8. BRADFORD EAST YOUTH SUMMIT APRIL 2019

The Area Co-ordinator will submit Document “A” which reports on the Bradford East Youth Summit. It reports on the four key education topics that were discussed at the Youth Summit which included home schooling, isolation, reduced timetable and transitioning from primary to secondary school. This work was led by the Young Ambassadors’ group which supports the work of the Bradford Opportunity Area Fund.

3 Recommended-

(1) That the report be noted and the on-going work of the Young Ambassadors be supported. (2) That Members consider how they can help support young people to increase their social mobility in relation to the four topics presented. (Mena Monnan – 01274 431155)

9. 6 CURZON ROAD, BRADFORD - REQUEST FOR A DISABLED PERSONS PARKING PLACE WHERE THE APPLICATION HAS RECEIVED OBJECTIONS

The Strategic Director, Place will submit Document “B” which considers an application for a Disabled Persons Parking Place where the application has received objections.

Recommended-

(1) That the Committee determines whether or not to allow the installation of a Disabled Persons Parking Place at 6 Curzon Road.

(2) That the applicant be informed accordingly.

10. SAFER ROADS DEVOLVED BUDGET - BRADFORD EAST

The Strategic Director, Place will submit Document “C” which seeks approval for a programme of Safer Roads schemes in the Bradford East constituency for 2019/20.

Recommended-

(1) That the programme of Casualty Reduction schemes for 2019/20 listed in Appendix 1 to Document “C” be approved.

(2) That the proposed programme of Traffic Management measures for 2019/20 listed in Appendices 2 and 3 to Document “C” be approved.

4 (3) That any Traffic Regulation Orders, or any legal procedures linked to the processing of traffic calming measures or pedestrian crossing facilities which are necessary to implement the chosen schemes be approved for processing and advertising subject to the scheme details being agreed with the local Ward Members.

(4) That any valid objections to the advertised Traffic Regulation Orders, traffic calming or pedestrian facilities be submitted to this Area Committee for consideration or in the event of there being no valid objections the Traffic Regulation Orders be sealed and implemented and the traffic calming or pedestrian facilities be implemented as advertised.

(5) That the original proposals for a Traffic Regulation Order on a part length of Greaves Street, be abandoned, that fresh proposals are considered as part of the 2019/20 Area Wide TRO and that the objectors are informed accordingly.

1. SUMMARY

The report covers the Bradford East Youth Summit that explored topics related to young people’s education and social mobility. This work was led by the Young Ambassadors’ group which supports the work of the Bradford Opportunity Area Fund.

2. BACKGROUND

2.1 What is the Opportunity Area Fund?

The Department for Education identified Bradford as one of the ten cities to pilot the Opportunity Area Fund Plan. The local plan is about young people’s education and social mobility. In his message, The Rt Hon Damian Hinds MP Secretary of State for Education says “Bradford is the definition of an Opportunity Area: a young, diverse city, creating a new generation of home-grown entrepreneurs, working alongside established, national employers to reclaim Bradford’s proud history as a great city of industry. In Bradford’s most effective schools, and further and higher education institutions, partnerships with employers are producing a workforce with the ambition and skills to make the city a leader in research and new technologies. This plan confirms the commitment of the Department for Education, schools across Bradford, and our partners in the local authority, business and the community, to making that message a reality for every pupil in the city.”

The Bradford Opportunity Area Fund Local Plan has four main priorities:

 Priority 1 – Strengthening school leadership and the quality of teaching.

 Priority 2 - Parents and Place: Literacy and Learning

 Priority 3 – Improving access to rewarding careers.

 Priority 4 – Using evidence and research to remove barriers to learning.

At the heart of the plan is the commitment to young people in Bradford. To empower young people to influence and lead its delivery, as well as evaluating and holding us to account on the impact of our work. This will be undertaken by:

Listening to Views ~ Influencing Change~ Co-production ~ Research & Evaluation

The Young Ambassadors group is the mechanism for young people from across the District to have their say and advocate on behalf of young people on education and social mobility. The Young Ambassadors group is supported by the Youth Service and is facilitated by Youth Work Apprenticeship Team. Five Youth Summits will take place

Page 2 across the District to gather young people’s views, experiences and recommendations to take forward. Two Youth Summits have taken place so far in Bradford South & Shipley.

2.2 The Summit in Bradford East

The Bradford East Youth Summit was held on the 17th April 2019 at . 78 young people attended. The event was opened by guest speaker, Marium Haque, Deputy Director, Education & Learning, BMDC.

The Young Ambassadors and Apprentice Youth Work Team delivery was supported by the Bradford East Youth Service.

The format for the summit, (see Appendix I), was to hold various creative arts-based workshops with young people. Workshops were facilitated in a young person centred manner and engaging methods of delivery (see Appendix II).

The four key education topics covered during workshops were home schooling, isolation, reduced timetable and transitioning from primary to secondary school. Young people were given the space to share their thoughts, experiences, both positives, negatives and some provided suggestions on how improvements on the outlined topics could be made. Adults were invited from various organisations to attend the summit and were given the roles of a listening adult &/or workshop scribe. Representatives attended from the following organisations: Born in Bradford, Bradford Opportunity Area Fund, BMDC Education Employment & Skills Team, BMDC Public Health Team, BMDC Office of the Chief Executive, BMDC Deputy Leader & Portfolio Holder Education, Employment and Skills BMDC South & East Area Coordinators, BMDC Public Health Team.

Young people shared their thoughts and experiences relating to the four key education topics (see Appendix III – VII)

Page 3 After completion of the youth summit young people were offered the opportunity and an invitation to attend an ice skating social activity day at Bradford Ice Arena.

3. Conclusions from the Event

3.1 Isolation

Young people in Bradford East said that being in isolation, made them feel lonely, depressed, scared, bored, sleepy and abandoned.

Isolation is having a detrimental impact on the mental health of young people in Bradford East. This is then decreasing young people’s self-confidence and self- esteem.

Young people who are not happy at school are more likely to misbehave and create situations where schools act in ways that unintentionally impacts on young people’s education careers.

3.2 Reduced Time Table

Young people at the Summit felt contributing factors to why schools put them on reduced timetables were: mental health, behaviour, learning disabilities, truancy and where extra support was needed in the view of young people.

Young people who have been put on reduced timetable spoke about how this made them feel less confident, disengage and missing out on education.

Young people also felt that an impact of a reduced timetable was that they were unable to see their friends and started to hang around with other young people on reduced timetables and those young people not attending school at all.

3.3 Home Schooling

Young people who knew other young people who were being home schooled explained that initially this was seen as a positive experience. However many parents were unable to adequately provide a good education.

3.4 Support with Transition between Primary and Secondary School

Young people who had been supported in their transition year felt this had been of significant benefit. Young people developed positive relationships with other young people and this meant they were more confident about attending school.

Page 11 Appendix V: Isolation Workshop Feedback through Spoken Word, Lyrical Writing

In Group 1 there were 34 young people attend this session. The first thing asked to young people was what the first thing that came to mind when they heard the word ‘isolation’. Most young people said they think it’s being alone, being locked in a room, and its quiet. Other young people in the group agreed with the statements made. The facilitator played music for the next activity and asked the young people what thought/feelings they have while listening to the music. They said they had time to think, they feel happy that they are away from the situation that got them there, they wish someone would be funny to change the atmosphere, they feel restricted and sleepy. They also said they are treated unfairly. Again the young people agreed with the statements said by other young people.

In this workshop the young people wrote some lyrics about their experiences of being in isolation and how they felt about it, here are some of the lyrics they wrote:

Locked in a room all alone, not allowed to go on your phone. Feeling frustrated because something has been confiscated Lost all contact with my mates, life’s unequal that’s my fate When this day ends I can smile again, now it’s my time to think about my mums pain I’m dosing away until the end of the day, a guy with no shame calls my name I want to swear at them but these brothers are lame I’m locked locked locked in a room can’t get out of this doom this is a nightmare this is unfair Wish this snitches would get out of my hair

In Group 2 there were 14 people attended this next workshop. The young people were asked what isolation means to them. They said it was lonely, it was depressing. It was too warm and they always had cold food, it was claustrophobic. The young people all appeared to agree with this statement made by a young person. They were always sleepy and bored and sometimes scared.

They again wrote some lyrics of their personal thoughts on isolation and these lyrics are: Ya I want to chill with my bro but I’m stuck in iso. Feeling sweaty and sleepy, I’m scare for when I go home my mums gunna beat me, I wanna go chill on my quad with my squad, I don’t wanna be locked in a room when my mums enjoying the sun drinking booze, I’m feeling lonely, depressed and sleepy when’s this gunna end cos I’m feeling weepy.

A young person then said when you go to isolation there is a reason and it is to focus on yourself.

There were 19 people in this group. In one of the activities in this workshop was the young people telling the facilitators their favourite lessons:

An activity done in reduced timetable workshop was for the young people to write down what they thought a reduced time table was and 16 young people gave a brief description of young people having lessons taken off their time table and doing less hours/fewer days in school either because of behaviour or to meet their needs. One person said ‘it’s where you reduce your timetable by 5 hours or something.’ 4 young people said it’s where they reduce your timetable. 2 said it’s where you just do your core subjects and 11 young people said they didn’t know what a reduced timetable was. One young person said they think it is where your time table gets changed because of something bad or good you have done at school.

(comment from adult listener) the most startling thing into the conversation was that there was no mention from the young people that reduced timetables are supposed to be temporary and short term measure.

Page 14 Appendix VII – Transitioning from Primary to Secondary School Workshop Feedback through creating an Art Product

Transitioning- there were 11 people attending Group 1 and 20 people in Group 2. The first thing young people were asked was what their schools did to help prepare the young people for transitioning to high school. Each young person gave their opinion and said:

- The primary school offered visits to the high school and taster days - Talked to staff at secondary school - Staff from secondary schools came down to the primary schools on visits - ‘pop up’ events for college open day options - Some had to seek out support - Some picked schools based on which friends go to that school

The young people were also then asked how they felt in the school holidays and the young people said they were nervous to start secondary school. The majority were okay to start as they knew their friends were also transitioning and some going to the same school. One person said their brother told them good things about the school. Most were excited about meeting new friends and that the summer camps really helped them feel comfortable to transition from primary to secondary school. Some other notes from this activity is a young person said they need to be kind to other people. 4 people went on a transitioning camp and 6 want to go on the next one. The majority think that each year do another transition camp.

A suggestion made by a young person was that they should do summers camps for 4 week residential.

All young people from Salts agreed they should have a longer transition for a week rather than a day. Young people agreed there should be 2 different days where they start at different times and have different breaks for the two days.

One young person stated the change in punishments from primary to secondary is hard to adjust to.

2.1 The Council has received an application for a Disabled Persons Parking Place from the occupant of 6 Curzon Road. The resident who lives here meets all the criteria for a disabled parking space.

2.2 A plan showing the indicative location of a Disabled Persons Parking Place outside 6 Curzon Road is attached as Appendix 1.

3.0 OTHER CONSIDERATIONS

3.1 The application has received objections from nearby properties on Curzon Road highlighting issues with limited parking space for the vehicles in this street.

4.0 FINANCIAL AND RESOURCE APPRAISAL

4.1 An annual budget for the provision of Disabled Persons Parking Places across the Bradford East constituency is generally allocated as part of the Safer Roads schemes programme. If approved, this parking place would be implemented as part of the overall programme of Disabled Persons Parking Places in Bradford East in 2019/20, subject to the aforementioned funding allocation.

5.1 There are no significant risks arising out of the implementation of the proposed recommendations.

1.1 This report seeks approval for a programme of Safer Roads schemes in Bradford East for 2019/20.

2. BACKGROUND

2.1 The West Transport Strategy 2040 was approved by the Combined Authority (WYCA) in August 2017. In conjunction with the Strategic Economic Plan, the overarching aim of the strategy is “…for Leeds City Region to be a globally recognised economy where good growth delivers high levels of prosperity, jobs and quality of life for everyone.”

2.2 The key objectives of the strategy are:

Economy: Create a more reliable, less congested, better connected transport network.

Environment: Have a positive impact on our built and natural environment.

People and place: Put people first to create a strong sense of place.

2.3 In terms of Safer Roads themes, the strategy includes a specific aim to reduce road accidents, aspiring to ‘zero tolerance’ of transport-related deaths. There are also aspirations to encourage walking and cycling by improving safety.

2.4 The Strategy includes a casualty reduction target, similar to that first introduced within the Local Transport Plan. This equates to a 42% reduction in the number of people killed or seriously injured in road collisions (KSI) by 2027. (Using the 2016 KSI figure as a base).

2.5 Historically there were specific budgets for the promotion of Casualty Reduction schemes and more general Traffic Management Measures. Following a significant reduction in the level of funding, this was combined into a single funding stream. Executive devolved the budget to the Area Committees in October 2012, with a provision that 70% of the budget had to be allocated to Casualty Reduction schemes, the residual funding being available for projects prioritised by members.

2.6 The prioritisation of funding for Casualty Reduction schemes has been an important contributor to the continuing downward trend in casualty rates within the district. This has been achieved in partnership with other interventions including Police enforcement and Road Safety education, training and publicity activities. However, the current level of funding dictates that individual Area Committees are restricted in the scale of projects that can be prioritised. The current system also precludes the development of projects of more strategic significance or on a district-wide basis.

2.7 There has been a systematic addressing of locations with notable clusters of recorded traffic collisions. As such, the occurrence of collisions is becoming more sporadic and thus more difficult to target with specific area committee based interventions. Notwithstanding this it is acknowledged that there remains a safety benefit in delivering traffic management schemes in areas where casualty rates are

Page 24 not necessarily high, but where there are concerns about vehicle speeds, severance or more general safety issues.

2.8 In order to address the issues highlighted in paragraphs 2.6 and 2.7 the following revisions to the Safer Roads budget allocation and scheme governance systems for 2018/19 onwards were approved by Executive committee on 12 June 2018:

 Establish a strategic Safer Roads budget to enable the development of larger scale schemes with road safety benefits, with the approval to promote such projects and consideration of any resulting objections being an Executive Member function.

 Funding continues to be distributed to the Area Committees to promote Casualty Reduction schemes as a priority.

2.9 An element of the Safer Roads budget can also be prioritised to address community safety, access, mobility and sustainable transport issues. The determination of proposed schemes programmes takes into account the needs of all road users, including those with special mobility needs, is referred to in the body of this report.

3. OTHER CONSIDERATIONS

3.1 It is recommended that the Area Committee re-affirms its commitment to progressing Disabled Persons Parking Places and undertaking mobility access improvement works by again including budgets for these within the 2019/20 programme. The cost of any traffic surveys required to assess requests for traffic management measures and assist in determining future schemes programmes will also need to be met from this budget as these are now generally externally procured to maximise resources.

3.2 It is also suggested that the successful exercise of promoting a constituency-wide Traffic Regulation Order, to include a number of sites where minor amendments to waiting restrictions have been requested, be repeated in 2019/20. (Due to the more extensive processes involved, it would not be feasible to include any larger schemes or Residents Permit Parking Schemes within the constituency-wide Order).

3.3 At its meeting of 5 July 2018 this Area Committee approved as part of its Safer Roads Schemes Programme the advertisement of an area wide Traffic Regulation Order. Objections to this TRO were considered by this Area Committee on 20 February 2019. It was resolved at that meeting that the proposals in respect of Greaves Street be modified to extend the proposed restrictions to 8pm Monday to Friday, subject to there being no valid objections from affected frontagers and that any outstanding objections in respect of this be reported to the Bradford East Area Committee. Consultation on the extended hours of operation of the parking restrictions was carried out with affected frontagers between 27 February and 20 March 2019. This has resulted in 3 objections being received. All the objectors consider that the extended hours will make parking for them problematic in the evenings and that as the school closes at 4pm the restrictions are not required after that time. A local ward member has also made a representation to the affect that

Page 25 the entrance markings should be located only over the frontage of the schools (Crystal Gardens and Eden Spring) but not in front of the Mosque. It is recommended that the current proposals for Greaves Street be abandoned and that an item for Greaves Street is included in the proposed area TRO for 19/20 (Appendix 3 refers) so that an alternative location for the school entrance markings can be proposed and the hours of their operation reconsidered.

4. FINANCIAL & RESOURCE APPRAISAL

4.1 The total Bradford East Safer Roads budget for 2019/20 is £110,000.

4.2 The recommended split between casualty reduction schemes and community- based projects in Bradford East is £70,000 and £40,000 respectively. This is based on the suggested schemes programmes detailed in Appendices 1 and 2.

5. RISK MANAGEMENT AND GOVERNANCE ISSUES

5.1 A failure to follow an evidence-based approach and prioritise schemes on the basis of casualty reduction potential would not meet with the overarching aims of the Safer Roads allocation

6. LEGAL APPRAISAL

6.1 There are no specific issues arising from this report. The course of action proposed is in general accordance with the Councils power as Highway Authority and Traffic Regulation Authority.

7. OTHER IMPLICATIONS

7.1 EQUALITY & DIVERSITY

Due consideration is given to Section 149 of the Equality Act 2010 when developing all Safer Roads schemes.

7.2 SUSTAINABILITY IMPLICATIONS

Safer Roads projects are designed to minimise future maintenance implications and the impact on the environment.

7.3 GREENHOUSE GAS EMISSIONS IMPACTS

The implementation of highway safety schemes and projects which encourage sustainable transport modes will potentially reduce harmful emissions.

7.4 COMMUNITY SAFETY IMPLICATIONS

The Safer Roads programme delivers a wide-range of projects including traffic calming, pedestrian crossing facilities, cycling and horse riding provision, speed limit reductions and junction improvements. Such measures, along with partnership

Page 26 activities, form an integral part of improving safety in local communities. Reduction of community severance and community cohesion are two positive outcomes of this programme.

10. RECOMMENDATIONS

10.1 That the programme of Casualty Reduction schemes for 2019/20 listed in Appendix 1 be approved.

10.2 That the proposed programme of Traffic Management measures for 2019/20 listed in Appendices 2 and 3 be approved.

10.3 That any Traffic Regulation Orders, or any legal procedures linked to the processing of traffic calming measures or pedestrian crossing facilities which are necessary to implement the chosen schemes be approved for processing and advertising subject to the scheme details being agreed with the local Ward Members.

Page 27 10.4 That any valid objections to the advertised Traffic Regulation Orders, traffic calming or pedestrian facilities be submitted to this Area Committee for consideration or in the event of there being no valid objections the Traffic Regulation Orders be sealed and implemented and the traffic calming or pedestrian facilities be implemented as advertised.

10.5 That the original proposals for a Traffic Regulation Order on a part length of Greaves Street, Little Horton be abandoned, that fresh proposals are considered as part of the 2019/20 Area Wide TRO and that the objectors are informed accordingly.

1. SUMMARY

1.1 This report seeks to update members on current casualty levels and trends in the Bradford District and on the Road Safety education, training and publicity initiatives aimed at reducing these casualties.

2. BACKGROUND

2.1 A report on proposals for the devolution of Road Safety funding was considered by the Area Committees in 2012. Members resolved to support an evidence based approach to determine Road Safety priorities. It was also resolved to present an annual ‘State of the Nation’ style report detailing casualty numbers/trends and details of ongoing and proposed road safety education, training and publicity initiatives to the Area Committees.

2.2 The West Yorkshire Transport Strategy 2040 includes a specific aim to reduce road accidents, aspiring to ‘zero tolerance’ of transport-related deaths. There are also aspirations to encourage walking and cycling by improving safety. The strategy includes a casualty reduction target, similar to that first introduced within the Local Transport Plan. This equates to a 42% reduction in the number of people killed or seriously injured in road collisions (KSI) by 2027. (Using the 2016 KSI figure as a base).

2.3 A ‘Road Casualties’ report is published annually. Based on Police Road Traffic Collision records the report identifies casualty reduction priorities for the District. This report takes into account the most recent full year data available, i.e. currently 2018, and trends in comparison to preceding years.

2.4 In 2018 there was an overall decrease in casualties in the Bradford District and the long term downward trend has been maintained. This mirrors the long term downward trend for West Yorkshire. Appendix 1 shows the present position for the Bradford District.

2.5 Public Health (PH) now provides financial support for the Road Safety Team. An Inter Departmental Agreement has been agreed linking the Road Safety Team programme with PH outcomes which include; killed and serious injuries, hospital admissions caused by unintentional injury, infant mortality and mortality rate from causes considered preventable.

2.6 The Road Safety Team operates on a district-wide basis. Staff and financial resources are allocated to education, training and publicity programmes based on priorities identified for greatest impact on casualty reduction. Between August 2018 and July 2019 the team will have delivered the programmes set out in Appendix 2. These programmes are highlighted in the Bradford Metropolitan District Road Safety Plan, which is supported by the Area Committees.

2.7 Car occupants account for the highest number of casualties and are targeted through publicity campaigns and enforcement. Education and training initiatives, delivered at local level, target the 0-19 age group through work with schools, other educational establishments, youth organisations, multi-agency partnerships and Area Coordinator teams.

3. OTHER CONSIDERATIONS

Engagement with schools

3.1 The team provides a three tier district wide service. The first tier is where schools in the top eight wards with the highest child casualties are targeted. The second tier is the delivery of presentations by the team which are booked on a first come first served basis. The third tier is the provision of resources and information for all schools which does not need a road safety officer to deliver. Appendix 3 shows the first and second tier engagement with schools by ward, based on a two year rotation.

3.2 Road safety presentations and delivery focus on core pedestrian and in car safety messages. Presentations in primary schools are tailored to year groups with practical training provided in pedestrian and cycling skills. Secondary school students in year 7 receive Theatre in Education addressing pedestrian issues as they become more independent.

3.3 In 2019 - 2020 the team, will continue to address key issues in the Bradford district identified from the Annual Road Casualties Report, through the activities outlined in Appendix 2.

3.4 Given the relatively small data set for user and demographic groups for individual constituencies, district wide casualty data is more generally used to inform some intervention priorities.

3.5 The West Yorkshire Safer Roads Delivery Group, which comprises of Road Safety Officers from each district, the police and Fire and Rescue, delivers regional road safety campaigns which are data led. Analysis of casualties and causation factors has continued to highlight the vulnerability of 11-12 year old pedestrians with failure to look properly being a major contributory factor. This is addressed through Theatre in Education targeting year 7 students.

Safer Roads schemes

3.6 The Traffic & Highways Area Teams deliver a programme of Safer Roads engineering measures such as traffic calming, pedestrian and cycle facilities, speed limit reductions and parking management. These schemes are funded through the Local Transport Plan and are largely evidence-based to ensure best value in terms of casualty reduction. The Safer Roads schemes programmes are the subject of separate reports to the Area Committees.

4. FINANCIAL & RESOURCE APPRAISAL

4.1 There is a base budget allocation for education, training and publicity staffing from Public Health. A financial contribution from a global West Yorkshire fund will also be available for Bradford Safer Roads delivery.

5. RISK MANAGEMENT AND GOVERNANCE ISSUES

5.1 Budget spend on Road Safety is currently prioritised against overall district casualty reduction priorities which are based on analysis of statistical data relating to road casualties. This analysis, underpinned by the District Road Safety Plan priorities, is used to establish key themes of a district-based approach for the following 12 month period. It is anticipated that a failure to maintain this approach would have a detrimental effect on future casualty prevention/reduction.

5.2 Without continued strategic use of resources the ability of the Council to achieve value for money through procurement savings as well as participating in partnership working on West Yorkshire and Yorkshire and Humber campaigns, initiatives and events would be at risk.

6. LEGAL APPRAISAL

6.1 The ongoing activities of the Road Safety team contribute to the Council’s duties under the Road Traffic Act 1988.

7. OTHER IMPLICATIONS

7.1 EQUALITY & DIVERSITY

The Road Safety Team provides a diverse range of road safety programmes and activities that engage with individuals from across the Bradford District.

7.2 SUSTAINABILITY IMPLICATIONS

Improvements in road safety conditions encourage a shift to more sustainable transport modes.

7.3 GREENHOUSE GAS EMISSIONS IMPACTS

Any increases in walking, cycling or public transport use encouraged by road safety improvements would have a positive impact on reducing Greenhouse Gas emissions.

7.4 COMMUNITY SAFETY IMPLICATIONS

The work of the Road Safety team contributes towards improving community safety in the following areas:

 Drivers and passengers – speed, seatbelt wearing  Pedestrian safety  Vulnerable road users: children, cyclists; and motorcyclists  Safety around schools

Publicity

Drivers, passengers, adult cyclists, motorcyclists and pedestrians are targeted through publicity activities. Press releases, tweets, advertising on buses, radio, JC Decaux boards, and leaflets are used to put out key messages related to seat belt wearing, speed, the use of mobile phones, drink and drug driving, distractions and awareness of other road users.

The team work with the other West Yorkshire and Yorkshire and Humber authorities on publicity campaigns and support the Governments ‘Think’ campaigns.
