Land Aggregation Scheme In April 2010, the Department of the Environment, Community and Local Government (DECLG) advised housing authorities of revised arrangements for the funding of land used for social housing and sought information from them on local authority residential land holdings for the purpose of ensuring the optimal use of the lands in question by way of a ‘land audit’. Authorities were also asked to identify those lands they considered suitable for the Land Aggregation Scheme. The land audit indicated that there were some 262 sites (775 hectares) which were the subject of HFA loans. The initial assessment showed that approximately 180 sites with loans of an estimated value of €220 million were due to mature by 2011. A total of 115 sites have now been submitted to the Department with a loan value totalling approx. €260 million. This includes the 47 sites (175.7 ha) which have been approved to date by DECLG for inclusion in the Land Aggregation Scheme with loans totalling some €110 million. Overview of the Scheme In order to alleviate the financial burden on local authorities in servicing land loans, the scheme was developed for land owned by a local authority in respect of which outstanding loans with the Housing Finance Agency (HFA) have fallen due for payment. The Land Aggregation Scheme provides that a local authority may transfer lands, acquired for housing purposes on which outstanding HFA loans are redeemed, to Housing and Sustainable Communities Ltd. (HSC Ltd). This transfer of land is subject to approval from DECLG on the basis that the local authority has no short to medium term plans for the development of the land. The local authority redeems the loan from the HFA in advance of transferring the land. Funding to redeem the loan is made available by DECLG, subject to the availability of that funding. There is no onus on a local authority to take part in the scheme but it can be of benefit to those local authorities who are servicing land loans where the land in question will not be developed in the short to medium term. HSC Ltd. is responsible for the management and maintenance of lands transferred under the scheme. There is full consultation with local authorities in regard to any future proposals for use of the lands. The lands may be utilised for social housing or other appropriate public uses with the approval of DECLG. Following transfer of the land, HSC Ltd. is required to prepare a report and implement a strategy for the management, utilisation and ultimate development of the land in question. HSC Ltd. seeks input from the relevant local authority and other interested bodies in respect of the land in question when preparing the report. Appendices The two appendices attached provide the following details: 1. List of 115 sites with name of local authority, site location and details of the previous owner. 2. List of 47 approved sites with value of loan redeemed (including capital and interest), size of site, year of purchase, original purchase price and price per hectare. (This information is being compiled for the remaining 68 sites of the 115 and will be provided as soon as possible). In relation to the approved sites, in most cases the loan amount redeemed by the Department is different from the original purchase price for the site. In cases where the loan amount redeemed is higher, this is usually due to interest charged and accumulated on the original loan amount (purchase price). In cases where the loan amount redeemed is lower than the original purchase price, this can occur for a number of reasons including: - the local authority may have already paid off some of the loan with their own resources or by developing another part of the site for social housing; or - only a portion of the site to which the loan pertains is transferring under the land aggregation scheme. FOREWORD Patrick Power was born at Callaghane, three miles from Waterford, on 8th March, 1862. He was educated at Ballygunner National School, the Catholic University School, Waterford, and St. John's College, Waterford. He was ordained in 1883 and for three years he worked on temporary mission in Liverpool. Being threatened with tuberculosis, he went to Australia, where he spent seven years in the diocese of Wilcania-Forbes, being Rector successively of Cobar, Bourke and Wilcania, New South Wales. He came into contact with the aborigines; and it as probably in Australia that his interest in archaeology was first developed. On his return to Waterford he was attached to the Cathedral for three years; he then successively became Diocesan Inspector of Schools, Chaplain to the De la Salle Training College, and Curate at Portlaw. About 1900 he published a Manual of Religious Instruction, which ran to thirty editions and was used extensively in this country during the first two decades of the century; it appears to be still in use in Australia. His interest in place-names, ecclesiastical antiquities and archaeology soon became more than a paragon or hobby. He made extensive explorations throughout Waterford. Even in his student days he published in local papers articles on Waterford history.

This expanded publication illustrates ongoing development within service provision. Further relevant information is available from Health Service Executive Health Promotion Departments on page 135. Since the last edition, the Eastern Area has become the Eastern Region Health Authority with three separate Areas. The Directory reflects this change, as well as other changes in the nature/structure of services implemented since the last issue. This Directory is laid out alphabetically in terms of county . Statutory services are listed before non-statutory in each county. Overview of Drug/Alcohol/Related Services Each Health Service Executive (HSE) Area has its own range of alcohol and drug services catering for different needs. These services include medical and nursing residential and/or nonresidential treatment services for adults, adolescents and children, including rehabilitation and after care. HSE Areas also offer a range of mental health and psychiatric services, community and outreach services, family support, counselling, referral, information and education. Many services, including a Drug Task Force network at local and regional level, continue to expand.
