Montana State University – Billings Yellowstone Public Radio/KEMC-FM (KEMC) is a public telecommunications entity operated by and licensed to Montana State University Billings. The station provides in-depth news, public affairs and cultural programming for listeners in Montana and Northern Wyoming. KEMC is funded in part by a grant through the Corporation for Public Broadcasting. Friends of Public Radio, Inc. (Friends) is a non-profit entity incorporated in Montana and Wyoming, which raises funds to provide financial and other support in the name of and with the approval of KEMC.

MSU Billings prepares separate annual financial statements to reflect the combined financial activity of KEMC and Friends of Public Radio. Amounts shown in the financial statements for KEMC have been extracted from University funds and include the financial activity of Friends. In addition, a Corporation for Public Broadcasting Certification Schedule of Nonfederal Financial Support (NFFS) as required by CPB is also prepared annually.

The accounting records for KEMC are maintained principally on the Ellucian Banner system. Because the amounts, timing, and purpose of the funds transferred to KEMC by Friends is controlled by the Friends board of directors, those accounting records are maintained separately at KEMC and are not recognized in Banner until such transfers are made.
