SUMMARY 1.1 This report seeks to update members on current casualty levels and trends in Bradford East and on the Road Safety education, training and publicity initiatives aimed at reducing these casualties. 2. BACKGROUND 2.1 A report on proposals for the devolution of Road Safety funding was considered by the Bradford East Area Committee on 22 November 2012. At the meeting members resolved to support an evidence based approach to determine Road Safety priorities. It was also resolved to present an annual ‘State of the Nation’ style report detailing casualty numbers/trends and details of ongoing and proposed road safety education, training and publicity initiatives to the Area Committee. 2.2 The West Yorkshire Local Transport Plan has set a target to reduce the number of fatal and serious road casualties in West Yorkshire by 50% by 2026. This reduction target uses the 2005 – 2009 average figure as a baseline.

The document summarises the prevalent strengths and issues within the Ward. This evidence base includes both statistical information as well as qualitative information gained from consultation; partnerships and ward partnership team meetings. The Council Ward Officers play a critical role in digesting this information and summarising findings into the most pertinent issues which are presented in the ward plan. Ward plans are approved annually by elected members at the Area Committee and outcomes reported against. Coordination of local services and devolution of decision making. The ward plans provides an opportunity for the coordination of services at the lowest decision making level. This ensures that problem solving is effective and efficient utilising local networks to identify concerns and opportunities early on providing efficiency saving and improved local outcomes for the community. Central to an effective ward plan is the coordination by ward officers of public sector services such as neighbourhood policing teams, cleansing, social landlords, public health and youth service to ensure services are tailored to meet local need. In addition ward officers actively support local networks and partnership involving the public, private and third sector as well as the community to build on local assets, improve community cohesion and increase social capital within the ward. Engaging communities The ward plan is based on community conversations at neighbourhood forums, with community based groups and organisations, at community events and local partnerships.

PCSO armed robbers. Thompson and his colleague, PC Tim Brown, arrived in a police vehicle and he got out to see what was happening while PC Brown parked the vehicle. PCSO Thompson walked in to the middle of a robbery involving two masked men armed with a lump hammer and a sledgehammer. He leaped on one of the offenders and they grappled on the floor, while the other robber repeatedly hit him in the head with the lump hammer. PC Brown ran in to help and the pair struggled with the violent criminals who tried to fight their way to the getaway car. They managed to handcuff one of the robbers; who had previously been to prison for robbery and since release had committed four violent offences with weapons. The other robber was later caught using DNA. PCSOs are an integral part of our effort to keep communities safer and feeling safer. They patrol neighbourhoods to keep an eye out for known criminals, support victims, engage with community groups, conduct crime enquiries and deal with anti-social behaviour. They work alongside police officers and special constables. You can use the West Yorkshire Police website to contact your local neighbourhood PCSO to speak about local issues and community project.

The first of many we hope. Friends of A Dales High Way is a small voluntary organisation whose aim is to support and promote the long distance trail. Since it was set up in 2009 we have raised the money to waymark the route, produced a leaflet about the trail, led 2 walks and put on events as part of the Ride2Stride walking festival. Plus you’ll have the chance to send us your own news to put in the next newsletter. Waymarking Waymarking was completed in July 2013 when the final marker was put up by the Yorkshire Dales National Park. The process had taken some time as the 4 local authorities that the High Way passes through: Bradford, North Yorkshire, the Yorkshire Dales National Park and Cumbria, all have strict criteria about sticking up little arrows all over their bridleways and footpaths. These days the authorities prefer to have a less is more approach and it’s something that FoADHW agree with. We don’t want to see our fellsides littered with signage either. Walkers on A Dales High Way should not expect to see a waymark on every gate and stile along the way.
