    The British Empire in the Atlantic: Nova Scotia, the Board of Trade, and the Evolution of Imperial Rule in the Mid-Eighteenth Century by Thomas Hully Thesis submitted to the Faculty of Graduate and Postdoctoral Studies in partial fulfillment of the requirements for the MA degree in History University of Ottawa © Thomas Hully, Ottawa, Canada, 2012 ii Abstract The British Empire in the Atlantic: Nova Scotia, the Board of Trade, and the Evolution of Imperial Rule in the Mid-Eighteenth Century Thomas Hully Dr. Richard Connors Submitted: May 2012 Despite considerable research on the British North American colonies and their political relationship with Britain before 1776, little is known about the administration of Nova Scotia from the perspective of Lord Halifax’s Board of Trade in London. The image that emerges from the literature is that Nova Scotia was of marginal importance to British officials, who neglected its administration. This study reintegrates Nova Scotia into the British Imperial historiography through the study of the “official mind,” to challenge this theory of neglect on three fronts: 1) civil government in Nova Scotia became an important issue during the War of the Austrian Succession; 2) The form of civil government created there after 1749 was an experiment in centralized colonial administration; 3) This experimental model of government was highly effective. Everett 5 > kns basis okof Pennsylvania's Indian Diplomacy iromfrom 1747-1753 rested on four important points: presents were regularly em- _1 U~j.L 1_ i:_1_ _P • Theployed by1 both FrenchT?- and1 English"C* as a measure of securing the friendship of the Ohio and Pennsylvania tribes; the colony of Pennsylvania abandoned the traditional policy of friendship with the Indians close at hand and developed Conrad Weiser's theory that it was better to benefit all of the colonies through an alliance with the Iroquois; the expansion of the Indian trade became closely asso- ciated with the policy of an aggressive defense against possible attack by the French and Indians; the decline of Pennsylvania's hegemony over the Ohio and Western Pennsylvania Indians was directly re- lated to the pacifistic policies of the Quaker Assembly which refused to take to military defense when war emerged on the western frontier in 1752. The Pennsylvania traders were courageous men who formed the crux of Indian diplomacy by spearheading the fierce competition for Indian allegiance by delivering presents. These traders had, in the early 1700's, pushed to the remote rim of Indian lands beyond the Ohio. As early as 1715, Peter Bezaillion was trading on the Allegheny; James Le Tort operated in the 1720's on the tributaries of the Mississippi River itself.1 Indeed, by the 1730's a great num- ber of traders such as George Miranda, Philadelphia shopkeeper, George Croghan, Andrew Montour, James Lowrey, Michael Teaffe, John Fraser, Peter Trustee, Robert Callender, and many others were dealing with the Ohio Indians.

PATTERSON Indian-White Relations in Nova Scotia, 1749-61: A Study in Political Interaction THERE IS A POPULAR VIEW TODAY that native people were simply the victims of history, implying that they passively fell before a European juggernaut. This viewpoint not only distorts history but also inadvertently disparages the historic role of native people themselves. In Nova Scotia the Micmac, Maliseet and Passamaquoddy behaved as autonomous peoples throughout the contact period, exercising choices which represented their best efforts to accommodate the European intruders and adjust to the challenges and opportunities they posed. If we think of contact, as the ethnohistorians encourage us to do, as a process rather than as a point in time, we can see that in Nova Scotia it lasted for centuries, perhaps reaching a decisive phase in the mid-18th century. Yet what had begun, at least arguably, as a conflict of cultures — now well-documented in studies by anthropologists and ethnohistorians1 — had by the 18th century become a conflict for space, for control, for power — or in a word, politics. By this stage in their dealings with each other, natives and non-natives alike faced choices which were essentially political, although the options had diminished in number, and the option of avoiding a decision was frequently no longer possible. In part, this politics was a politics of war, illustrative of Clausewitz's famous dictum that war is "politics by other means". This was a conflict of diverse peoples in a frontier setting where authority was far from omnipresent.     TREATIES AND THE TREATY RELATIONSHIP On the cover The cover design for this issue began with the Treaty phrase “As long as the sun shines, the grass grows, and the waters flow” represented by three colours (red, green, and blue). These colours were then interwoven to resemble a sweetgrass braid, traditionally signifying mind, body, and spirit, and in this case also representing the three parties in the Treaty relationship (the First Nations, the Crown, and the Creator). The end of the braid includes twenty-one individual strands representing seven past generations, seven future generations, and the Seven Sacred Teachings. The design was a collaboration between artist Kenneth Lavallee and graphic designer Andrew Workman.     — — — — — — — — — — — — — — — — — — — — — — — — — — Female Litigants before the Civil Courts of Nova Scotia, 1749–1801 JULIAN GWYN* Women’s experiences in the civil courts of eighteenth-century Nova Scotia suggest that gender was a significant variable in civil litigation in this early period of the province’s history. Women faced great difficulties in the courts, both from their rela- tive poverty and from the fact that the entire legal system was dominated by men. Many of the women, brought into historical light through indebtedness, were widows and by definition poor, a result of the peculiar working of the common law as it related to married women. A study of civil actions involving women, either as plain- tiffs or as defendants, in Nova Scotia during the last half of the eighteenth century provides evidence regarding women’s occupations and their level of literacy, and illustrates the extent to which women were involved in the economy. While women resorted to the courts far less readily than did men, women defended their interests vigorously, despite their social and legal disabilities. Indeed, the courts proved of great importance to some women in certain phases of their lives. Introduction Like the ocean that surrounds our sea-bound province, Nova Scotians are never far from history and the shores that witnessed the arrival of the early settlers from across the Atlantic. The arrival of settlers from the British Isles and the Continent in the 1600s and 1700s brought them into contact with the Mi’kmaq who had inhabited the region they called Mi’kma’ki for several thousand years. The British push to settle Nova Scotia in the 18th century brought them into conflict with their long-time rival the French who were supported by their Indigenous allies (including the Mi’kmaq and the Maliseet) in the lands known as Acadia/L’Acadie. The early settlers were often caught up in the conflict - sometimes with tragic consequences - that impacted the region up until the Treaty of Paris in 1763. This paper outlines a number of these events and the challenges the settlers faced, including the settlements of Halifax, Dartmouth and Lunenburg during the 1749-1763 period. Early French Presence In May of 1604, Pierre Dugua Sieur de Mons (de Monts), with Baron de Poutrincourt, Francois Gravé Du Pont, and Samuel de Champlain, and their crew of seventy-nine sailed into what is now known as the Annapolis Basin. They later crossed the Baie Françoise (Bay of Fundy) and chose to settle for their first winter on the island of St.
