No es la primera ni será la última (estoy segura) vez que el Observatorio de Política Exterior Europea (Obs) se enfrenta al ejercicio de analizar la interacción entre la política exterior española y la acción exterior de la Unión Europea. El Obs, acreditado por la Agència de Gestió d’Ajuts Universitaris i de Recerca (AGAUR) de la Generalitat de Catalunya como Grupo de Investigación Consolidado (2009 SGR-990), ha hecho de la interacción entre los niveles de análisis propios de la elaboración de las políticas exteriores de los estados europeos (estatal, europeo, internacional) una de sus tres líneas de trabajo. Las otras dos están centradas, la primera, en las relaciones de vecindad de la Unión Europea, con los socios del sur (Mediterráneo) y del este y, la segunda, en las diná- micas del sistema multilateral y las funciones que en él ejerce la UE como creadora y receptora de normas internacionales. El programa de trabajo del Obs para el perí- odo 2009-2013, en tanto que SGR-990, consiste en desarrollar actividades (publica- ciones, seminarios, participación en proyectos de investigación internacionales) que abarcan las tres

A mapping of the disinformation and counter-disinformation landscapes in the region in the period from 2018 through 2020 reveals three key disinformation challenges: external challenges to EU credibility; disinformation related to the COVID-19 pandemic; and the impact of disinformation on elections and referenda. While foreign actors feature prominently – chiefly Russia, but also China, Turkey, and other countries in and near the region – the bulk of disinformation in the Western Balkans is produced and disseminated by domestic actors for domestic purposes. Further, disinformation (and information disorder more broadly) is a symptom of social and political disorder, rather than the cause. As a result, the European Union should focus on the role that it can play in bolstering the quality of democracy and governance in the Western Balkans, as the most powerful potential bulwark against disinformation.     DIRECTORATE GENERAL FOR INTERNAL POLICIES POLICY DEPARTMENT A: ECONOMIC AND SCIENTIFIC POLICY The European Union's Role in International Economic Fora Paper 3: The OECD STUDY Abstract This paper forms part of a series of nine studies on the role of the European Union in international economic fora, prepared by Policy Department A at the request of the Committee on Economic and Monetary Affairs of the European Parliament. It provides factual background information about the OECD, the EU’s role and representation therein, its accountability as well as the coordination and impact thereof. Key conclusions are that, despite the particular importance the OECD gained during the financial crisis, there is limited knowledge as to how it operates and is governed. Although EU Member States constitute more than half of the OECD countries and the EU contributes substantially to the OECD budget on a voluntary basis, the ambiguous and out-dated status of the OECD deprives the EU from voting rights and budgetary oversight. The EU shall pay more attention to this ‘policy pathfinder’ OECD, including when its Member States’ economic trends are being examined and when tailor-made advice is given to EU Member States in economic distress, as well as on critical tax policy issues. Therefore, the EU could formalise its status, develop a consistent and comprehensive coordinated approach on OECD issues by overhauling its long- standing coordination mechanisms, and establish a regular, open and effective reporting intra-EU institutions, which could allow for parliamentary oversight.
