INTRODUCTION One of the most critical issues facing the airport system today is ground access. Nearly every airplane trip begins and ends with the use of an automobile. It is estimated that over 90 percent of airline passenger trips to or from the airport are by private automobile or taxi. This estimate is almost 100 percent at the medium or smaller airports since these communities tend not to have comparable alternatives to the automobile. It is recognized that airport ground access is a major issue and in some cases a constraint to airport development or airside capacity. In order to accommodate the future growth of the air transportation industry, innovative approaches to moving pas,;enger to and from airports should be explored. A partial solution to the airport ground access problem could be through the airline industry itself. For most trips, the airlines’ responsibility only includes the air segment of the journey. The surface transportation portion is left for others. This may not., however, be an optimal arrangement. On the one hand~ significant opportunities to coordinate the delivery and marketing of ground access and air transport services may be lost. In addition, the current system may not sufficiently encourage airlines to consider the impacts of their service and scheduling decisions on the ground transportation system. This report examines the possibility of expanding the role of airlines in facilitating ground access for their passengers. The paper is divided into three parts. The first section discusses the historic and current involvement of airlines in providing ground access services as well as scenarios in which the airlines’ responsibility can be expanded. The second part provides an economic perspective on the airline ground access roles. The third part contains an overview of the airline and airport surveys which were conducted to evaluate the role and opinions of the air transportation industry on the issue of airport ground access. 2 CHAPTER 2. AIRLINE INVOLVEMENT IN GROUND ACCESS: AN OVERVIEW OF CURRENT ACTIVITY Introduction The initial research focused on the development of an adequate knowledge base of airline participation in airport ground access. This was accomplished through examination of trade literature (a list of references is contained in Section 5), expert interviews with individuals knowledgeable of airport ground access issues (see Appendix I), and surveys of both airline and airport representatives (Section 3). Scenarios whJich airlines’ roles in providing ground access services might be expanded were developed from this research and are discussed under the following three headings: Routing and Scheduling involves airlines giving greater consideration to the ground access implication:s of decisions such as what points to serve and when to schedule flights. Informati0n/Reservations refers to airlines expanding their current flight information and reservations capabilities to encompass ground access services. Provision of Services involves airlines becoming directly involved in supplying ground access services, w:hether by operating the services directly, capitalizing them, or developing ties with ground access service providers similar to those they have established with commuter air carriers. Roating and Scheduling Offering Services To Places Not Often Provided By Air (Excursion/Seasonal) To aid in the reduction of congestion pertaining to airport ground transportation, airlines could provide services to ground destinations not often provided by air. Instead of having passengers end their air travel at the major airports, the airlines could take passengers closer to their destinations. This would be particularly useful in resort type areas such as ski resorts, vacation resorts, or any other major activity center. Some examples of these types of services are provided by Pakistan International Airlines (PIA). This airline flies approximately 45 major expeditions per year into Himalayan base camps to accommodate the trekkers and mountain climbers that regularly visit Pakistan. To accommodate passengers during Pakistan’s Eid holiday, a family holiday similar to Christmas in the United States, PIA added thirteen domestic flights to distribute their passengers upcountry. The airline also flies two 1981-vintage de Havilland DH-6 Twin Otters to remote destinations within the country. PIA feels an obligation to serve these remote areas, although not this is not profitable, to provide the residents

    New York City Taxi and Limousine Commission Notice of Promulgation of Rules Notice is hereby given in accordance with Section 1043(b) of the Charter of the City of New York (“Charter”) that the Taxi and Limousine Commission (“TLC”) promulgates rules to amend the taxicab vehicle specifications, clarify driver fitness hearing procedures and to permit TLC to increase driver TIF and SHLIF payments if funds permit. These rules are promulgated pursuant to Sections 1043 and 2303 of the Charter and Section 19-503 of the Administrative Code of the City of New York. These rules were published in the City Record on March 23, 2018 for public comment. On April 25, 2018, a public hearing on these rules was held by the TLC at its offices at 33 Beaver Street, 19th Floor, New York, New York, and the rules were adopted by the Commission on May 7, 2018. Pursuant to Section 1043(c)(1)(c) of the Charter, these rules will take effect 30 days after publication. Statement of Basis and Purpose of Proposed Rule The rules described below amend medallion taxi specifications to provide medallion owners more flexibility when purchasing a vehicle and apply the uniform seven-year retirement date for the small portion taxicabs hacked up before April 20, 2015 and given a retirement date of less than seven years.1 TLC can amend these rules without altering or affecting the City’s commitment to make the medallion taxi fleet fifty percent accessible. The rules also permit TLC to provide additional monetary incentives for drivers who choose to drive accessible yellow or green taxis.

    FACT SHEET Bus, School Vehicle, Limousine, Taxi Registration PURPOSE This fact sheet outlines the usage for the five different bus registration plates, the school vehicle registration plate, the limousine registration plate, and the taxi registration plate issued by PennDOT. REGISTRATION PLATE TYPES Apportioned Bus This registration plate is issued for buses that require Federal Motor Carrier Safety Administration authority and travel on scheduled routes or charter services into or through other jurisdictions. Buses with this registration plate must also have an apportioned registration card. The apportioned bus registration plate is identified by the letters “BN” plus five digits and has the word “Apportioned” at the bottom. Mass Transit This registration plate is issued for buses (not school buses) that are owned or operated by a qualifying mass transportation system, regardless of the individual use of each bus. These registration plates are issued for municipal and authority buses as well as those owned by private companies. Private companies must hold a certificate with the Public Utility Commission or municipal, port or transportation authority. Registration plates issued to municipalities or other government agencies receive a permanent registration. Registration plates issued to private companies receive a registration which expires on May 31 of each year. The mass transit registration plate is identified by the letters “MT” plus five digits and has the words “Mass Transit” at the bottom. A limousine is an unmarked luxury passenger automobile with a seating capacity of not more than 15 people, including the driver, that does not have a meter; and, has a chassis and wheelbase that have been stretched beyond the length of the manufacturer’s original specfications for the vehicle; is a sedan that the manufacturer characterizes as a luxury automobile in sales and promotional material regularly distributed to the public; or, is a sedan with an original manufacturer’s suggested retail price or present fair market value of more than $25,000. A limousine does not include a bus, a pickup truck, taxicab, or truck. Limousine Service Rules Information regarding limousine service rules and statutes are found in: • Minnesota Rules Chapter 8880; • Minnesota Statute 221.84; • Minnesota Statute 168.002, Subdivisions 15 and 24: and, • Minnesota Statute 168.128. Insurance Limousine operators must maintain a minimum aggregate insurance amount of $1,500,000 per accident, per vehicle.

    LIMOUSINE, TAXICAB, AND TRANSPORTATION NETWORK COMPANY ACT Act 345 of 2016 AN ACT to regulate transportation network companies, taxicabs, and certain limousines in this state; to provide for the powers and duties of certain state officers and entities; to prescribe penalties and provide remedies; and to repeal acts and parts of acts. History: 2016, Act 345, Eff. Mar. 21, 2017. The People of the State of Michigan enact: 257.2101 Short title. Sec. 1. This act shall be known and may be cited as the "limousine, taxicab, and transportation network company act". History: 2016, Act 345, Eff. Mar. 21, 2017. 257.2102 Definitions. Sec. 2. As used in this act: (a) "Department" means the department of licensing and regulatory affairs. (b) "Dispatch system" means any hardware, software, mobile device, or online-enabled application used by a limousine carrier or a taxicab carrier to connect limousine drivers or taxicab drivers to potential passengers. (c) "Dispatch system provider" means a person operating in this state that uses any device, method, means, or arrangement, including a dispatch system, to connect potential passengers with a limousine carrier, taxicab carrier, limousine driver, or taxicab driver. Dispatch system provider does not include a limousine carrier or a taxicab carrier. (d) "Limousine" means a self-propelled motor vehicle used in the carrying of passengers and the baggage of the passengers for hire with a seating capacity of 8 passengers or fewer, including the driver. Limousine does not include a commercial vehicle. Limousine also does not include a vehicle operated by any of the following: (i) A county, city, township, or village as provided by law, or other authority incorporated under 1963 PA 55, MCL 124.351 to 124.359.
