SECTION 17 PROPOSEDTRACK ACCESS CONTRACT: (ALLIANCE RAIL HOLDINGS - GREAT NORTH EASTERN RAILWAY) I write in response to the above mentioned consultation. Metro has had constructive dialogue with Alliance Rail in the recent past on its GNER proposal, including for investment in station facilities/a new strategic park and ride rail facility in the east of Leeds rail corridor. Metro is in principle supportive of the Alliance Rail proposal to run direct services between Bradford Forster Square/Ilkley and London, however is not in a position to support the specific proposal at this time, due to a number of questions we have, and a particular timing issue as outlined below. • The Leeds City Region Transport Strategy highlights the need for improved connectivity between the City Region and London to support the economic future of our region. As a major and growing city, Bradford has relatively poor connectivity with London when compared to other cities of equivalent size. Indeed the emerging evidence from the work of the East Coast Main Line (ECML) Authorities grouping, of which Metro is part, suggests that of all the “off-route” destinations served by Long Distance High Speed (LDHS) services, improving connectivity between Bradford and London would deliver a very high level of economic benefit to UK Plc. • Metro is also currently the promoter of 3 new stations in West Yorkshire, including at Kirkstall Forge, which is a major brownfield land regeneration site in the City of Leeds.

    Dear Sirs, Bradford Local Plan Reg 18 Consultation 2021 We broadly support the points made by Andrew Wood of CPRE West Yorkshire, but make the following additional points. POLICY CONFLICT Concerning the sites selected for development in Ilkley there is a direct conflict with the policies, for example:- protecting the green belt minimising travel to work providing adequate infrastructure creating the South Pennines Regional Park maximising the benefit of YWCA funds to support brownfield development all of the changes arising from the Leeds City Region and Transport for the North. No account has been paid to the Planning White Paper which specifically protects green belt and conservation areas. GREEN BELT We have been repeatedly reassured that Green Belt is safeguarded against development by government ministers in person, through the national press and television. A great deal of emphasis is being placed on ‘weak boundaries’ to green belt. This term is meaningless and barely relevant. The boundaries are not weak. They have lasted for several decades. Using up the two indicated areas of green belt in Ben Rhydding does not in any way safeguard or make stronger the adjacent areas. It reduces the greenbelt between Burley in Wharfedale and Ben Rhydding. Describing the boundaries as weak appears to mean that the council wants to develop the sites they enclose. Describing boundaries as less durable is equally specious; they have lasted for at least 25 years and there is no case to change them. The intention of green belt is that it remains in perpetuity. Green belt is not necessarily of high landscape value.

[email protected] www.dalesway.org.uk Newsletter Number 40 Autumn 2011 Editorial It has always been one of the aims of the Dales Way Association to eliminate road-walking as far as possible from the route of the Dales Way. One short section of minor, but busy road has exercised our minds for many years, the stretch from Sprint Bridge to Hall Lane, which leads into Burneside. The obvious solution would be a footpath over the wall on the south side of the road and parallel to it. In 2006 an attempt was made to create such a footpath, but nothing came of it. In 2010 Cumbria County Council started another initiative, but again, fifteen months later, no progress had been made. In August of this year the Association requested the help of Chris Holland, South Lakeland District Councillor. He responded within 48 hours and progress since then has been rapid. The land is owned by the Cropper Estate (Croppers also own the paper mill in Burneside). Chris has already had a meeting with Mr Cropper, who is sympathetic to our request, but he has not yet spoken to the tenant farmer at Burneside Hall, whose agreement would also be necessary. Chris and committee member Donald Holland have walked the proposed path in order to assess the cost of the gates and stiles required. The Dales Way Association has agreed to contribute to these costs and we thank Chris for his help and enthusiasm in moving to solve a 40 year old problem.
