Without him and his decade-spanning commitment to peace, disarmament and arms control this study would never have been written. As director of the Berlin Information-Center for Transatlantic Security (BITS), which he co-founded in 1991, and with his vast knowledge, his relentless research and questioning, his astute comments and advice he has laid the foundations for today’s critical discussion on German arms export policy.
