ABSTRACT Despite the heightened focus on the effects of war on girls, they are still being inappropriately grouped under the larger rubric of ‗women‘ or ‗females‘. Since the distinctions in girls‘ and women‘s war experiences are not yet well understood (McKay, 2006), this research argues that gender analysis is crucial to effective development as it relates to young soldiers. It also advocates a distinct analytical focus on girls who exit armed forces as young women (at times as a result of having children). One must go beyond the universalistic narrative of ‗women‘s‘ experiences of armed conflict and political violence and focus on the experiences of specific categories of females. Therefore, the girls‘ war experiences as young and, later, older girls require specific attention. This attention will both contribute to a balanced debate on young soldiers participating directly in armed conflicts and address the issues and needs which are important to the reintegration of girl soldiers exiting fighting forces. The present study is about formerly abducted girls in Acholi sub region, northern Uganda. As adolescents and teenagers, they were abducted by the Lord‘s Resistance Army and many returned to their communities with children fathered by the fighters. This thesis systematically looks at their socio-economic reintegration process, experiences and progress over the years. Through a series of 57 in-depth and 12 group interviews, this qualitative study explores long-term reintegration from the participants‘ perspectives. The study identifies and analyses the central themes in their lives, including: physical and mental scars of abduction and life in captivity, stigmatisation, marriage complexities, and economic hardships. To date, the growing body of reintegration literature has focused on the first one or two years after exiting an armed group, and long-term reintegration studies are still limited. Therefore, through these themes, the thesis contributes to the conceptualisation of reintegration and understanding of the participants‘ past and current life situations. 2 ACKNOWLEDGEMENTS I wish to appreciate all the women (and other participants) for sharing your experiences, lives, homes and communities which made this research possible.     Malnourished children in an IDP camp in Gulu, northern Uganda, July 2005. © Andy Sewell/Getty Images Fuelling Fear THE LORD'S RESISTANCE ARMY AND SMALL ARMS 11 INTRODUCTION1 The Lord’s Resistance Army (LRA) is a non-state armed group that forces children to fight a war using small arms. The war is directed, for the most part, against the civilian population of northern Uganda. The LRA commits massacres and atrocities, and abducts children, forcing them with extreme violence to become soldiers. An estimated 25,000 to 30,000 children have been abducted since 1987. Some have escaped; others have died through violence, disease, hunger, and exhaustion. Children now constitute between 80 and 90 per cent of the estimated 500 to 1,000 remaining LRA fighters. In the past 19 years, the fighting has killed thousands of people and displaced close to 1.3 million within northern Uganda. Many more are maimed and tortured in displays of the LRA’s strength. Although people are often attacked with knives and agricultural implements, small arms remain the fundamental facilitators of violence. They are used to corral people, preventing them from running away. The Ugandan army has not been able to defeat the LRA militarily. It fights the LRA with armoured personnel carriers, aircraft, and around 40,000 troops, thereby curtailing some of the LRA’s activities and disrupting its supply lines. But, although the LRA has declined in numbers, has few resources, and has difficulty moving equipment, it is able to continue fighting, killing, and abducting. Because it is well equipped with small arms, it is able to attack the local population and the Ugandan army in both Uganda and Sudan.

I argue that, contrary to popular presentations, the situation is not primarily one of war between the Lord’s Resistance Army and the Government of Uganda, but instead a form of mass torture, which I call Social Torture. The principal victims are the population within the ‘war zone’, particularly in ‘protected villages’ for the internally displaced, where tactics and symptoms typical of torture, including violation, dread, disorientation, dependency, debilitation and humiliation, are widespread. The most visible perpetrators are the Government and LRA, but a range of less visible actors are also involved, not least donor governments, multi-lateral organisations, academics, churches and NGOs. In many instances these can be regarded as complicit bystanders; like doctors in a torture situation, they appear to be there to ease the suffering of victims, but in reality they enable the process to be prolonged by keeping the victim alive for further abuse. This serves a number of inter- linked economic, political and psychological functions for perpetrators and bystanders alike, and is underpinned by psychological and discursive processes of justification, most importantly the idea that this situation is first and foremost a ‘war’ between the LRA and the Government. In short, in a situation such as northern Uganda, means and ends are inverted: rather than torture being a tactic with which to prosecute war, here war is the guise under which Social Torture is perpetrated.
