Abstract: Spatial regression model is a regression model that is formed because of the relationship between independent variables with dependent variable with spasial effect. This is due to a strong relationship of observation in a location with other adjacent locations. One of assumptions in spatial regression model is homogeneous of error variance, but we often find the diversity of data in several different locations. This causes the assumption is not met. One such case is the poverty case data in Central Java Province. The objective of this research is to get the best model from this data with the heterogeneity in error. Ensemble technique is done by simulating noises (m) from normal distribution with mean nol and a standard deviation σ of the spasial model error taken and adding noise to the dependent variable. The technique is done by comparing the queen weighted and the cross-correlation normalization weighted in forming the model. Furthermore, with these two weights, the results will be compared using R2 and RMSE on the poverty case data in province of Central Java. Both of weights are calculated to determine the significant factors that give influence on poverty and to choose the best model. -

Analysis of M. Natsir's Thoughts on Islamic
Integral-Universal Education: Analysis of M. Natsir’s Thoughts on Islamic Education Kasmuri Selamat Universitas Islam Negeri (UIN) Sultan Syarif Kasim, Riau, Indonesia [email protected] Abstract. This paper aimed at exploring M. Natsir's thoughts on Islamic education. Using a qualitative study with a historical approach, the writer found that M. Natsir was a rare figure. He was not only a scholar but also a thinker, a politician, and an educator. As an educator, he not only became a teacher, but also gave birth to various educational concepts known as an integral and universal education concept. He was an architect and an anti-dichotomous thinker of Islamic education. According to Natsir, Islam did not separate spiritual matters from worldly affairs. The spiritual aspect would be the basis of worldliness. The foregoing indicated that religious ethics emphasized by Islamic teachings must be the foundation of life. The conceptual basis of "educational modernism" with tauhid as its foundation demonstrated that he was a figure who really cared about Islamic education. Keywords: Integral-Universal Education, M. Natsir, Thought Introduction Minangkabau, West Sumatra, is one of the areas that cannot be underestimated because there are many great figures on the national and international scales in various fields of expertise from this area, such as scholars, politicians, and other strategic fields. Among these figures are Tuanku Imam Bonjol, Haji Agus Salim, Sutan Sjahrir, Hamka, M. Natsir, and others. Everybody knows these names and their works. These figures lived in the early 20th century when three ideological groups competed with one another to dominate in the struggle for independence. -

Another Look at the Jakarta Charter Controversy of 1945 R. E. Elson* On the morning of August 18, 1945, three days after the Japanese surrender and just a day after Indonesia's proclamation of independence, Mohammad Hatta, soon to be elected as vice-president of the infant republic, prevailed upon delegates at the first meeting of the Panitia Persiapan Kemerdekaan Indonesia (PPKI, Committee for the Preparation of Indonesian Independence) to adjust key aspects of the republic's draft constitution, notably its preamble. The changes enjoined by Hatta on members of the Preparation Committee, charged with finalizing and promulgating the constitution, were made quickly and with little dispute. Their effect, however, particularly the removal of seven words stipulating that all Muslims should observe Islamic law, was significantly to reduce the proposed formal role of Islam in Indonesian political and social life. Episodically thereafter, the actions of the PPKI that day came to be castigated by some Muslims as catastrophic for Islam in Indonesia—indeed, as an act of treason* 1—and efforts were put in train to restore the seven words to the constitution.2 In retracing the history of the drafting of the Jakarta Charter in June 1945, * This research was supported under the Australian Research Council's Discovery Projects funding scheme. Purpose of this Report JBIC’s Examiners for Environmental Guidelines (hereinafter “the Examiners”) issue this report on the basis of Paragraph 1, V. 5 of the “Summary of Procedures to Submit Objections concerning JBIC Guidelines for Confirmation of Environmental and Social Considerations” (hereinafter “the Summary”), which JBIC introduced in accordance with Japan Bank for International Cooperation Guidelines for Confirmation of Environmental and Social Considerations (April 2012). Rice is one of staple food in Central Java province because rice is the main carbohydrate and calorie source for society in general. From year to year rice production in various regions in Indonesia shows a significant increase. Central Java is one of the provinces in Indonesia which has the agricultural sector as its main sector. However, in the last five years, the average rice production in Central Java showed a stagnant decline in value. This study was aimed to model the spatial effects on rice productivity in the cities in Central Java along with the factors that influence it. The method used is spatial modeling approach. The results of the analysis show that spatial lag X (SLX) model has the smallest AIC value, estimation result shows that rice production and harvest area have significant effect on rice productivity in Central Java. -

BAB II KONDISI BANGSA INDONESIA SEBELUM SIDANG BPUPKI A.Masa Sebelum Sidang BPUPKI Setiap negara memiliki konstitusi. Demikian halnya bangsa Indonesia sebagai suatu negara juga memiliki konstitusi, yaitu Undang-Undang Dasar 1945. Pembentukan atau perumusan Undang-Undang Dasar 1945 ini menjadi konstitusi Indonesia melalui beberapa tahap.Pembuatan konstitusi ini diawali dengan proses perumusan Pancasila. Pancasila adalah dasar Negara Kesatuan Republik Indonesia. Pancasila berasal dari kata panca yang berarti lima, dan sila yang berarti dasar. Jadi, Pancasila memiliki arti lima dasar. Maksudnya, Pancasila memuat lima hal pokok yang diwujudkan dalam kelima silanya.1 Menjelang kemerdekaan Indonesia, tokoh-tokoh pendiri bangsa merumuskan dasar negara untuk pijakan dalam penyelenggaraan negara. Awal kelahiran Pancasila dimulai pada saat penjajahan Jepang di Indonesia hampir berakhir.Jepang yang mulai terdesak saat Perang Pasifik menjanjikan kemerdekaan kepada bangsa Indonesia. Untuk memenuhi janji tersebut, maka dibentuklah Badan Penyelidik Usaha-Usaha Persiapan Kemerdekaan Indonesia (BPUPKI) pada tanggal 28 Mei 1945. Badan ini beranggotakan 63 orang dan diketuai oleh dr. Radjiman Widyodiningrat. BPUPKI bertugas untuk mempersiapkan dan merumuskan hal-hal mengenai tata pemerintahan Indonesia jika merdeka. Untuk memperlancar tugasnya, BPUPKI membentuk beberapa panitia kerja, di antaranya sebagai berikut: 1. Panitia sembilan yang diketuai oleh Ir. Sukarno. Tugas panitia ini adalah merumuskan naskah rancangan pembukaan undang-undang dasar. 2. Panitia perancang UUD, juga diketuai oleh Ir. Sukarno. Di dalam panitia tersebut dibentuk lagi panitia kecil yang diketuai Prof. Dr. Supomo. 3. Panitia Ekonomi dan Keuangan yang diketuai Drs. Moh. Hatta. 4. Panitia Pembela Tanah Air, yang diketuai Abikusno Tjokrosuyoso. BPUPKI mengadakan sidang sebanyak dua kali. Sidang pertama BPUPKI terselenggara pada tanggal 29 Mei-1 Juni 1945. -
