Airports Vanuatu Limited (AVL) is the agency responsible for managing the three internationally accredited airports in Vanuatu on the islands of , Santo and Tanna. It is important to note that although Whitegrass airport in Tanna is an international airport, there are no fuel stores there. Planes must go back via Efate for refuelling.

Oper Operation ensures terminal performs its function by utilizing two operational units, ARFFS shift on CAT 6 , Technical WG Airport operates a ARFFS ations (House Keeping, and Customer Service) and covers oversight on Security via the Services, Flight Information Service, shift on CAT 4 and services of Aviation Security. Fire category 7. AVSEC and Housekeeping unit. Housekeeping unit.

All other national land strips are managed by the Public Works Department within the Ministry of Infrastructure and Public Utilities.

For emergency medivacs aircraft arriving a 24-hour notification must be provided to AVL for landing approval.

For aircrafts coming to assist with disasters a 72-hour notice of arrival is required for flight approval to AVL. The absolute minimum is 24 hours. This applies to military aircrafts, maritime patrol aircrafts, cargo planes delivering relief supplies, and dignitaries.

Operator aircraft requesting non scheduled landing approvals can be sent to the following email addresses at the AVL Flight Approval Office.

The Flight Approval Office will require the following information:

- aircraft type/registration

- aircraft call sign

- aircraft operator

- departure aerodrome

- estimated time of departure and date

- estimated time of arrival and date

- onward flight route from Vila, departure and date

- purpose of flight: tourism/business, private, technical stop, humanitarian assistance, etc.

It is advisable to arrange a ground handling agent to be responsible for organising and coordinating aircraft arrival and departure times, apron marshalling, organising customs, immigration, biosecurity, and payment of fees. There are two ground handling services in Vanuatu:

Landing charges outside daylight hours: 16,500vt

Parking of aircraft

- First 12hrs free

- 12-48hrs: 14% of the standard landing fee/hr

Other charges: Ground handling and border control services.

Method of payment: all charges payable on arrival and before departure of the aircraft are to be paid by the pilot in command to the ground handler or authorised AVL officer at the airport, unless by prior arrangement.

Runways

The runways vary in size and surface. Most islands are BN2 islander/twin otter capable only. although others may handle an ATR.

Infrastructure

Most airstrips do not have lighting, air traffic control/navigation aids, firefighting equipment or perimeter fencing. It is land by sight only, so bad weather may prevent landings.

Air Vanuatu provides ground handling and a check in agent for its flights.

The terminal building is nothing more than a shed with a set of scales and a small baggage trolley in most locations.

Fuel Services Charges

Refuelling services are only available in Port Vila and Santo. All aircraft must carry enough fuel to return to these locations to refuel. The Air Vanuatu Domestic flight routes depicts that all services start and finish in either Santo or Port Vila.
