CAREER SUMMARY Ram Bdr. K.C. is a Sociologist and a lecturer in the department of sociology, Patan Multiple College. He has been teaching sociology for master’s degree since 1998, supervised over fifty masters’ level dissertations, and evaluated over seventy as external examiner. His areas of expertise are developing project concept, preparing proposal for funding, implementing project, and monitoring and evaluation of project in the areas of good governance, rural drinking water, public health and sanitation, child and bonded labor, community development, market potentiality of agricultural and non-agricultural commodities, and gender and social development. He has also a survey skill, carrying out participatory community and local development program, strengthening the management and planning capability of local organization, and application of SPSS tool in data analysis. Now, he is intensifying own knowledge in the issues of local governance in Nepal.

2 RESEARCH AND DEVELOPMENT SECTOR

2.1 Consultant, Consulting Service for Preparation of DPR and Implementation of Land Pooling Projects of New Town Khurkot, Sindhuli District, January 2016 to February 2017 Project

RAAS, Engineering Consultancy, is providing the consultancy service for preparation of DPR and implementing land pooling project in Khurkot, Sindhuli for Department of Urban Development and Building Construction. The consulting service is focused on social and environmental analysis.

Key responsibilities included. • Desk study and designed questionnaire, checklists, and produced framework for the field survey and study. • Conduct socio-economic survey, coordination meetings with local people, group discussions and prepare report of socio-economic analysis.

2.2 Consultant, End Review of Linking the Voices of Grassroots: Promoting Participatory Democracy through Informed Dialogues for Good Governance, August- September 2013 This project was run by MIREST Nepal under the support of Royal Norwegian Embassy in seven Districts of Nepal namely Sankhuwasabha, Sunsari, Sindhuli, Mustang, Dang, Kanchanpur and Humla. The project has intervened advocacy and empowerment related to constitution making process, good governance and right to information through action, result and mass oriented media.

Key responsibilities included. • Designed end review procedures, questionnaire, checklists, and produced framework for the review. • Conducted field work and prepared final report of the entire end review process.

2.3 Consultant, Accountability assessment of effective execution of service delivery in Nepal, 14-30 September 2012 This assessment study was conducted by Association of district development committee, Nepal (ADDCN) with the aim of assessing the effective execution of service delivery in local level with funding of World Bank. This study had covered 6 districts of Nepal and I was assigned for Kailali district.

Key responsibilities included. • Managed and coordinated field survey for focus group discussions at the DDC, Municipal and VDC level, and district level line agencies that are directly related to public in their job of service. • Reviewed DDC, Municipality, VDC, and other line agencies documents related to their job in delivering service to the public.

2.4 Consultant, Impact Assessment of Dalit Empowerment Project in Kalikot District, Nepal 15th April- 7th May 2012

This Dalit Empowerment Project was run under the support of ESP/RDIF Nepal in six VDCs (Daha, Pakhre, Jubitha, Sukatiya, Mugraha and Gela) of Kalikot District, Nepal.

Key responsibilities included. • Designed impact assessment procedures, questionnaire, checklists, and produced framework for the assessment. • Conducted field work and prepared final report of the entire assessment process.

2.5 Consultant, Stock Taking Assessment on the Use of District/Village/Municipal Development Funds (Including Block Grants) For Children, Women and Disadvantaged Groups in DACAW/CFLG and Non-DACAW/CFLG Districts of Nepal September- December 2011 This assessment study was conducted by Association of district development committee, Nepal (ADDCN) with the aim of assessing the use of capital block grants for the overall development of women, children and disadvantaged groups with funding of UNICEF. This study had covered 23 districts of Nepal and I was assigned for Dang, Rukum, Jajarkot, Kalikot and Jumla districts.

Key responsibilities included. • Managed and coordinated field survey for focus group discussions at the VDC /Municipal level, interview with beneficiaries from each community and key informants (representing both demand and supply sides), open discussion with Children Club, Para Legal Committee and Women Cooperatives at the community level and interactions with stakeholders at the district and local levels (including DDC, VDC and Municipal officials) • Reviewed DDC, Municipalities and VDC’s documents from fiscal year 2008/09 to 2011/12 for assessing the use of capital block grants for the overall development of women, children and disadvantaged groups.

2.6 Consultant, Study on Making Ethnic Boundary in Nepal: Focus on small ethnic groups and newly established ethnic organizations in the CA- Process, September 30, 2010- August 31, 2011 This research was funded by Faculty of Sociology, University of Bielefeld, Germany.

Key responsibilities included. • Finding out the nationwide distribution of selected ethnic groups' population and trying to analyzing the nature of connection among the people of different areas. • Analyzing the strategies selected by ethnic groups and their representatives with reference to circumstances at national level (in particular to the constituent assembly (CA) and generally to the state restructuring process as well as NEFIN level. • Analyzing how effectively ethnic groups are practicing chosen strategies and what outcomes they are pursuing and with what means.

2.7 Consultant, Survey of proposals for restructuring state in Nepal, November 2006 to 20 10 January. A survey on proposals for restructuring state in Nepal is a part of the Ethnicization and De- ethnicization of the Political Negotiations of inclusion and exclusion in the Andes (Himalayas in South Asia) and Southeast Asia project funded by University of Bielefeld, Germany. Key responsibilities included. • Compiling a bibliography of books proposing modes of restructuring the Nepali state since 1990 (both as list as well as in bibliographical software) and summarizing the main points of the books or book chapters surveyed, regarding issues of inclusion, quota system, federalism, and ethnic question, including reasoning given, why these forms of restructuring would be necessary, if there are any problems identified, etc. If more than one article by one author is available, has his position developed over time. • Surveying National magazines for articles about proposals for restructuring the state. Compiling their bibliography and Summarizing major points. • Surveying the positions of major political parties as well as Ethnic based parties on the issue of restructuring. What are their proposals? Since when have they adopted this agenda, passed by which committee? Do they have a special wing for these questions? Are their inner-party differences of opinion? What agenda will they take forward for Constituent Assembly?

2.8 Consultant/Field Coordinator, Evaluation Study on Health Awareness Program, May-June, 2007 T4 Global, Training that transforms, USA in association with Pratigya (Promise) Integrated Development Center Nepal, a national NGO, had lunched health awareness program in the six districts of Nepal. To disseminate the health related information they had formed the listener groups and provided one MT4 device to each group. After the completion of the program, this study had been conducted to assess the impact of program on the knowledge, attitude and practice of listeners.

2.9 Researcher, National Survey on State Restructuring and Strengthening of Democracy in Nepal, May 7 to June 6, 2006 This national survey was organized by Nepal Centre for Contemporary Studies with the aim of studying the people’s opinion about the issue of state restructuring and strengthening of democracy which was recently being restored on 24 april 2006. This research had covered 21 districts of Nepal and I was assigned for Jumla, and Chitwan Districts.

Key responsibilities included. • Managed and coordinated overall field study in both districts.

2.10 Consultant/Field Coordinator, Khanigaon-Godavari Gravity Ropeway Feasibility Study. January to February 2005. The feasibility study was jointly supported by Intermediate Technology Development Group (ITDG), Nepal and International Centre for Integrated Mountain Development (ICIMOD) with the aim of collecting baseline information, of Khanigaon of Khavrepalanchowk district and Chapakharka of Lalitpur district, and feasibility study of gravity ropeway from Chapakharka to Godavari.
