ADMINISTRATIVE PRACTICE AND LOCAL REFLECTIONS ON ‘GRASSROOTS NEOCOLONIALISM’ IN AUTONOMOUS AND POSTCOLONIAL DAHOMEY, – Alexander Keese University of Geneva* Abstract In Dahomey (Benin) during the period of autonomy and the first years of independence, the reference to a colonial past was an important instrument and point of debate. Members of a new group of politicians used it to accuse trade union leaders to make unrealistic claims; local peasants mobilized it as their point of reference against infrastruc- ture projects; officials discussed it to make sense of tax refusals, while locals invoked older forms of tax resistance they had practiced under colonial rule. This article follows the dif- ferent relationships with the colonial past, through the regions of Abomey and Porto- Novo, and shows how these experiences were viewed by local residents and by nationalist leaders, such as Justin Ahomadegbé. It also serves as an example and an injunction to make use of the administrative postcolonial archive. Key Words archives, decolonisation, development, labour, taxation. Political impact of decentralization in Africa Political impact of decentralization in Africa Takuo IWATA ※ Abstract Decentralization is an outstanding phenomenon among the ongoing administra- tive and political reforms that have been undertaken in recent decades around the world, and it has had significant political effects in African countries. In addition, urbanization amplifies the political impact of decentralization. Decentralization and urbanization have expanded the economic and political gaps between local governments in urban and rural areas as devolution has progressed from the cen- tral government to local governments. Decentralization encourages international cooperation between African local governments and (non-)African partners. Decentralization and this international cooperation between local governments have significantly influenced local politics in Africa, and decentralization has changed the relationship between the state and local governments, and between the local government and residents. First, this paper briefly traces the history of decentralization in Africa. Second, it reflects on the impact of decentralization on African politics and international relations by focusing on local elections, decen- tralized cooperation, and political disputes in urbanizing local governments in Benin and Burkina Faso. It is an appropriate time to examine local governments to better understand the political and social transformations that are taking place in a decentralizing Africa. ※ Professor, College of International Relations, -

Gbenenye Department of History & Diplomatic Studies Faculty of Humanities, University Of Port Harcourt, Nigeria [email protected] Abstract This study is an attempt to explain the impacts of regime change and political instability on prospects of integration in the Economic Community of West African States (ECOWAS). These impacts are considered at the levels of negotiation and operation in the community. While the positive results of regime change and political instability are fully recognized, the study argues that the negative aspects have largely impeded the advancement of the ECOWAS. The military coup d’etat in Nigeria in 1966 and the subsequent civil war, in part accounted for the delay in the formation of the Community. Similarly, the slow process in the consolidation of the ECOWAS, in part, arises from the frequent changes in governments in the sub-region, occasioned by violent military coups d’etat such as those in Ghana, Nigeria and Liberia. Regime change often results in new ideological and developmental orientations. Also, it brings about new directions in external relations. Generally, these taken together have usually engendered negative responses from other ECOWAS members.
