Email Coresponden: [email protected] Abstract Indonesia is the world 's largest archipelago with 1,904,569 km2 of surface area. A very diverse landscape with a variety of abundance of flora and fauna is a special attraction for foreign tourists. Not only that, the natural wealth in Indonesia 's intestines is also very abundant, as are various minerals and richness from other mining materials. However, a abundance of skilled human capital, both in terms of science and technology mastered, do not complement the plentiful natural resources. This is one of the reasons superpowers should be providing cooperation. PT. PT. Freeport is an clear example of Indonesia 's collaboration in the mining sector with foreign parties. The first contract for Freeport-Indonesia was established in 1967. After the Foreign Investment Law was passed in 1967, Freeport became the first foreign mining firm to operate in Indonesia. But the existence of this partnership was regretted by many because it was perceived to be detrimental to the region. The reason is that so far nobody knows for sure how much gold and silver has been produced from the mining to date. The magnitude of the distribution of mining goods is also not quite good given that Indonesia owns land which is turned into gold fields. There are, in fact, many reports uncovering miserable stories of discrimination by indigenous people around the mining region. -

13 May 2014 INDONESIA Durable solutions needed for protracted IDPs as new displacement occurs in Papua At least three million Indonesians have been internally displaced by armed conflict, violence and human rights violations since 1998. Most displacement took place between 1998 and 2004 when Indonesia, still in the early stages of democratic transition and decentralisation, experienced a period of intense social unrest characterised by high levels of inter-commu- nal, inter-faith and separatist violence. Although the overwhelming majority of 34 families displaced since 2006 have been living in this abandoned building in Mata- Indonesia’s IDPs have long returned home at ram, West Nusa Tenggara province, Indonesia. (Photo: Dwianto Wibowo, 2012) least 90,000 remain in protracted displacement, over a decade after the end of these conflicts. Many are unable to return due to lack of government as- sistance to recover lost rights to housing, land and property. In areas affected by inter-communal violence communities have been transformed and segregated along religious or ethnic lines. Unresolved land dis- putes are rife with former neighbours often unwilling to welcome IDPs back. IDPs who sought to locally in- tegrate in areas where they have been displaced, or who have been relocated by the government, have also struggled to rebuild their lives due to lack of access to land, secure tenure, livelihoods and basic services. Over the past ten years, new displacement has also continued in several provinces of Indonesia, although at much reduced levels. According to official government figures some 11,500 people were displaced between 2006 and 2014, including 3,000 in 2013 alone. -

CHAPTER EIGHT CHRISTIANITY IN PAPUA Christianity in Papua (successively called Papua land or Tanah Papua, Nieuw Guinee, Nederlands Nieuw Guinea, Irian Barat, Irian Jaya, West Irian Jaya/ Papua and West Papua) represents the response of Papuans to the introduction of the Christian faith by missionaries, mainly from the Netherlands, Germany and the United States. To understand this response we must provide some introduction to the characteristics of Melanesian and Papuan culture and reli- gion. Th e history of Christianity in Papua is quite diff erent from that of most other parts of Indonesia. Until the last decades of the twentieth century there was hardly any active political role by Muslims. Missionary work started in the 1850s and has continued slowly since then. About the early 1960s Christianity was the dominant religion of the people and of the government. Papua still is the province with the highest percentage of Christians in the population. Christian mission began in Papua in 1855, almost half a century before the Dutch colonial government entered the territory to establish its fi rst permanent government posts there. Systematic external interference in Papuan indig- enous political and social institutions came late and has been, until recently, quite limited. Traditional ways of life could be preserved, especially in the Highlands, where 40% of the Papuans live. Only in the early 1960s did the Indonesian Government and army begin to intervene intensively, oft en using considerable violence, in the culture, religion and economy of the Papuans. Th is was strongly resisted by the Papuans, who used Christian values and concepts in their struggle for freedom. -

Journal Techno ISSN. 2461-1484 Vol. 2 No. 1 November 2020 WATER RESOURCES OF SUGAPA INTAN JAYA - PAPUA DISTRICT Puji Pratiknyo* Geological Engineering Department, Faculty of Technology Minerals, Universitas Pembangunan Nasional Veteran Yogyakarta *Corresponding author e-mail: [email protected] ABSTRACT The existence and potential of water resources in the Sugapa District need to be known because the Sugapa District is the capital of Intan Jaya Regency. By conducting geological mapping and research as well as direct measurement of quantity and quality in the field, the results are obtained that springs are the main water resource used by residents in the study area. There are 7 (seven) springs in the Sugapa District which are in difficult morphology, in the form of steep valleys at high elevation (1,749 - 2,273 meters from sea level). Spring water discharge varies (<0.1 - 5.78 liters / second) with a quality that in general the parameters meet the drinking water quality requirements. The administrative boundary of the Intan Jaya Regency is north of Waropen Regency, east of Puncak Regency, south of Paniai Regency, west of Paniai Regency and Nabire Regency. The geographical position of the Regency of Intan Jaya lies between the coordinates of the lines 2057 '19 "–3054'04" S and 136010'21 "–137021'34" E. Map of Intan Jaya Regency and Sugapa District can be seen in Figure 1. Sugapa District is the capital of Intan Jaya Regency. As the district capital, water resources in the Sugapa District need to be known to meet the water needs in the region. -

Photo: Team of Humanitarian Volunteers for Nduga THE HUMANITARIAN CRISIS IN WEST PAPUA Internal conflict, the displacement of people, and the coronavirus pandemic International Coalition for Papua (ICP), Foundation for Justice and Integrity of the Papuan People (YKKMP), Papuan Institute for Human Rights Studies and Advocacy (ELSHAM Papua), and Peace and Integrity of Creation Desk of the Papuan Tabernacle Church (JPIC Kingmi Papua) July 2020 | [email protected] | www.humanrightspapua.org www.humanrightspapua.org The humanitarian crisis in West Papua: internal conflict, the displacement of people, and the coronavirus pandemic SUMMARY Numerous cases of internal displacement due to security force operations in West Papua were reported from the regencies of Mimika, Intan Jaya, Puncak, Lanny Jaya, and Nduga between 2019 and April 2020. These operations against the West Papua National Liberation Army (TPN PB) began on 4 December 2018 in Nduga in response to the killing of 19 government contractors and resulted in further armed clashes. Data collected by the ICP show that more than 41,851 indigenous Papuans from these five regencies were internally displaced between 2019 and April 2020. In 2019, 214 of these Papuans reportedly died as a result of sickness, malnutrition, exhaustion, and hypothermia. The COVID-19 outbreak in the region has aggravated this humanitarian crisis. The authorities in West Papua are now expected to impose even greater restrictions on the freedom of movement and freedom of assembly, and it is likely that hospitals, which already lag far behind national care standards, and medical personnel will not be able to cope with the rising number of patients. -

Autonomy and Decentralization as Remedies?(VIARTASIWI) Article Autonomy and Decentralization as Remedies?: Counterinsurgency Tactics for the West Papua Conflict in Democratic Indonesia Nino VIARTASIWI Abstract In 1998, along with the political reform and democratization spring of Indonesia, the Papua region of Indonesia also found its political awakening. The troubled region regressed into turbulence associated with the demand of self-determination. In order to subdue the turmoil, the new democratic government of Indonesia has taken an extraordinary approach by granting special autonomy and performing decentralization. The act is also an acknowledgement of Papuan uniqueness in comparison to other provinces of Indonesia. This paper explores the impacts of government approaches in addressing Papua insurgency. The research found that the government has been fairly successful in alleviating the issue of self-determination, but has failed to pacify the region. The article presents the development of the government’s policies of counterinsurgency tactics and the results. It argues that the shortcoming of the government’s effort of conflict resolution is rooted in the fallacy of understanding the West Papua conflict merely as being related to the problems of self-determination. The argument expands on the main narrative of understanding that the Papua conflict, as the problem of the secessionist movement, needs to be revisited. Election Vulnerability Index for the 2018 Regional Head Election is a result of our effort to map and detect aspects in an election most prone to various regulatory violations upon holding the 2018 Simultaneous Regional Head Election. This index defines vulnerability as potentials in obstructing or impeding the conduct of a democratic election. In 2018, 171 regions in Indonesia (17 provinces and 154 districts) will elect their regional heads. We form this index using three main aspects of a democratic, high-quality, and high- integrity election: conduct, competition, and participation. -
