SHASTA UNION HIGH SCHOOL DISTRICT REGULAR MEETING OF THE GOVERNING BOARD Board Room 2200 Eureka Way Redding, CA 96001 February 11, 2020 ADOPTED MINUTES A regular meeting of the Governing Board of the Shasta Union High School District was called to order at 5:30pm by Trustee Ayer in the Shasta Union High School District Board Room. ROLL CALL: Trustees Joseph Ayer, Constance Pepple, Ron Zufall, Gregory Hartt and Jamie Vericker. Also present: Superintendent Jim Cloney, Associate Superintendent of Human Resources Jason Rubin and Associate Superintendent of Instructional Services Milan Woollard. There were no requests from the audience to speak to any items on the closed session agenda. The Board adjourned to closed session to discuss the following: 1) Public Employee Discipline/Dismissal/Release/Complaint (G.C. 54957); 2) Conference with Labor Negotiator (G.C. 54957.6) Agency designated representatives: Jim Cloney – Superintendent, David Flores – Chief Business Official, Jason Rubin – Associate Superintendent/H.R. and Milan Woollard - Associate Superintendent/Instructional Services. Employee Organizations: Shasta Secondary Education Association (SSEA), Educational Support Professionals Association (ESP), California School Employees Association (CSEA) and Management/Supervisory/Confidential; and 3) Conference with Legal Counsel – Anticipated Litigation (G.C. 54956.9) One Case. The Board reconvened into open session at 6:33p.m. Trustee Ayer announced the Board took no action in closed session. Trustee Ayer led the Pledge of Allegiance and Trustee Zufall recited the Mission and Vision Statements. This month’s student artwork display is from Pioneer Continuation High School. (Motion Pepple, second Vericker, carried 5-0). RES. 20-028 That the Board approve the minutes for the January 14, 2020 regular Board meeting. (Motion Pepple, second Vericker, carried 5-0). RES. 20-029 That the Board ratify commercial warrants in the amount of $6,308,045.58 and payroll distributions in the amount of $3,468,806.84 for the period of 1/01/2020 - 1/31/2020. (Motion Pepple, second Vericker, carried 5-0). RES. 20-030 That the Board accept the Quarterly Investment Report. (Motion Pepple, second Vericker, carried 5-0). RES. 20-035 That the Board approve Change Order Number 29 for Enterprise High School Gen 7 Stem Building and Site Improvements to be ratified for a net increase to the contract Trent Construction, in the amount of $905.22. (Motion Pepple, second Hartt, carried 5-0). RES. 20-036 That the Board approve Changer Order Number 1 for Enterprise High School Casework installation for the Gen 7 science classrooms to be ratified for a net increase to the contract Ark Design, in the amount of $11,502.04. (Motion Pepple, second Hartt, carried 5-0). RES. 20-037 That the Board approve Changer Order Number 1 for Shasta High School Casework installation for the Gen 7 science classrooms to be ratified for a net increase to the contract CeCal, INC in the amount of $7,452.00. (Motion Vericker, second Pepple, carried 5-0). RES. 20-038 That the Board approve the notification of non-reelection to probationary, temporary certificated staff, and long term substitutes for the 2020-21 school year. (Motion Pepple, second Hartt, carried 5-0). RES. 20-039 That the Board approve the School Site Safety Plans. (Motion Vericker, second Zufall, carried 5-0). RES. 20-040 That the Board approve the Variable Term Waiver/CLAD Application. (Motion Vericker, second Zufall, carried 5-0). RES. 20-041 That the meeting adjourn. PUBLIC COMMENTS: Bonnie Hyatt presented information on Out 4 Mental Health, a nonprofit organization advocating for mental health equality for LGBTQ youth, and she encouraged the Board to implement their services in the District. RECOGNITION OF STAFF AND/OR STUDENTS: The Board of Trustees and Administration commended Enterprise High School (EHS) Choir Teacher Alissa Aune on receiving the California Music Educators Association (CMEA) Pearson Scott Foresman/Silver Burdett Choral Educator Award. Ms. Aune invited the Board to attend Starship Variety Hour March 5 through 7 and thanked them for being honored. The Board of Trustees and Administration recognized Pioneer Continuation High School (PHS) Teacher Scott Lee, EHS Custodian Lamar Green and Shasta High School (SHS) Senior Megan Matti. Board of Trustees MINUTES 2-11-20 Page 3 REPORTS FROM SHASTA UNION HIGH SCHOOL DISTRICT ORGANIZATIONS: SSEA President Gary Connolly reported five teachers attended the CTA Good Teaching Conference last weekend in San Jose. He commended teachers Andrea Cota and Dawn Coppola for presenting at the conference. Next weekend is the New Educator Teacher Conference in Santa Clara. Mr. Connolly thanked those involved who coordinated the biometric health screening where approximately 85 staff members received services. The associations and District are in the process of planning a benefit fair. He stated that last week was National Counseling Week and emphasized the importance of lowering the counselor to student ratio. Mr. Connolly recognized Math Teacher Karen Fifield who brought forth the 4th year math requirement waiver as an incentive for the CAASPP test. ESP President Rhonda Minch commended Human Resources Administrative Assistant Rachel Spade for reminding staff of the biometric health screening. CSEA President David Martin was not present. REPORTS FROM PRINCIPALS: Shasta High School: Leo Perez reported that counselors are busy with pre-registration and they hosted a curriculum faire for incoming freshman. SHS offered additional tours of the Career Technical Education program including medical, 3D printing and plasma cutting. Mr. Perez reported that fourth and fifth graders from Bonny View Elementary came to campus for a tour and enjoyed the robotics class. Mr. Perez emphasized the importance of not only introducing the campus to incoming freshman but all students from kindergarten to eighth grade. He stated that thirteen monitors have been installed around campus which will display relevant information for students. Mr. Perez congratulated teacher Sabrina Archibald who delivered her first child the day after supervising winter formal. Enterprise High School: Ryan Johnson commended Music Teacher Alissa Aune on her award and stated that he is proud of the program she runs. The College Board recognized EHS for their high female participation rate in the Advanced Placement Computer Science program. The leadership team consisting of seventeen staff members is reading the book Becoming Brilliant as part of their professional development. Mr. Johnson stated that the leadership team is focused on implementing 21st century learning standards and will spread their knowledge through Professional Learning Communities. Alternative Education: Tim Calkins reported that North State Independence High School ran a FAFSA workshop showing parents and students how to apply for financial aid online. The new special education program at EHS has been running smoothly. He stated that Pioneer Continuation High School (PHS) students will take a field trip to Exodus Farms. Mr. Calkins reported that PHS is holding an end of session celebration this Friday where they will congratulate ten mid-year graduates. Trustee Zufall thanked the Principals for recognizing their staff and students. REPORT FROM SUPERINTENDENT: Jim Cloney stated that he attended the Every Student Succeeding Luncheon hosted by the Shasta County Office of Education where students from across the county are recognized for success they have had in spite of significant personal or family difficulties. A student from SHS and a student from FHS were recognized and they have the potential to be recognized at the state level.
