February 2020 Monthly Meeting Minutes 2154 Minutes for the Monthly Meeting of Tonyrefail & District Community Council held at The Council Office, Trane Cemetery, Tonyrefail on 13 February 2020 at 6:30 pm Present: Councillors A Davies (Chair), S Stevens, L Michel, D Owen-Jones, M Barron, Alex Davies-Jones In attendance: Clerk: S Powell 1. Apologies for absence 1.1) Received from Councillors Andrew Davies-Jones (childcare), D Grehan (Work), G Powell The apologies were noted. 1.2) No apologies were received from Cllr K Webb 2. To receive declarations of interest None received 3. Minutes i) It was resolved that the minutes of the Monthly Meeting held on the 16 January 2020 were a true record of the meetings decisions. 4. Public Break No members of the public were present. 5. Matters Arising from previous minutes 5.1 It was noted that the bus shelter in Tynybryn has now been installed. 5.2 The British Legion’s response was noted about the VE75 Celebrations. It was resolved for the Clerk to contact the British Legion to see if it was appropriate for the poppies to be put back up for the occasion. 6. Correspondence 6.1 It was resolved for Cllr L Michel to attend “The Role of a Place Plan in your Community” in Llantrisant on the 19th March. 6.2 Members noted the Wales Audit Office Report – Financial management and governance – Community and town councils 2018-19. 6.3 Members resolved that the Clerk should respond positively to the Wales Audit office consultation on Future Audit Arrangements for Community Councils in Wales. 6.4 Following the expression of interest from Thomastown Club in hosting the senior citizen’s dinner. It was resolved that opportunities to bid for future events could be provided to local venues. 6.5 The Proposed Waiting Restrictions A4093 Hendreforgan received from RCTCBC was noted. 6.6 The Minimum Pricing for Alcohol Stakeholder information received from Welsh Government was noted. Planning 7.1 Application No: 19/0656/10 Proposal: Extension of residential curtilage (change of use of land) and erection of retaining walls for a temporary period of time in relation to the temporary dwelling (retrospective) Location: Ein Glaswellt Farm, Rackett Cottages Road, Castellau, Pontyclun, CF72 8LQ It was resolved that Cllr Owen-Jones should respond as appropriate. Additional Planning 7.2 Application No: 19/1310/10 Proposal: Side Extension Location: 6 Lewis Arms, Penrhiw-fer, Tonypandy, CF40 1SH It was resolved to raise no objection, subject to the side extension being finished in a way to be in keeping with the surrounding properties. 7.3 Application No: 19/1310/10 Proposal: Proposed agricultural dwelling (Affecting Public Right of Way ANT/125/1). Location: Pantyddrainan Farm, Llantrisant Road, Castella, Beddau, Pontyclun, CF72 8LQ It was resolved that Cllr Owen-Jones should respond as appropriate. 7.4 Application No: 19/1310/10 Proposal: Ground and first floor rear extension Location: 17 Church Road, Penrhiw-fer, Tonypandy, CF40 1RY It was resolved to raise no objection, subject to no to objections being raised by RCTCBC Highways. 8. Footpath Report Cllr Alex Davies-Jones raised an issue with a footpath behind the Capel Estates being blocked off. The Clerk reported that the public footpath 63 sign in Penrhiwfer was now back in place. 9. Finance 9.1 Accounts Paid January 2020 - a question was raised about whether any CIL money was due. The Clerk was asked to enquire. 9.3 Accounts for payment February 2020 – it was resolved that the payments were accepted Signed: ______________________ Date:___________________ 2156 10. Clerks Report The clerk reported that two members of staff were still unfit for work. 11. Trane Cemetery 11.1 It was resolved to book the Memorial Testing Course for employees along with Cllrs Barron and Owen-Jones for Thursday 15th May 2020. The Clerk reported that skip hire was costing in the region of £5000 per year and that options to reduce this were being looked at. Councillors agreed that inert waste should be used to infill around the site. Water Leak – the Clerk explained that there is another significant water leak in the cemetery. It was resolved that appropriate action is undertaken to find and repair it by the Clerk. There has been significant damage to the rear wall of the top garage as a result of the JCB hitting it. The repairs will be undertaken by the insurer. Once the wall is repaired some sort of buffer zone will be introduced. The Clerk reported that an average of 23.8 new graves have been dug per year over the last 10 years which means there is about 2 ½ years worth of space left in P section. The Clerk will continue to look at ways of maximising new grave space within the cemetery and keep Council updated with proposals. 12. Members Reports Cllr Davies reported that traffic enforcement officers and the parking van have been out in force frequently resulting in a number of parking tickets being issued. Cllrs Michel and Barron reported that they have been undertaking the speeding petition and will continue to do so. Cllr Michel also made Cllrs aware that there will be an International Women’s Day event in Pontypridd on 7th March and that the Penrhys Pilgrimage stamp will be held at Truly Scrumptious. Cllr Stevens reported concerns over lighting between High Street and School Street and the timings on the traffic lights on the square. 13. To Receive Report Only From County Borough Councillors CBC Alex Davies-Jones reported: • The next litter pick will take place on Saturday 22nd February at Gangers Lane at 10am. • That Tonyrefail BID (Business Improvement District) has been launched • The future of Thomastown Community Centre needs to be added to the agenda • Increase in Dog Fouling reported • Numerous reports of damaged footways and overhanging trees reported 2157 Signed: ______________________ Date:___________________ • An average speed camera is to be installed on Gilfach Road by the school • The large pile of soil at Tonyrefail Community School is still causing complaints • Significant work is being done with installing fences in parks, and working with community groups to look at introducing proper changing rooms at Tynybryn Park. CBC Owen-Jones reported: • The Boars Head planning application date has not currently been set • Various carriageway and footway resurfacing schemes are taking place • That there are vacancies on a number of school governing bodies including Tref-y-Rhyg. Cllr Barron said he would consider joining Tref-y-Rhig. • That good progress is being made at the Coedely Business Park • Asked if the Council could nominate Tonyrefail Environmental Group for the Love Where You Live Award. • That a drop-in and wellness clinic was to be established at St. Johns. 14. Events 14.1 Christmas 2020 - It was resolved postpone the creation of the Christmas sub-committee until the March meeting. 14.2 Picnic in the Park – it was resolved to set the date for the event as Saturday 27th June 2020 and hold the event again at Ely Valley Miners. It was agreed to try and recruit more attractions and stallholders to the event than last year. 14.3 It was resolved not to continue with the Easter Rocks initiative due to low turnout. Cllr Barron left the meeting at 7:40pm. 15. Allotments The site visit to Penrhiwfer allotments was agreed for Friday 6th March at 10am. Cllr Stevens requested that a date be set for the allotment competition. It was resolved to contact Terry Walton and ask him when would be the best time of year to judge, and if he would be willing to judge for us again. 16. Bus Shelters It was agreed that the bus shelter outside of Mouchak should now take priority due to the missing panel on the roof and its overall condition. It was resolved that the Clerk should proceed with its replacement when possible. The Clerk explained that all bus shelters have now been RAG rated and improvements will be made over time based on priority needs. Signed: ______________________ Date:___________________ 2158 17. Youth Representation It was agreed that the Clerk should contact Tonyrefail Community School, YGG Llanhari and Cardinal Newman Comprehensive School to ascertain whether any pupils would be interested in forming a youth council or sitting as youth representatives before deciding on the next steps. 18. Animal Microchip Scanners It was resolved to purchase up to 7 animal microchip scanners, one for a Friends of Animal Wales volunteer in each ward, and one for the office. 19. Banking Arrangements It was resolved to proceed with a chargecard with a spending limit of £1,000. It was also resolved to proceed with the opening of the current and reserve account with Unity Bank on the condition that wages, direct debits and regular payments do not require authorisation by Councillors due to the importance of paying them on time. 20. Summer Flowering It was resolved to continue with summer flowering as previously, with the addition of 4 hanging basket trees, and some wall planters by Edmunds / Mill Street Phone Box (subject to approval from the landowners). 21. PACT Meetings The next meeting is scheduled for 24th February at the Council Office at 6pm. 22. Projects It is anticipated that partner working will take place with Friends of Tyn-y-Bryn Park to enhance community facilities. 23. Coedely By-Election The Clerk advised that the by-election will take place on Thursday 16th April. The first official notice will go out on 10th March. All arrangements are handled by RCTCBC, however the community council will receive an invoice for election costs.

The Chair, with the agreement of the Council, brought forward The Council welcomed Mr Powell. Building on the success of a Medieval Event held last year the Guildhall is organising a two day event in September.
