On March 8, 1826 a group of 25 from the Smith Meeting House congrega- tion decided to start a new church at Gilmanton Corner to be known as the Centre Congregational Church. Built of hand hewn timbers and post con- struction, the frame was erected and the minister hired by June of that same year. The first services were held in July by Rev. Heman Rood, who later dedicated the finished structure on September 30, 1827. The total cost of the project was $3500.

Through the years dedicated people kept the church in repair and preserved it for the generations that followed. The building served the town well, but a point was reached in the development of the church and its programs when reality had to be faced and its facilities needed to be brought into the twen- tieth century.

In January of 1982 a small group of interested parishioners met to address the problem. After numerous meetings it was decided to excavate underneath the present structure rather than add an addition on the side for several rea- sons. First of all, members were very conscious of the necessity of preserv- ing the beautiful historic architectural style of the colonial building. Secondly, they did not want to detract aesthetically from the setting and grounds, while saving room for parking.

Through concerted and dedicated effort by members and townspeople; time, talents and money were given freely and the project is nearing completion. The church now has a new undercroft consisting of social hall, kitchen, nurs- ery, rest rooms, and furnace room.

On September 8, 1983 the church was entered in the National Register of

Historic Places indicating it was considered by the Federal government as a significant heritage resource worthy of preservation.

COLONEL WILFRED L. EMOND

(1904-1984)

To some he was the Colonel, to others he was just plain Bill but to all who knew him since his retirement to Gil- manton in 1953 after a distinguished military career he was a man whose self-

less dedication to his God, his Country, and his Town will remain in our memory. His many years of service to the Town of Gilmanton included 20 years on the Budget Committee, Chairman of the Planning Board for many years and Secretary/Treasurer of the Iron Works Fire Department. Colonel Emond also served the Town through his active in- volvement in the P.T.A. He served on the building committee for the "new" elementary school and was recognized by the N.H. Congress of Parents and Teachers Association for his "outstanding service with children and youth",

making him an honorary life member.

Colonel Emond was the guiding force in establishing memorials to vet- erans of past wars at the Smith Meeting House. He was very active with the

Ellis-Geddes Leavitt Post 102 American Legion and was the first life mem- ber of that post where he served as finance officer for 22 years.

Even in later years, despite progressive blindness, Colonel Emond, with the aid of his beloved wife, Bobby Jean, whom he called "my good right arm" participated insofar as his tragic affliction would permit, in communi- ty affairs.

The Town of Gilmanton takes this opportunity to express its appreciation and to recognize the talents, efforts and sacrifices of people like Colonel Emond. He has set a fine example of citizenship for our Town.

TOWN WARRANT THE STATE OF NEW HAMPSHIRE

THE POLLS WILL BE OPEN FROM 10:00 A.M. to 7:00 P.M. To the Inhabitants of the Town of Gilmanton in the County of Belknap in said State, qualified to vote in Town Affairs: You are hereby notified to meet at the Town Hall in said Gilmanton on Tuesday, the twelfth day of March, next at ten of the clock in the forenoon, to act upon the following subjects:

1. To choose all necessary Town Officers for the year ensuing.

The following articles will be acted upon at the Gilmanton Elementary School on Saturday, March 16, at 7:30 p.m.

Article 2. To raise and appropriate the sum of One Hundred Eighty-two Thousand Four Hundred Thirteen Dollars to defray Town charges for the ensuing year, of which sum $2,000.00 will be withdrawn from Revenue Shar- ing Funds to offset expenses for Academy repairs, and $180,413.00 will be raised by taxes. ($182,413.00)

Article 3. To see if the Town will vote to authorize the Selectmen to incur debts for Temporary Loans in anticipation of taxes.

Article 4. To see if the Town will vote to authorize the Selectmen to ac- cept any State or Federal monies that may be available to the Town.

Article 5. To see if the Town will vote to authorize the Selectmen to apply

for, contract for, and accept any and all grants of disaster aid from the Fed- eral and/or State governments as may become available during the year, and to expend such funds for the purposes for which they are received, and to do all things necessary for the purpose of this article.

Article 6. To see if the Town will vote to raise and appropriate the sum of Two Hundred Dollars for the Civil Defense organization for the ensuing year, with full realization that should a major emergency be created more money will have to be used for said purpose. ($200.00)

Article 7. To see if the Town will vote to raise and appropriate the sum of Seventy-four Thousand Three Hundred Fifty-seven Dollars for the main- tenance of the Gilmanton Police Department. ($73,857.00) ($500.00 not recommended by the Budget Committee.)

Article 8. To see if the Town will vote to raise and appropriate the sum of Eleven Thousand Two Hundred Dollars, for the purchase of a new 1985 Police Cruiser. (Not recommended by the Budget Committee.)

Article 10. To see if the Town will vote to raise and appropriate the sum of Twelve Thousand Dollars for the maintenance of the Gilmanton Iron Works Fire Department, of which sum $4,000.00 will be withdrawn from the Revenue Sharing Fund and $8,000.00 will be raised by taxes. ($12,000.00)

Article 1 1. To see if the Town will vote to raise and appropriate the sum of Two Thousand Five Hundred Dollars for the installation and maintenance of dry hydrants, of which sum $1 ,000.00 will be withdrawn from the Revenue Sharing Funds and $1,500.00 will be raised by taxes. ($2,500.00)

Article 12. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars for the prevention and fighting of forest fires. ($500.00)

Article 13. To see if the Town will vote to raise and appropriate the sum of One Thousand Six Hundred Fifty Dollars for the maintenance of the Gil- manton Rescue Squad. ($1,650.00)

Article 14. To see if the Town will vote to raise and appropriate the sum of Eight Hundred Fifty Dollars for the expenses of the Town Planning Board. ($850.00)

Article 25. To see if the Town will vote to raise and appropriate the sum of Seven Thousand Four Hundred Ninety-one Dollars toward the support of the Center Barnstead Ambulance, said appropriation to be paid on con- dition that two full-time operators be retained, of which sum $3,000.00 will be withdrawn from the Revenue Sharing Funds and $4,491 .00 will be raised by taxes. Article 26. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars for the Belmont Fire Fighter's Relief Association for support of ambulance service. ($500.00)

Article 27. To see if the Town will vote to raise and appropriate the sum of Five Thousand Two Hundred Sixteen Dollars for the support of the Lakes Region Community Health Agency, Inc., of which sum $2,000.00 will be withdrawn from Revenue Sharing Funds and $3,216.00 will be raised by taxes. Article 28. To see if the Town will vote to raise and appropriate the sum of One Hundred Dollars for the care of cemeteries. ($100.00)

Article 29. To see if the Town will vote to raise and appropriate the sum of One Thousand Four Hundred Fifty Dollars for the support of the Town libraries. ($1,450.00)

Article 30. To see if the Town will vote to raise and appropriate the sum of One Thousand Three Hundred Thirteen Dollars for the Town's share of the Belknap-Merrimack Community Action Program. ($1,313.00)

Article 32. To see if the Town will vote to raise and appropriate the sum of Fifty-one Thousand Seven Hundred Fifty Dollars for maintenance and supervision of the Town Dump, as required by State law, of which sum $7,000.00 will be withdrawn from Revenue Sharing Funds and $44,750.00 will be raised by taxes. Article 33. To see if the Town will vote to raise and appropriate the sum of Two Hundred Fifty Dollars for the expenses of the Conservation Com- mission. ($250.00)

Article 34. To see if the Town will vote to raise and appropriate the sum of Eight Hundred Dollars for the purpose of entering into a contract with the New Hampshire Humane Society for animal control. ($800.00)

Article 35. To see if the Town will vote to raise and appropriate the sum of Fifty-one Thousand Nine Hundred Dollars for payment on principle on long term notes. (See Article 38 of the 1972 Warrant, Article 40 of the 1976 Warrant, Article 43 of the 1977 Warrant, Article 20 of the 1980 Warrant, and Article 3 of the Special Warrant September 19, 1981.) Article 36. To see if the Town will vote to raise and appropriate the sum of Eight Thousand One Hundren Forty-two Dollars and Twenty-five Cents for payment of interest on long term notes. (See Article 38 of the 1972 War- rant, Article 40 of the 1976 Warrant, Article 43 of the 1977 Warrant, Article

20 of the 1980 Warrant, and Article 3 of the Special Warrant September 19, 1981.) ($8,142.25)

Article 37. If Article 8 passes, to see if the Town will vote to authorize the Selectmen to sell by sealed bid, or public auction, and convey one 1981 Ford Police Cruiser.

Article 38. To see if the Town will vote, under authority of RSA Chapter 231 :43, to discontinue the road from the State boat ramp on Manning Lake to the gate entering Camp Leo (St. James Association).

Article 39. To see if the Town will vote to authorize the Board of Select- men on behalf of the Town to enter into a cooperative agreement, pursuant to RSA Chapter 53-A, for the purpose of joining together towns and cities in a joint and cooperative effort for the disposal of solid waste in a manner which will meet federal and state regulations and for the economical and efficient recovery of energy from said solid waste disposal. The Cooperative to be formed under the cooperative agreement will be designed the "Con- cord Regional Solid Waste/Resource Recovery Cooperative". A copy of the current draft of the proposed cooperative agreement is posted with the war- rant and is available at the Town offices during normal business hours. The

Board of Selectmen is specifically authorized on behalf of the Town (a) to execute and deliver the cooperative agreement (with such changes therein from Gilmanton Annual Report for 1984 13

the posted agreement as the Board of Selectmen shall approve, such approval to be conclusively evidenced by the Board of Selectmen's execution thereof) and such other instruments, documents, and agreements as the Board of Selectmen may deem necessary or desirable in furtherance of the purposes of the cooperative agreement; (b) to cause to be performed all obligations which may from time to time be required pursuant to the terms of the cooper- ative agreement; and (c) to take action relative thereto.

Article 40. To hear reports of any committees chosen, and pass any votes relative thereto.

MINUTES OF THE TOWN MEETING MARCH 17, 1984

The meeting was called to order by the Moderator at 10:00 A.M. The war-

rant was read by the Moderator and it was voted to hold the adjourned meet-

ing of the articles of the warrant on March 17, 1984, at 7:30 P.M. at the Gilmanton Elementary School. Ballots were unsealed by the Clerk and given to the ballot inspectors for counting. The ballot box was shown to the voters

as being empty. It was voted to open absentee ballots at 7:00 P.M. and to close the polls at 7:00 P.M.

1. By ballot, 744 ballots cast.

2. It was voted to raise such sums of money as may be necessary to defray Town charges for the ensuing year and make appropriations of same with the following amendments:

Town Officers Expenses:

1. Voted to reduce Town Officers Expense by $4500.00. 2. (Pursuant to discussion of reducing the secretary's salary.)

3. Voted that any expenditure that can be controlled on the open market over $500.00 must be put out to bid. 4. Voted to increase the Welfare account by $12,000.00 to provide for the Town's responsibility in the care of a juvenile 5. Voted that FICA, Retirement & Pension appropriation be reduced by an appropriate amount of the salaries paid in the ensuing year and not to expend more than the fund permits. (As reworded by the Modera- tor and approved by Joseph Crowley, who offered the amendment.) Mr. Crowley said "he would like to authorize the Selectmen to adjust Fica ETC. to reflect any decrease in salaries expense, that they be al-

lowed to adjust it, will have to be filled out, the Board will have to

work on it to adjust any decrease in salary expense. Motion that they

reduce it by that amount and not expend it on something else."

Total dollar amount approved to defray Town Charges was One Hundred Sixty Two Thousand, Eight Hundred Forty Three Dollars and thirty six cents. $162,843.36

41 Voted that the Selectmen of the Town of Gilmanton shall call upon the

Governor and Executive Council, its state representatives and state senator to promptly convene a special session of the Legislature for the sole purpose of preventing the imposition of huge cost increases in electric rates resulting from the Seabrook Nuclear power plant on the Citizens, businesses, schools and agencies in the Town of Gilmanton and to direct the Selectmen to prompt- ly notify our above-listed elected officials of the Town's desire. 42. Voted to hear reports of any committees chosen, and pass any votes rela- tive thereto. John Dickey reported on a meeting held to discuss the feasibili- ty of a long term agreement with a bank for a lease on the Academy building as voted on Article 46 of the 1983 Town Meeting. The following is the report as written by John Dickey:

REPORT OF THE GILMANTON ACADEMY LEASE STUDY COMMITTEE

A four-member committee was created by Article 46 of the 1983 Town War- rant to work with the Board of Selectmen on negotiating a long-term lease with a bank for space in the Gilmanton Academy. This committee included: Joseph Crowley representing the Board of Selectmen; John Dickey from the Planning Board; Douglas Towle from the Historic District Commission; and Pauline Marriott from the Conservation Commission.

The Committee met with the Board of Directors of the bank in question, the Village Bank of Gilford, to discuss the project. The Bank is sincerely interested in leasing space in the Academy, but at the time of this report is not yet ready to do so. Their interest depends upon continued growth of the Bank during 1984. The Bank had developed a draft proposal which the com- mittee discussed with them. Their proposal is based upon leasing the room on the ground floor on the left side of the hall (opposite the museum) for a branch bank office. They would propose to:

• Make interior renovations to the room to allow for the installation of a counter for tellers, and two small offices.

• Repair and paint the central hallway.

• Put on new exterior entrance doors.

• Put on storm windows.

• Install a new heating system.

• Paint and repair the entire exterior of the building.

• Provide a limited amount of parking (possibly in conjunction with the Center Congregational Church).

The Bank recognizes the historic character of the building and plans to main- tain and restore it. The committee felt that their plans were sensitive to the value of the building as a community resource and recognized its historic importance.

None of the details of a possible lease agreement were included with the Bank's proposal. Many questions need additional study before a lease agreement could be developed. The committee feels that the overall proposal has merit Gilmanton Annual Report for 1984 19

and recommends that it be permitted to continue working with the Select- men during the coming year to negotiate a lease with the greatest benefit to the Town.

Article 4

A3. It was voted to have the Bank Lease Study Committee report to the next Town Meeting with a lease agreement with the specific language of the proposal, (as amended)

The following Resolution was moved and adopted:

RESOLUTION WHEREAS: The Citizens of Gilmanton, N.H., assembled in Town Meet- ing this 17th day of March, 1984, did upon the occasion of the death of Col. Wilfred A. Emond, extend appropriate expressions of appreciations for his thirty one years of exceptional service to the Town and,

WHEREAS: These services of the years have demonstrated: A devoted sense of appreciation of the responsibilities of the Town. A sincere interest in the solution of the problems of the individual citizen, and: Exceptional endeavors toward solution of the overall community problems in such a manner as to best serve the interests of the citizens.

Further, his performance of all the foregoing responsibilities, together with his service as a member and/or chairman of many other commissions and/or committees serving his Town, his Country, his State and his Nation, together with all of the aforesaid responsibilities, have been performed in such a man- ner as to reflect great credit upon himself, his family and his community, now therefore be it,

RESOLVED: That in recognition of these outstanding sevices and devotion to the responsibilities thereof, I move that the Town Report for the calendar year 1984 be dedicated to Col. Wilfred A. Emond, and that a suitable por- trait type photograph and biographical resume of the life and achievements of Col. Wilfred A. Emond be included therein.

REPORT OF TOWN FOREST FIRE WARDEN AND STATE FOREST RANGER

Our first forest fire prevention law was enacted by our State Legislature 90 years ago. This early law set in place a cooperative forest fire prevention and suppression effort between city and town govern- ments and State government. It simply stated that no open fire could be kindled, when the ground is free of snow, without the written permission of the town/ city Forest Fire Warden. This law also stated that anyone kindling afire without written permission shall be liable for the damage caused and subject to a $1000 fine.

During the past 90 years, this law has worked so well that it has remained unchanged. All open fires when the ground is not covered with snow must be auth- orized by the local Forest Fire Warden. Persons kind- ling a fire without a permit when one is required are liable for damages caused, fire suppression costs and subject to a $1000 fine. This cooperative fire preven- tion law has contributed significantly to our nationa- ally recognized annual forest fire loss record.

GILMANTON IRON WORKS FIRE DEPARTMENT

The Gilmanton Iron Works Fire Department responded to a total of 143 emergency calls in 1984. Of these, 61 were fires, 18 motor vehicle accidents and 64 medical emergencies. Our response time again was under 2 Vi minutes from the time the dispatch center received the call and the time we were on the road. This is made possible by a very sophisticated communications and alerting system, and we cannot emphasize enough the importance of your calling our emergency number (524-1545) rather than the operator, a neigh- bor, the local store, etc. Some of the major improvements for 1984 were:

The Gilmanton Corner Fire Department is a private non-profit organiza- tion that is funded jointly by the Town Appropriation and by donations from the Townspeople.

The Department is operated by all volunteer firefighters who provide hundreds of dedicated hours to the Department for the up-keep of the equip- ment and buildings, training and other necessary functions as well as emer- gency incidents.

The members of the Department appreciate the continued support of the Townspeople in their effort to provide these services. Townspeople inter- ested in further assisting the Department are eligible for membership with the organization.

GILMANTON RESCUE SQUAD

The Gilmanton Rescue Squad responded to 89 calls this year. 11 were motor vehicle accidents, 15 were fires, and 53 were medical emergencies. The squad currently has 11 members. Seven of these members are Emergency Medical Technicians, and three are currently enrolled in an Emergency Medical course.

Extensive training sessions, drills and courses have been planned for 1985 in order to keep our members well practiced and disciplined for emer- gency rescues and first aid.

We thank the people of Gilmanton for their sup- port and look forward to another year of serving this Town.

GILMANTON CONSERVATION COMMISSION

The Gilmanton Conservation Commission has had very few Dredge and Fill applications. No applica- tion was returned to the State with a negative recom- mendation. Several were returned with suggestions. The Commission has spent the remaining time carefully compiling information concerning a future survey of underground fuel storage facilities.

GILMANTON PARKS & RECREATION COMMISSION

This year the Gilmanton Parks & Recreation Com- mission finished the ball diamond at Crystal Lake Park; also two loads of beach sand were spread on the beach. New bags and a home plate were purchased for the ballfield. The area under the Pole Barn was paved. The Park Commissioners and some parents spent a day at Wallis Sands Beach with about 35 Gilmanton children. The day was a complete success. We hope to go again in the summer of 1985.

There was a Halloween party for the Gilmanton children, held at the Gilmanton Elementary School and sponsored by the Parks & Recreation Commission. A good time was had by all!

Gilmanton Annual Report for 1984 85

GILMANTON PLANNING BOARD 1984 ANNUAL REPORT

The Planning Board holds regular meetings on the second Thursday of each month at 7:30 p.m. at the Town Hall. The dates and agenda of all meet- ings are posted in advance in both Town Post Offices. Minutes of all meet- ings are kept and are available for inspection in the Town Clerk's Office.

All meetings are open and the public is invited to attend. Subdivision activity within the Town during the past year can be summa- rized as follows:

The Board met regularly 13 times during 1984 and conducted onsite in- spections of the lands to be subdivided. The Board held public hearings on Site Plan Review Regulations drafted and later approved by the Board, governing non-residential and multi-family development. The Board also drafted and ultimately adopted, for the first time, a com- prehensive set of Administrative and Procedural Rules designed to set forth uniform guidelines concerning parliamentary and statutory procedure for the

Board to follow in its decision making function. Under these new procedures the Board held its first formal joint meeting with the Board of Adjustment. In addition to offering assistance and advice to numerous citizens during the year, the Board also held work sessions with the Building Inspector and the Selectmen as to various Planning matters, in part resulting in the for- malizing of proposed Regulations intended to implement the Ordinance as to temporary use permits of mobile homes. The Board continued to work on proposed changes to the Zoning Or- dinance and Subdivision Regulations necessitated by the new Legislation and further appointed a Roads Priority Committee to investigate the physical status of the Town roads.

LAKES REGION PLANNING COMMISSION REPORT

The Planning Commission focussed region-wide attention this year on lake front development and related water quality and recreational use issues. Thus far Gilmanton has not been faced with intensive condominium development on any of its lakes. However, the solutions developed for the larger lakes will serve as models for reviewing the Town's regulations in light of this region wide development trend. The Planning Commission has served the Town by consulting on the draft- ing of sand and gravel excavation regulations, revision of subdivision regu- lations to comply with state law, and procedures for the planning board, has completed national historic register nominations for the academy and the church in Gilmanton Corners, and has supplied the Conservation Com- mission with wetlands mapping services. It has also hosted the municipal law lecture series which provides training for municipal officials. Monthly com- mission meetings address topics of concern to the Town as well as to the Lakes Region generally.

In the coming year, the Commission is expected to provide the town with an updated zoning map and revised zoning ordinance and subdivision regu- lations incorporating amendments made during the past two years. Also in prospect is a historic resources survey for the town. LRPC keeps abreast of planning related developments in the legislature and in the courts so that its staff can assist the town in keeping their regula- tions up to date. Gilmanton's Master Plan, now three years old, will need updating within two years, and continuing population growth and develop- ment in town will require revisions to town ordinances, both substantive and technical. Without the Lakes Region Planning Commission, Gilmanton would be on its own, without access to regional information or technical expertise with long term knowledge of the town and its concerns.

GILMANTON CABLE COMMITTEE

The Town of Gilmanton Cable TV Study Committee was established February 1, 1984, to determine the possibility of having cable TV installed in the Town of Gilmanton.

The committee secured up to date base maps show- ing the location of all dwellings in theTown. Letters were sent to cable companies servicing other areas in New Hampshire asking if they would be interested in this program.

Lake Cable TV, a subsidiary of Community Cable Co., Laconia, was the only company which showed in- terest. This was not surprising as Gilmanton is a small community with its dwellings scattered through- out. This company is also more capable of doing the work as it presently services other towns bordering Gilmanton.

The cable company is presently conducting a feasability study to determine if it would be cost efficient for them to install cable in the Town, and if not, could cable be installed in the high density sections only. The results of their study should be available within a month or two, at which time the committee will report their findings to the Board of Selectmen.

No appropriations have been made to this com- mittee, and no expenses have been incurred.

GILMANTON SCHOOL DISTRICT GOALS COMMITTEE

The Gilmanton School District Goals Committee was voted into being at the School District Town Meeting in March, 1984.

Interested residents of the Town were invited to be on the committee by the School District School Board. The first meeting was held on Monday, Oct. 1 1984, once the new school year and school administra- tion was underway. Following the election of offi- cers, a wide range of concerns regarding the present and future of education in Gilmanton was voiced.

It was desired to survey the community to see what general concerns were, and if and how these concerns could be addressed. To determine the nature of a survey which would adapt itself to our children's educational needs in Gilmanton, it was felt that major areas needed research. These areas were listed as: need of Kindergarten and other Readiness pro- grams in the community; state minimum standards and library /media needs; middle school program; accommo- dating the gifted child; present facility and popu- lation changes; class size projections; computer programs; and supplemental activities.

A community survey will take place in early February. The results of the survey, summary reports of the research areas, and the Goals Committee Chair- man will be available at the School District Meeting to respond to questions from the floor.

ACCOUNTANT'S REPORT ON FINANCIAL PRESENTATION

To the Members of the School Board Gilmanton School District Gilmanton, New Hampshire

We have examined the combined financial statements and the combining, individual fund and account group financial statements of the Gilmanton School District as of and for the year ended June 30, 1984, as listed in the accompanying table of contents. Our examination was made in accordance with generally accepted auditing standards and accordingly included such tests of the accounting records and such other auditing procedures as we con- sidered necessary in the circumstances. As described in Note IB, the combined financial statements referred to above do not include financial statements of the General Fixed Asset group of accounts, which should be included to conform with generally accepted accounting principles. In our opinion, except that omission of the General Fixed Asset group of accounts results in an incomplete presentation as explained, in the above paragraph, the combined financial statements and the combining, individu- present al fund and account group financial statements referred to above fairly the financial position of the Gilmanton School District at June 30, 1984 with and the results of its operations for the year then ended, in conformity generally accepted accounting principles applied on a basis consistent with that of the preceding year. Our examination was made for the purpose of forming an opinion on the combined financial statements taken as a whole. The combining, individual fund and account group financial statements and supplemental schedules listed in the table of contents are presented for purposes of additional analy- the sis and are not a required part of the combined financial statements of Gilmanton School District. The information has been subjected to the au- diting procedures applied in the examination of the combined financial state- ments and, in our opinion is stated fairly in all material respects in relation to the combined financial statements taken as a whole.

There were a total of 20,997 lunches served with milk and an additional 9,832 Vi pints of milk were used by students at a charge of $.15 under the Special Milk Program. Lunches were served 180 days with an average daily participation of 117. Each lunch cost an average of $1.2671 to serve. This does not include the value of government food used. The program utilized about $3,634.00 (wholesale value) of Government Commodity donated foods. In view of the increased food and milk prices I feel we are for- tunate not to have to raise our lunch & milk prices. In fact we are hoping to drop our lunch price back to $.75 in the Fall. The kitchen staff headed by Joanne Patch and ably assisted by Bernice Tibbetts work very hard to control expenses and have certainly been respon- sible for the success of the program.

LETTER FROM THE SCHOOL BOARD

Dear Fellow Citizens,

The 1984-85 school year is in full swing under the disciplined and enthusias- tic direction of Principal Thomas Brunelle and an excellent staff. This year the School Board has begun the practice of setting short term goals for the school district, and we are pleased to note progress in many areas:

1 In an effort to boost our library resources, the Board requested an anal- ysis of the library by a professional librarian, is utilizing Chapter 2 Federal funds to implement some of her suggestions, and has made a commitment to upgrading the library, proposing this year the addition of a full-time profes- sional librarian.

2. For the students' safety and physical health, the playing fields were re- done in the summer of 1984 and new playground equipment was added.

3. The Board has established a five-year cycle of textbook review so that textbooks may be upgraded on a regular basis, addressing one major and one minor curriculum area each year. 4. The physical education and after-school sports program contracted out to the Lakes Region YMCA has been a great success this year, enabling all students to have two periods of physical education a week and many stu- dents to play on our school teams.

5. Mr. Brunelle has met on a regular basis with the Gilford principals in an effort to coordinate curriculum and plan for the transition to high school for the benefit of our eighth graders. These are but a few highlights of this past year's progress. The faculty has continued to show it concern for our school in addition to the performance of normal class duties, in areas such as its enthusiastic cooperation with the introduction of an Activity Period in the upper grades, the establishment of an after-school club for highly motivated students in grades two through four, the production of a memorable graduation for the 1984 Eighth Grade, and its participation in school committees, to name a few. The school also continues to depend on and enjoy all the community sup- port it receives, and we are most grateful to the many volunteers who have helped in the afternoon activity period, the computer program, and in the renewed effort to bring school news to the community, as well as to those who continue to help each week in many ways throughout the year. Finally, an active Long Range Goals Committee has been meeting gener- ating thought provoking discussion about the direction in which our school is headed. Out of this, the Board plans to formulate long term goals for the ensuing years through which our community can continue to pursue excel- lence in education and pride in our school(s).
