Ministry of Education 2019 The 7th International Conference on Teacher Education The Story of Innovation in Teacher Education Conference Program WELCOME! Greetings from the Conference President The quality of teachers is the best guarantee for a resilient educational system, and teacher education is the starting point for this quality. Teacher education throughout the world is currently at a crossroads, faced with many questions: • How to attract high-quality applicants to the teaching profession? • Should academic training be at undergraduate or graduate level? • What is the correct combination of theoretical and practical training? • What should be the focus between disciplinary education and generic education? Does it differ according to age group? • Do we need small teacher education institutes or only large universities? • Should teacher education be uniform and across the board, or is there room for diverse, niche programs? In common with many other countries in the world, the State of Israel is grappling with these questions with comprehensive strategic programs. Israel's high birthrate, together with a reduction in the number of students in classrooms, means that the demand for teachers is constantly increasing. Low unemployment rates make this challenge even more extensive. All these factors led the Ministry of Education to join forces with the MOFET Institute, a NPO for the professional development of teacher educators, to host this international conference. The conference will not only examine the questions and propose research-based answers, but will also serve as a platform for the professional development of teacher educators in academic institutions. I would like to thank Dr. Michal Golan and the teams at the MOFET Institute for organizing this conference from scratch and to wish all the participants an enriching time of learning for the future of the teaching profession. Mr. Eyal Ram 1 Greetings from the Head of the MOFET Institute Societies very often perceive educational systems and teachers as key factors in a nation's future, which sets high expectations and an extensive responsibility on both the teaching profession and on teacher education. The "secret", or the "recipe" for the "right" way to prepare good teachers, as well as the definition of such ones, are still a subject of fierce debate. There are heaps of research studies, thousands of practices and endless insights. Many of these are contextual, but there is much common ground among all of them. We have gathered here in this conference for both aspects – the very specific and the very general. Coping with national and global challenges calls for co-learning and co-working of all the communities of teacher educators. We hope that the opportunity to meet and exchange knowledge, best practices and vexing questions, will bear fertile fruits of thought and deeds aiming to promote the most important goal that has ever existed – educating for the present and the future. Dr. Michal Golan 2 Greetings from the Conference Academic Chairperson Teacher education has recently been acknowledged by the European Commission as a key factor in providing adequate preparation and professional development to teachers. Nonetheless, teacher educators are situated in a precarious position between the academic world and the educational system: As academics, their research is often judged as not rigorous enough, and as teachers they are often criticized for secluding themselves in an "ivory tower", detached from current realities in schools. Still, borderline areas are also sites where members of communities of practice can achieve new insights resulting from critical discussion of shared issues from diverse points of view. These enable them to transform their practices and innovate. It is my pleasure to welcome you to the 7th International Conference: The story of Innovation in Teacher Education. Here we are all members of a large community, consisting of teacher educators from diverse areas and roles. During the conference, you will be able to share new insights and innovations developed by teacher educators around the globe, attempting to deal with today's most pressing challenges in education: multi-cultural education, inclusion of students with special needs, nurturing students' emotional welfare and social skills, and taking advantage of technology in promoting educational goals. Special attention will be devoted to teacher preparation programs, supporting beginning teachers and teachers' professional development. Each of these issues is dealt with during the conference from a multi-modal and inclusive approach. In each of these themes, the conference offers lecture and poster sessions, critical discussions and "hands-on" experiential workshops weaving drama, graphic arts, virtual reality and physical activity with theoretical conceptualizations. The MOFET Institute is an inter-collegiate institute dedicated to the professional development of teacher educators. As a site of collaborative learning, it is our belief that the story of innovation in teacher education is a story we author together. It is my hope that you will find the conference a pleasant and enriching experience engendering new ideas and professional initiatives. These will help us overcome current challenges and provide teachers with the education they need.     JNF BLUEPRINT NEGEV: 2009 CAMPAIGN UPDATE In the few years since its launch, great strides have been made in JNF’s Blueprint Negev campaign, an initiative to develop the Negev Desert in a sustainable manner and make it home to the next generation of Israel’s residents. In Be’er Sheva: More than $30 million has already been invested in a city that dates back to the time of Abraham. For years Be’er Sheva was an economically depressed and forgotten city. Enough of a difference has been made to date that private developers have taken notice and begun to invest their own money. New apartment buildings have risen, with terraces facing the riverbed that in the past would have looked away. A slew of single family homes have sprung up, and more are planned. Attracted by the River Walk, the biggest mall in Israel and the first “green” one in the country is Be’er Sheva River Park being built by The Lahav Group, a private enterprise, and will contribute to the city’s communal life and all segments of the population. The old Turkish city is undergoing a renaissance, with gaslights flanking the refurbished cobblestone streets and new restaurants, galleries and stores opening. This year, the municipality of Be’er Sheva is investing millions of dollars to renovate the Old City streets and support weekly cultural events and activities. And the Israeli government just announced nearly $40 million to the River Park over the next seven years. Serious headway has been made on the 1,700-acre Be’er Sheva River Park, a central park and waterfront district that is already transforming the city.

Technological changes, the information revolution and changes in work habits necessitate fundamental change in teaching methods, so that it can appropriately prepare future generations for modern reality. The Teaching and Education College in northern Israel offers programs to train “future teachers”, highlighting dynamic environments, the integration of technology in teaching and innovative pedagogy. A qualitative study used an open-ended questionnaire to investigate students’ perceptions of the concepts “innovative pedagogy” and “integration of technology in teaching” during their first practicum year in the education system. Findings showed that the young students find it difficult to conceptualize these concepts and describe them in a superficial and concrete manner. Mediation is needed, to connect college learning of these concepts with the students’ practical work in the field. Results indicate that women find it harder to give and receive feedback. Men agree more with statements that represent high self-esteem. Women agree more with statements which represent lower self-esteem and learning from others. A correlation exists between self-esteem and readiness to give and receive feedback. Self-esteem has a gender-related influence on the willingness to give and receive feedback. Gender influences the tendency to pass the responsibility for feedback to the lecturer. This paper discusses the implication of these findings, as they relate to the education system with its majority of female teachers. We discuss the influence of these findings on the preparedness of the system to embrace meaningful learning based on critical thinking and constructive feedback, which are based on self-confident teachers and willingness to give and receive feedback, both from students and teachers. Participants comprised thirty Jewish and Arab, male and female students at Ohalo College in Katzrin, Israel. The current study investigated whether such integration can promote peace between Jews and Arabs. Aspiration for peace is a significant value of life in Israel, and it appears in various contexts and in political discussions. Peace promotes tolerance, prevents violence, and creates dialogue among the parties. Education for peace, which is expressed in integrating Jewish and Arab students, increases the value of higher education in general and the value of education for the Arab community, in particular, due to the inferior status Arabs in the state.The current study discusses the existing types of integration besides the integration possibilities in various academic institutions along with the hardships and obstacles that prevent Arab students from integrating as equals in the Jewish community. The Accepted research aimed to investigate the types of decisions made using June, 30, 2019 WhatsApp. To examine this, a 3-phase mixed-method research was applied: (1) 23 semi-structured interviews with kindergarten managers. (2) Analysis of 74 WhatsApp managers-parents conversations. (3) A questionnaire administered to 324 kindergarten-managers. The managers Keywords: reported a constant pressure for an immediate reaction and Decision- rapid decision making. Despite the pressure, managers claim making, Managerial they can limit the decision making to simple decisions and decisions, WhatsApp, postpone complex decision making to off-line procedures. Yet, Kindergarten- analysis of the questionnaire results indicate that this claimed managers, Complex ability to differentiate and limit the decision making to simple decisions ones, is not the general case: managers who benefitted more from WhatsApp tended to broaden the decision-making scope to all types of decisions. If the Israel Museum could get hold of the bones of Holocaust victims, they could invite kindergarten children to build castles. Perhaps the Israel Museum should also import hair from Auschwitz to hang on it postmodern works.”(1) This sarcastic and radical response, published in Ma’ariv on January 19, 1997, by Holocaust survivor, Knesset member, and journalist Joseph Lapid, following the controversial exhibition of Israeli artist Ram Katzir at the Israel Museum, reflects the problematic nature, the hypersensitivity, and the intricacy of the current Holocaust discourse in Israel. In this essay, I delve into the pressing issues of this highly delicate discourse. I attempt to locate the very root of its problematic nature, wherefrom all taboos and paradoxes stem pertaining to the discourse of Holocaust representation in contemporary Israeli art. The Zionist ethos is informed by two fundamental notions ―Holocaust and Heroism‖ and ―Negation of Exile‖ that are crucial to the understanding of the problematic nature inherent in Holocaust representation in Israel.
