    New York City Taxi and Limousine Commission Notice of Promulgation of Rules Notice is hereby given in accordance with Section 1043(b) of the Charter of the City of New York (“Charter”) that the Taxi and Limousine Commission (“TLC”) promulgates rules to amend the taxicab vehicle specifications, clarify driver fitness hearing procedures and to permit TLC to increase driver TIF and SHLIF payments if funds permit. These rules are promulgated pursuant to Sections 1043 and 2303 of the Charter and Section 19-503 of the Administrative Code of the City of New York. These rules were published in the City Record on March 23, 2018 for public comment. On April 25, 2018, a public hearing on these rules was held by the TLC at its offices at 33 Beaver Street, 19th Floor, New York, New York, and the rules were adopted by the Commission on May 7, 2018. Pursuant to Section 1043(c)(1)(c) of the Charter, these rules will take effect 30 days after publication. Statement of Basis and Purpose of Proposed Rule The rules described below amend medallion taxi specifications to provide medallion owners more flexibility when purchasing a vehicle and apply the uniform seven-year retirement date for the small portion taxicabs hacked up before April 20, 2015 and given a retirement date of less than seven years.1 TLC can amend these rules without altering or affecting the City’s commitment to make the medallion taxi fleet fifty percent accessible. The rules also permit TLC to provide additional monetary incentives for drivers who choose to drive accessible yellow or green taxis.

    FACT SHEET Bus, School Vehicle, Limousine, Taxi Registration PURPOSE This fact sheet outlines the usage for the five different bus registration plates, the school vehicle registration plate, the limousine registration plate, and the taxi registration plate issued by PennDOT. REGISTRATION PLATE TYPES Apportioned Bus This registration plate is issued for buses that require Federal Motor Carrier Safety Administration authority and travel on scheduled routes or charter services into or through other jurisdictions. Buses with this registration plate must also have an apportioned registration card. The apportioned bus registration plate is identified by the letters “BN” plus five digits and has the word “Apportioned” at the bottom. Mass Transit This registration plate is issued for buses (not school buses) that are owned or operated by a qualifying mass transportation system, regardless of the individual use of each bus. These registration plates are issued for municipal and authority buses as well as those owned by private companies. Private companies must hold a certificate with the Public Utility Commission or municipal, port or transportation authority. Registration plates issued to municipalities or other government agencies receive a permanent registration. Registration plates issued to private companies receive a registration which expires on May 31 of each year. The mass transit registration plate is identified by the letters “MT” plus five digits and has the words “Mass Transit” at the bottom. A vehicle carrying this registration plate may not be used outside of the commonwealth without an appropriate temporary permit of authorization. Definition (MN Rule 8880 subpart 9 is superseded by MN Statute 221.84) “Limousine service” is a service that: • Is not provided on a regular route; • Is for-hire; • Is provided in a limousine; • Provides only pre-arranged pickup; and, • Charges more than a taxicab fare for a comparable trip. A limousine is an unmarked luxury passenger automobile with a seating capacity of not more than 15 people, including the driver, that does not have a meter; and, has a chassis and wheelbase that have been stretched beyond the length of the manufacturer’s original specfications for the vehicle; is a sedan that the manufacturer characterizes as a luxury automobile in sales and promotional material regularly distributed to the public; or, is a sedan with an original manufacturer’s suggested retail price or present fair market value of more than $25,000. A limousine does not include a bus, a pickup truck, taxicab, or truck.     LIMOUSINE, TAXICAB, AND TRANSPORTATION NETWORK COMPANY ACT Act 345 of 2016 AN ACT to regulate transportation network companies, taxicabs, and certain limousines in this state; to provide for the powers and duties of certain state officers and entities; to prescribe penalties and provide remedies; and to repeal acts and parts of acts. History: 2016, Act 345, Eff. Mar. 21, 2017. The People of the State of Michigan enact: 257.2101 Short title. Sec. 1. This act shall be known and may be cited as the "limousine, taxicab, and transportation network company act". History: 2016, Act 345, Eff. Mar. 21, 2017. 257.2102 Definitions. Sec. 2. As used in this act: (a) "Department" means the department of licensing and regulatory affairs. (b) "Dispatch system" means any hardware, software, mobile device, or online-enabled application used by a limousine carrier or a taxicab carrier to connect limousine drivers or taxicab drivers to potential passengers. (c) "Dispatch system provider" means a person operating in this state that uses any device, method, means, or arrangement, including a dispatch system, to connect potential passengers with a limousine carrier, taxicab carrier, limousine driver, or taxicab driver. Dispatch system provider does not include a limousine carrier or a taxicab carrier. (d) "Limousine" means a self-propelled motor vehicle used in the carrying of passengers and the baggage of the passengers for hire with a seating capacity of 8 passengers or fewer, including the driver. Limousine does not include a commercial vehicle. Limousine also does not include a vehicle operated by any of the following: (i) A county, city, township, or village as provided by law, or other authority incorporated under 1963 PA 55, MCL 124.351 to 124.359.
