6.1 A MEETING HAS BEEN ARRANGED FOR 7 PM ON TUESDAY 21ST FEBRUARY WITH DICK WHITTINGTON The meeting will take place before the February Parish Council meeting in February. It will be an opportunity to discuss with Dick, the new role the Parish Council has taken on by becoming sole trustees for Compton Dando Parish Hall which is now a registered charity. Members of the Parish Hall Management Committee will also be invited.

Notice is hereby given that the Bath and North East Somerset Council in pursuance of the provisions of section 14 of the Road Traffic Regulation Act 1984 intends to make an order the effect of which will be to temporarily introduce a road closure in that length of Hunstrete Lane, Compton Dando from the junction of Cockers Hill for a distance of approximately 150 metres in a south-easterly direction.

This order is required because works are being or are proposed to be executed on or near the road to facilitate the excavation and laying of a duct in the carriageway by Oakus Ltd and will be operative from the 9th January 2017 for a maximum period of two weeks. However, the restrictions may not be effected for the whole of the period but it is anticipated that the road will be restricted as and when traffic signs are in position and only for so long as is necessary to execute the works which it is anticipated will be for four days.

COMPTON DANDO PARISH COUNCIL Preliminary Response to the Draft Spatial Plan

BANES has recently completed its core strategy for the period to 2030. In our locality, there has recently been significant re-designation of Greenbelt land to development status for housing purposes. The draft spatial plan which covers a period 2030 and beyond also contains significant further erosion of the Greenbelt to meet housing targets. The Parish Council questions the status of these re-designations in the planning framework – in particular whether the inclusion of this re-designation has a legal status which could precipitate premature development.

These large developments create substantial stress on local infrastructure, which can only be met by more development of roads, schools, hospitals etc. all of which require significant areas of land. The occupants of these developments will also need places for employment. The draft spatial plan is largely silent on these issues. So as we move forward, it is inevitable there will either be more land taken to meet these needs, or huge infrastructure will be required to make the plans workable. area adjacent to the proposed developments this puts the Parish into a key place in the development plan. The first impact will be the large increase in traffic and rat running on the small country roads, but the likelihood is that because the plan has serious shortcomings, the result will be a gradual destruction of this area of considerable natural beauty.

The questions that the Parish Council asks are:

Has the need for houses in these area been clearly demonstrated? The economic hub of the Southwest is surely the Avonmouth docks, and hinterland. Building houses to the Southwest of Bristol introduces huge pressure on the infrastructure as people will have to move from this locality to that area to work.

Bath is a World Heritage Site. Building large housing developments, many of which will be visible or nearby, seems to be an extraordinary objective in the context of a long term plan.

The fundamental question raised by this planning exercise is: “does what has been proposed for both our locality and the metropolitan area of Bristol and Bath really represent the best that can be achieved, and has enough time been spent addressing alternatives which genuinely provide for a sustainable future?” It is the council’s belief that the vision has been compromised by the desire to meet pre-set timetables.

Parish Hall Report

This report must, of course, start by recording the committee’s debt of gratitude to Katherine Bunyan who sadly died in the latter half of November. Katherine contributed enormously to the work of the committee and many a villager will miss her making her way to their front door, knowing that such a visit heralded a win on the Hall lottery! She will be sadly missed.

The extremely heavy rain over the penultimate weekend of November had our flood defences tested in anger once more and on this occasion the situation was exacerbated by the half-executed improvements to the culvert entrance. The contractors have left the culvert temporally guarded by a piece of “weldmesh”, acting as a grating, unfortunately the build-up of debris and the consequent weight of water forced the weldmesh into the mouth of the culvert, rendering it impossible to be cleared until the flow of water had abated.

I write this having just returned from a trip to France and I can see that the contractors have made no further progress with the improvements to the culvert. They need to be cautioned that the present arrangement is dangerous: any strong flow in the stream could see a child or an animal dragged into the culvert so B&NES should be encouraged to oversee the completion of the task. The finished work on the culvert will, I imagine, from the drawings, be a great improvement but the present state is most unsatisfactory the work needs urgent completion.

There are no other matters to report but I would like to thank a number of villagers who helped out during the flooding: I would particularly like to thank Ben Wall, as ever, Jeremy Box and, again as ever, Andy Fox but any number of other villages provided offers of help and moral support.
