Así durante el corriente año, la difusión de los estudios, la transmisión de sus capacidades de análisis y la difusión de sus in- formes, motivaron la expansión de las áreas de análisis y la creación de los nuevos observatorios de Emergencias y Catástrofes, Aeroespacial y del Ciberespacio, que se suman al original Observatorio Militar Mosconi y que integrados potencian la explotación de las fuentes de información específi- ca para proveer de información novedosa a nuestras instituciones y colaborar desde allí al conoci- miento de las tendencias de evolución tecnológica para la defensa, orientando desde esa perspecti- va la formación superior universitaria ya no solo de ingenieros y técnicos sino también de oficiales y suboficiales de las tres fuerzas armadas de distintas especialidades en los institutos específicos y conjuntos de formación superior. En la complementación e integración de la vigilancia, que detecta información relevante, tendencias, novedades de tecnologías emergentes, nuevas invenciones e innovaciones con la la Inteligencia Estratégica, que analiza, depura y evalúa esa información para apoyar el pro- ceso de toma de decisiones estratégicas, el CEPTM se constituye en un componente fundamental que articula formación académica y comunidad de organizaciones para la defensa “La guerra es el campo de la incertidumbre, tres cuartas partes de las cosas a partir de las cuales es necesario calcular que acción debe ser emprendida en una guerra se encuentran más o menos ocultas en la nebulosa de una gran incertidumbre.” (Carl Von Clausewitz) La difusión del potencial del Centro a la Escuela Superior de Guerra Conjunta, a las Escuelas Superiores de Guerra específicas de las FFAA, el Instituto de Inteligencia de las Fuerzas Armadas y a los institutos de formación de las Fuerzas Armadas, posibilitó que quienes allí ejercen la do- cencia o se forman, encontraran en los aportes de los analistas y en las herramientas de vigilan- cia tecnológica una fuente de información acerca del estado del arte así como de las tendencias de desarrollos tecnológicos para contribuir a la formación de sus cursantes. Esta nueva edición de Tec 1000 que tengo el grato honor de prologar una vez más, es un sin- tético compendio de tan sólo algunas de las actividades que el Centro de Estudios de Prospectiva Tecnológica Militar “Grl Mosconi” desarrolló durante el año, al servicio de la comunidad en ge- neral y en particular para la comunidad académica y militar asociada a la Facultad de Ingeniería del Ejército. La obtención, análisis y difusión de la información adecuada sobre las oportunidades y amenazas derivadas de los cambios son imprescindibles tanto en el ámbito de la defensa como el de la seguridad nacional e internacional. Una Unidad, Centro u Observatorio Tecnológico en el ámbito de la seguridad y defensa permi- te aportar criterios técnicos y doctrinales a los órganos de asesoramiento y a los decisores, para la planificación estratégica a corto, mediano y largo plazo y, en especial, aporta al desarrollo de las actividades de investigación y desarrollo de interés en estas áreas. No podemos conocer con certeza cómo será el futuro de los conflictos armados, pero debemos estar preparados para enfrentarlos. Pensar el carácter futuro de la guerra es una tarea central en la profesión militar. La acción en la coyuntura tiene poco sentido si no es en función de un proyecto futuro; la An- tena Territorial de Vigilancia Tecnológica: CEPTM Mosconi en Defensa y Seguridad, creada con mucho esfuerzo en convenio con el MINCyT a fines de 2017, tiene algunos objetivos aún solo es- bozados, como los de ayudar a conformar e integrar otros Observatorios Tecnológicos en el área de Defensa y Seguridad (por ejemplo, emergencias y catástrofes, ciberseguridad / ciberdefensa, sistemas aeroespaciales, etc.). No es sencillo concretar esas metas en tiempos de escasos recursos en que lo urgente es resolver el día a día y conducir el difícil presente. Durante el año 2018, a raíz de iniciativas de proyectos de vigilancia tecnológica en la Escuela Superior de Guerra Aérea (ESGA) y la Escuela Superior de Guerra Conjunta (ESGC), el CEPTM cola- boró con la conformación de dos observatorios tecnológicos: el “Observatorio Tecnológico Aeroes- pacial” (OTA) de la ESGA y el “Observatorio Argentino del Ciberespacio” (OAC) de la ESGCFFAA. Queda aún concretar los convenios académicos interinstitucionales para integrar verdadera- mente los observatorios, es intención materializar dicho objetivo durante el 2019 y sumados al “Observatorio Tecnológico Militar” (OTM) Mosconi y un proyecto de “Observatorio en Emergen- cias y Catástrofes” poder brindar a la comunidad académica de la UNDEF, las Fuerzas Armadas y Fuerzas de Seguridad, productos de VT e IE de forma conjunta. Sabemos que la previsión y anticipación son cualidades distintivas de las estructuras mili- tares. Desde el CEPTM “GRL MOSCONI” tratamos con convicción de ejercitarlas, enseñarlas, inculcarlas y fomentarlas. “TEC 1000” es un producto de la Vigilancia Tecnológica y la Prospectiva, presenta algunos de los trabajos y estudios realizados por sus analistas y observadores durante el año académico de la Facultad de Ingeniería del Ejército; en ellos se reflejan las megatendencias, las nuevas amena- zas y posibles soluciones en el área de la Defensa y Seguridad desde una perspectiva tecnológica. Aspiramos a que al exponer los últimos avances y tendencias, contribuyamos con quienes se preparan para combatir en la guerra del futuro y, a su vez, sea de utilidad para la comunidad científico académica de la Facultad del Ejército. Since the early 1980s, China has limited its exports of sensitive nuclear and missile items and expanded its nonproliferation commitments. Although China continues to provide some missile assistance to Pakistan, Iran and other countries, from a nonproliferation perspective China’s policies - on balance - have improved. The dissertation argues that US policy, in the form of economic and political incentives and disincentives, played a significant and enduring role in shaping these changes.

Kan Specialist in National Security Policy Foreign Affairs, Defense, and Trade Division Congressional Research Service ˜ The Library of Congress China and Proliferation of Weapons of Mass Destruction and Missiles: Policy Issues Summary Congress has long been concerned about whether U.S. policy advances the U.S. interest in reducing the role of the People’s Republic of China (PRC) in the proliferation of weapons of mass destruction (WMD) and missiles that could deliver them. Recipients of China’s technology include Pakistan and countries that the State Department says support terrorism, such as Iran, North Korea, and Libya. This CRS Report discusses the national security problem of China’s role in weapons proliferation and issues related to the U.S. policy response, including legislation, since the mid-1990s. A table summarizes the U.S. sanctions imposed on PRC entities for weapons proliferation. This CRS Report will be updated as warranted. Since 1991, China has taken some steps to mollify concerns about its role in weapons proliferation. Nonetheless, supplies from China have aggravated trends that result in ambiguous technical aid, more indigenous capabilities, longer range missiles, and secondary (retransferred) proliferation. As the Director of Central Intelligence (DCI) has reported, China remains a “key supplier” of weapons technology — particularly missile or chemical technology. Policy issues in seeking PRC cooperation have concerned summits, sanctions, and satellite exports. On November 21, 2000, the Clinton Administration agreed to waive missile proliferation sanctions, resume processing licenses to export satellites to China, and discuss an extension of the bilateral space launch agreement, in return for another promise from China on missile nonproliferation.

    Volume 5, Issue 8, Winter/Spring 2019 3 Gradual Signs of Change: Proliferation to and from China over Four Decades MATTHEW GODSEY AND VALERIE LINCY1 Abstract This article examines the role of Chinese state-owned enterprises and private actors in proliferation-related trade both to and from China and how that role has evolved over time.2 The evolution is divided into three time periods and illustrated with examples of U.S. sanctions actions and export enforcement cases. The article also considers how regulatory changes to Chinese export control law as well as China’s adherence to multilateral control regimes may have influenced this evolution. Has a public posture by the Chinese government that is increasingly supportive of strategic trade controls in the time period considered been reflected in the acquisition policies of state-owned enterprises and in government enforcement actions in response to illicit exports and re-exports by private sector actors? Kan Specialist in Asian Security Affairs January 5, 2015 Congressional Research Service 7-5700 www.crs.gov RL31555 China and Proliferation of Weapons of Mass Destruction and Missiles: Policy Issues Summary Congress has long been concerned about whether policy advances the U.S. interest in reducing the role of the People’s Republic of China (PRC) in the proliferation of weapons of mass destruction (WMD) and missiles that could deliver them. Recipients of PRC technology included Pakistan, North Korea, and Iran. This CRS Report, updated through the 113th Congress, discusses the security problem of China’s role in weapons proliferation and issues related to the U.S. policy response since the mid-1990s. China has taken some steps to mollify U.S. and other foreign concerns about its role in weapons proliferation. Nonetheless, supplies from China have aggravated trends that result in ambiguous technical aid, more indigenous capabilities, longer- range missiles, and secondary (retransferred) proliferation. Unclassified intelligence reports told Congress that China was a “key supplier” of technology, particularly with PRC entities providing nuclear and missile-related technology to Pakistan and missile-related technology to Iran. Policy issues in seeking PRC cooperation have concerned summits, sanctions, and satellite and nuclear exports. PRC proliferation activities have continued to raise questions about China’s practices and policies in weapons nonproliferation. The United States has imposed sanctions on various PRC “entities” (including state-owned entities) for troublesome transfers related to missiles and chemical weapons to Pakistan, Iran, or perhaps another country, including repeated sanctions on some “serial proliferators.” Since 2009, the Obama Administration has imposed sanctions on 18 occasions on numerous entities in China for weapons proliferation.

    2. China Chinese Country Study Group* I. Introduction National security decisions leading to arms procurement are considered confid- ential in most, if not all, countries. Nevertheless, a modern national military establishment requires that arms procurement decision-making processes be based on considerations of military strategy, threat assessment, the defence budget, military accounting and auditing, testing and evaluation, military indus- trial production, and so on. Arms procurement involves various departments and agencies, and the policies on confidentiality of different departments under- mine a balanced analysis of the processes in their entirety. A rational and coordinated arms procurement decision-making process will increase a nation’s military deterrence and security capabilities. This chapter argues that modern arms procurement requires trade-offs among different considerations and interests, involving a balance between military transparency and confidentiality and between economic development and defence capability. Although a certain degree of military transparency can help in building up mutual confidence between China and its neighbours, China must also protect the confidentiality of its arms procurement decisions. In a similar manner, constraining the defence budget can save capital for economic development, but the military cannot be modernized without major investment. It is strategically important for China to maintain a balance between these competing interests. Section II of this chapter outlines the current Chinese arms procurement decision-making process, including the participants and their roles. Section III examines economic and industrial issues and their influence on Chinese military modernization. It deals with the defence budget in relation to threat assessment and allocations in the defence budget for arms procurement.
