we don’t need a turn-a-round for emergency services that as a 3rd option we could push the garbage bins further into the bush where there is already gravel and build a parking lot in front of the bins/entrance to the playground. This would be by far and away the cheapest option for the County.

At our June, 2014 AGM two motions were approved by our membership. 1) 1st motion- Prefer the current lake access road be left as is rather than have additional development. This was passed by a strong majority of our membership. 2) 2nd motion – if something has to be done – the members supported the 3rd option above that entailed pushing the garbage bins further into the bush where there is already gravel and building a parking lot in front of the bins/entrance to the playground. The motion also included that there be “no locked gate and no re-vegetation now or any time in the foreseeable future. There was limited support for either of the County’s proposals.

By going with the 3rd option there is public parking with easy pedestrian access to the lake, SSCA would still have access to our LOC, EMS and us as first responders would be able to access the berm and there would still be handicap access.

I am willing to meet Rick Green on site, so he can draft a proposal that works for both SSCA and the County. Once Rick has done up a possible design, I request that it comes back to the SSCA executive for final approval.

Regarding this 3rd option, if the County still feels the need for additional signage on the existing access road, please provide us with this signage proposal in order that the SSCA executive can review the proposal in advance of the signs being put in.

The SSCA executive hopes that Mr. Gendre and the County of Stettler will finally drop the idea of a locked gate in this area. We are of the opinion that any locked gate will be a detriment to expedient lake access in case of an emergency. As Ivan Purdy stated at the June Council meeting, all other communities on the South Shore of Buffalo Lake have vehicle access to the lake, and the County’s proposals will penalize Scenic Sands unnecessarily.

We would like to request the budgeted money ($60,000) left over after building the parking lot, go toward other projects approved by SSCA members.

A BYLAW of the County of Stettler No. 6, in the Province of Alberta, in accordance with the Municipal Government Act Chapter M-26 Revised Statutes of Alberta 2000 and amendments thereto, to provide for the amendment of Bylaw No. 1511-13 as follows:

WHEREAS the Minister of Transportation approved Bylaw 1511-13 providing for the closure of Road Plan 441MC and noted that the bylaw does not include a required reference to the ‘Addition to Service Road’ described on Plan 0024479;

WHEREAS Bylaw 1511-13, including all steps taken in preparation of the bylaw, provides in principle for the intent to close ‘Addition to Service Road’ described on Plan 0024479 in addition to closing Road Plan 441MC;

NOW THEREFORE BE IT RESOLVED that the Council of the County of Stettler No. 6 hereby enacts that Bylaw 1511-13 be amended (not rescinded) by adding the “Addition to Service Road” described on Plan 0024479 to all intents of the bylaw, including road closure for the purpose of creating a title and rezoning of the resulting parcel to the Highway Mixed Use District [formerly known as the Direct Control District No. 4 (DCD4)], as follows:

August 13, 2014 Council Meeting

General 1. The Regional Master Servicing Study under the Town of Stettler closed July 29 and the Town will be presenting a recommendation to their Council August 19. The Regional Master Drainage Plan under the County of Stettler is being presented to County Council this August 13 meeting for approval. Both projects had significant interest and we are looking forward to getting these reports completed. 2. Buffalo View Estates development is nearly 100 % complete. 3. The County of Stettler No. 6 Strategic Planning document will be finalized shortly and presented to Council in September. 4. The Rural Road Study is going through its last review and will be available for presentation and discussion late August or the first part of September. 5. Opening Ceremonies for the SMRWSC - Big Valley and Donalda Water Facilities will be held Wednesday, August 20, 2014 at 1:30 p.m. at the SMRWSC water transfer site 2 miles east of the County Administration Building on TWP 39-0 6. SMRWSC has reached an agreement with Highway 12/21 and the Town of Stettler to prepare an emergency plan for SMRWSC in consultation with the Highway 12/21 and the Town of Stettler and to update SCAADAR communications. 7. Stettler Waste Management Authority will be having a Strategic Planning Session on the 28th of August 8. Stettler District Ambulance Association is going through the accreditation process and will definitely be taking some time and commitment from the Board and Staff. SDAA passed the first process and now the work begins putting together the necessary documentation. 9. As you can see from the Finance report, staff have been putting in some long hours working on the switch over of financial software. 10. Assessment appeal period is now over and no appeals were filed. 11. The County office suffered some rain damage the week of July 23 due to some extremely high driving rains. No other leaks have been detected since that storm.

Protective Services 1. General • CPO Bishop on vacation July 23-31, 2014 inclusive. • 25th – Staff Meeting • CPO Best completed annual insurance review of all assets as required and updated current records of assets held by each department. • Work on upcoming budget requirements. • Overall a quiet month. 2. Inspections/Permits • Approach Inspections: 8 including 7 existing and 1 new approach which was forwarded to Planning and Development for approval. • Pipeline Crossing Inspections: 1 • Rig Inspections: 1 being Bears Paw Petroleum an active rig in the Fenn area 3. Complaints Investigated • Total of 6 including sign request, road damage (removing gravel x 2), unsightly premises in Erskine, speeding vehicles and encroachment onto property (Byemoor). 4. Enforcement Actions • Total of 14 enforcement actions for speeding, driver documents and General Traffic Bylaw offences. • High Flyer: 140 kms/hr Hwy 835 south of Erskine.

Director of Public Works 1. Gravel • JMT have completed the North and CentralEast contracts, with a small portion left in the South. They started in the SouthEast contract last week. • County trucks have been working on the gravel program and the Byemoor Road, along with some patching. • Pro Rock is still crushing in the Stormoen Pit • Completed the stripping in the Stormoen Pit last week.

2. Project Updates: • The Byemoor chipseal has been reclaimed and put back to gravel. • Road crew has started on the Tucker Intersection. • Work is ongoing at BVE.

County of Stettler No. 6 Council Meeting Page 18 - August 13, 2014 • Will be starting second spraying of calcium in the first part of August. • Remainder of the DNR road has been sprayed with oil dust control. • New 14M graders will arrive the first week in August.

Public Works Shop Report Primary Repairs: C-87 Replace failed engine electronic control module (ECM) and have Finning re-flash the configuration into the ECM. Change out worn transmission and hydraulic hose. C-90 Adjust circle and replace worn circle turn drive gear water pump and failed electronic controller module for engine. C-93 Trouble shoot engine not starting condition to determine fault of failed starter. Contact Finning for warranty repaid for starter replacement. Medic 5 Service. Trouble shoot air bag sensor light on. Replace air bag sensor to correct problem. Medic 4 Replace exhaust pressure sensor to correct check engine light on. 323 Replace air compressors to correct slow air build up time. Replace air dryer and worn airline. Reseal brake lines on air brake valve to correct air leaks. 328 Repair wiring fault for air conditioning system. 355 Replace worn steering arm. 613 Replace failed air condition compressor. Claim warranty on old compressor. C-23 Trouble shoot rear engine not running correctly to find wiring fault on engine electronic control module. 357 Replace front driveline universal joints. C-3 Replace driveline brake pads. 268 Trouble shoot transmission shifting incorrectly to locate wiring issue at transmission wire harness. 266 Replace clutch and clutch slave cylinder. C-8 Trouble shoot bucket self-leveling system. Recalibrate ECM for loader system to correct problem. 367 Replace rear brake pads. 376 Replace air fan clutch for radiator. 224 Trouble shoot warning lights on dash. Have dash reprogrammed to correct issue. C-12 Replace torque converter speed sensor to correct warning light coming on.

Perform preventative maintenance and other repairs as required.

County of Stettler No. 6 Council Meeting Page 19 - August 13, 2014 Road Maintenance • Installed 5 new culverts • Public works patched 8 soft spots with 1.5” inch gravel • The grass mowing on the shoulders of the roads is approximately 60% completed.

Recreation • Photos are being taken of the playgrounds and recreational facilities within the County of Stettler to update inventory and for other promotional usage. • The department heads barbequed for the Joint Safety Meeting held on July 11. • Chaired the staff meeting on July 25. • Reviewed Recreation’s chart of accounts for Finance for the new system and have begun working on the 2015 budget. • Attended training on the new Diamond Software system to do electronic purchase orders. • Attended the two day First Aid/CPR Course on July 29 and 30 and received certification. • Donalda Parent Council is getting ready to complete their playground in Donalda so have requested their RSPF funding in the amount of $21,000.00 which was approved last December as they have submitted the necessary receipts. They were successful recipients of the CFEP grant that they applied for, and did a lot more fundraising than planned as some donations from oilfield companies and in kind donations did not come through for them. They also incurred additional expenses when they found out that the existing playground was encroaching on a road allowance and had to move to avoid future issues. • The Stettler Steel Wheel Stampede had two meetings this month on July 15 and 30, making final preparations for the rodeo to be held on August 30 and 31. The County will be hosting the pancake breakfast on August 31 at the Stettler Ag Society. The parade will reverse the route this year for the first time so it will be starting at West Stettler Park and ending at the Ag Society grounds. • The County Float attended the Big Valley Centennial Parade on August 2 and will also be seen at the Byemoor Fair on August 16 and the Stettler Parade on August 30. • Updated the Recreation section of the County of Stettler brochure.

Environmental Services Utilities Department performs chlorine residuals, turbidity testing and hour meter/water meter readings at least once per week at each Distribution System. Weekly Bacteriological water samplings are taken on Tuesdays. All Distribution systems are flushed on a chlorine residual maintenance requirement.

County of Stettler No. 6 Council Meeting Page 20 - August 13, 2014 1. Buffalo Sands • Lightning has caused the PLC controls to malfunction twice this month, with one time during the long weekend. A battery backup UPS has been purchased and will be installed to prevent this loss of control and to protect the instruments. • Water samples were taken and analyzed as per Alberta Environment regulations. 2. Buffalo View Estates • The #1 and #2 tanks are both filled with potable water and are supplying water. With just one tank the trucker was filling it regularly, so with 2 tanks now he won’t have to come as often. • A call out occurred as the pumps tripped out for no apparent reason. • The #1 tank was isolated and the water level is being measured to insure there is no infiltration into the tank. The number 2 tank was filled and a bacteriological sample taken to ensure the water quality before it was put online. • Water samples were taken and analyzed as per Alberta Environment regulations. 3. Big Valley • After a complaint it was found that when the fire trucks filled there would be low water pressure in the rest of the Village. A search located a water main valve that was left in the closed position. This was a key valve in the distribution system and since it was opened no further water pressure problems have been noted. 4. Botha • The lagoon was checked and the grass cut. • Water samples were taken and analyzed as per Alberta Environment regulations. 5. Byemoor • No Activity. 6. Endiang • The lagoon was checked and the grass cut. 7. Regional Water • Anderson Estates had 2 water meter pit vaults installed with one in service. • The Gadsby Truck Fill floats were raised so that the reservoir would retain its level when high water use is happening. • Water samples were taken and analyzed as per Alberta Environment regulations. 8. Erskine • The lagoon was checked and the grass cut. • There have been alarm call outs for pump fails. The blower was put back on top of the wet well to prevent fog from tripping the alarm. The callout people were informed that after an alarm is called, acknowledge it and then wait 10 minutes. Call back the alarm

Gadsby Co-op • No activity. 10. Village of Gadsby • The lagoon was checked and the grass cut. • Water samples were taken and analyzed as per Alberta Environment regulations. 11. Red Willow Lagoon • The lagoon was checked and the grass checked. 12. Shirley McClellan Regional Water Services Commission • The East Leg flow meter indication on the SCADA system stuck on a flow and had to be repaired. • Locates had to be physically performed at Coronation and Big Valley line, while most of the locates can be done over the phone. • A contravention occurred on the weekend of July 26 due to a loss of pressure of the water pipeline supply. A break in the 300 mm pipe surfaced and was isolated for repair causing the loss of pressure. The break occurred due to improper installation of the original piping. The pipes were installed with a slight deflection causing stress on the upstream pipe and fracturing it the full length. The main was isolated in the leaking area and was replaced with 1 1/2 lengths of pipe. The pipe was chlorinated and flushed to remove air and turbidity before being put back into service. There were 2 bacteriological samples taken downstream and delivered to the lab in Edmonton. The samples have since tested satisfactory. The distribution chlorine residuals and turbidity tests were closely monitored throughout this time. • The line between Castor and the Water Transfer Station was shut down and the pressure gauge watched. The line pressure dropped 5 KPA proving that there was no leak on that section of line either at that time. • The computers at Veteran and Consort had problems and were fixed by Nabil from Stantec.

Donalda – Phase 3 SMRWSC Update • Site days have ended. • Water not on until we get the word from Environment. If we get the ok we will have to redo bac’t. Also if the Environment give us the go ahead Donalda's CAO doesn’t want the water turned on until next week. • Grand Opening plans are being worked on. • Clean is coming but slow with people on holidays at this time. • I have asked Chinook to clean-up the transfer station site before the August 20.

Big Valley – Phase 2 SMRWSC Update • Waiting for Chinook to install valve so Fire Department can pull directly from the tower in the case of a fire. • Clean-up is not completed. Central Phase • Clean up is coming along but slow. Red Willow • Klassen has started on truckfill.

Hook ups • Will check on distances from water main to houses on the last two hook ups - Tomkow and Nixon Recertification • The Utilities Foreman requires 0.6 ceu’s before the end of the year, therefore, will book into the Conference in Regina.

Finance

With the financial statements being complete up to the end of June 2014 here are some of the highlights:

1. General - Diamond Conversion is in full swing. We have moved the Accounts Payable over and we will be producing cheques only from the new system. We encountered some small issues with our inventory and purchase orders so we are working to get those issues addressed. Effective immediately we will no longer be able to produce reports out of the system for year to date budget reports. We are working to get a summary for you every month. By the end of August we will aim to have inventory, assets, projects and purchase orders live in Diamond.

Community Engagement

The Sand Pit at the Big Valley Centennial was very popular. We have all of the toys, to sponsor this activity again.

We supplied a water truck and driver for the AA Bantam Provincial Baseball Tournament held on August 1-3, and Councillor James Nibourg spoke at the opening ceremonies on behalf of the County.

Our float was at the Big Valley parade, next is the Byemoor Parade August 16, and then Stettler Parade August 30. We are also co-hosting, with the Town of Stettler, the Pancake Breakfast on Sunday, August 31 (Stettler Steel Wheel). County will be providing the groceries this year.

We attended the media launch of the Stettler Board of Trade – Badland Pheasant Festival. Reeve Nixon spoke on behalf of the County.

Wayne Drysdale, Minister of Transportation & Infrastructure, and Shirley McClellan, join us on August 20 at 1:30 p.m. for the Shirley McClellan Regional Water Services Commission Opening Ceremonies ‘Water On’ for the Big Valley and the Donalda Facilities. This event will be held at the Water Transfer Site, 2 miles east of the County Administration Building.

Photo Contest – We will be holding our photography contest for the 2015 Calendar. Ads will be posted on Facebook, Website and in the newspaper inviting submissions. This year all submissions will be made online – on our website.

Engineering Buffalo View Estates • Channel work (LOC / Stantec - Bolin) has had aquatic vegetation placed on shelf and topsoil spread. Seeding and final trim work is being completed by Apollo Landscaping. Should be complete within a week. The only other thing to be dealt with prior to County taking responsibility for the LOC is for the old water dam to be removed to the satisfaction of AESRD - Stantec and Bolin to make these arrangements; • Landscape contractor should be finished levelling and seeding subdivision within a week; • The electrical connection for the groundwater pump at the sewer tanks is complete and waiting for final service connection by ATCO; • Forebay work is complete including aquatic vegetation placed on outer berm; • Boat launch has been extended and re-graded above the water line. We may have to look at some delineation for the Forebay berm if not fully visible to boat launch users; • The tan vinyl fence around the sewer tanks and parking lot is being completed this week; • The ornamental metal fence will need to be extended on the east marina wall on extended wall section and on the new wall constructed behind the Forebay - the fencing contractor is doing up a quote for this added work to his scope. • We will need to source an aeration/circulation system for the marina. The system approved by AENV is a 5m dia. Solar floating unit that is about 50k. I am working to

Regional Master Drainage Plan • Memo for consultant selection complete; • Project start late August, complete June 2015.

Regional Master Servicing Plan • Led by Town; • Proposal review will be complete August 15 for selection of consultant; • Melissa to present to Town Council week after.

Erskine East Subdivision • When subdivision is complete, the gasmain will be relocated along south boundary. Gas company will not proceed with work until they are provided the subdivision legal plan. • Stantec is close to completion of the servicing concept that detailed design will be based on; • We should consider outsourcing detailed design (approx $1000 per lot) due to internal work loads.

Erskine Servicing • Stantec close to completing project - schedule running over.

Erskine Multi-Use Pathway • Once Land purchase and subdivision work is complete, we will look at requirements for clearing of r/w and potentially tender that work this fall. • Before we consider actual path design and construction, we should consider any utilities that may need to be placed in that r/w (water?) so we don't have to dig up a pathway to place utility in future.

Red Willow Truck Fill Site Preparation • Site Design and construction complete - all in-house effort.

Portable Office Complex • Units on site and assembled;

Public Works Shop • Once staff has moved offices to portables, we will discuss next steps with Council regarding detail investigations outlined in Stantec review.

Schoff - Proposed Gravel Pit • Application to AESRD for Class 1 pit registration submitted and under review; • Application for development permit submitted to Camrose County; • Planned site work this fall.

Graded Aggregate Seal Coat (existing paved surfaces) • Contractor to start work late August - approx 2 week time to complete.

Cement/Chip Seal Repairs (Ring Road and Carlisle Estates) • Structural assessment/surfacing recommendation work complete by Tetra Tech; • Suggest 2 stage repair/overlay for best life cycle value; • Consider initial stage 0.1m overlay with surface repairs - subsequent 0.05m overlay on 8 to 10 year timeframe.

In 2013, they hosted 636 enthusiastic Pheasant Hunters; 75% of which were from more than an hour away from the town site and 8% from out of province. Their 2014 hunt is already sold out within minutes of registration opening.

This year, the Canadian Badlands as well as the Stettler Regional Board of Trade and Community Development have combined efforts to bring a similar festival to the Stettler area. With 30 sites, 3000 pheasants and approximately 520 hunters having the accessibility to hunt the designated areas, the Stettler Pheasant Hunt is all but guaranteed to be a success with the results of the hunt to go towards enhancing upland game bird habitats in the area.

Much of the event will be undertaken by volunteers however there are still significant costs to be covered. Any and all sizes of sponsorship are greatly appreciated and will be put to use in a variety of ways. Thank you in advance for your support of this exciting venture.
