Pqqs - Money Making Scam?
PQQs - Money Making Scam? Published 21st April 2017 Is it not time that the Pre – Qualification money making scam is ended? Not only do specialist contractors have to deal with late payments, reduced margins and not getting fully paid, they are forced to participate in a pre-qualification process which is incredibly time consuming, exorbitantly costly and completely unnecessary. The process thrives on duplication and is required by Main Contractors to keep specialist contractors on their Approved Contractor lists. So, why don’t Main Contractors get together and develop forms/processes that are acceptable to all? Sounds simple, well yes, it is, if there was a will to do it. Of course, the more intuitive question would be, will Main Contractors willingly cease this money- making enterprise? And the predictable answer is, no they won’t! Build UK represents many of the Main Contractors, and many of the specialist federations and associations which represent the specialist contractor supply chain. So, why has such little progress to unify the PQQ process been made when all these players are members of the same Body, and therefore should be able to sit around the same table, with equal representation, to develop a process that will be of benefit to the construction industry? Answer; Main Contractors do not feel the need to change and are reluctant to reduce their income. Unhelpfully, Build UK represents Main Contractors and the aggrieved specialist supply chain – a near impossible position, which can only result in procrastination, and does. For those who are unaware of the time consuming and costly activities that specialist contractors reluctantly find themselves undertaking, the following is an example of PQQs and similar processes that a single specialist contractor will be involved with. -

Principal Activities The Group provides infrastructure, construction and business services, principally in the UK. The operations of the Group are reviewed on pages 6 to 17 of this report. Profits and Dividends The Group profit for the year attributable to shareholders amounted to £22.8m (2002: £14.4m) after tax and goodwill. The Directors recommend the payment of a final dividend of 6.5p per ordinary share which, together with the interim dividend of 4.5p already paid, makes a total of 11p per ordinary share for the financial year. If approved at the Annual General Meeting (‘AGM’) to be held on 20th May, 2004, the final dividend will be paid on 28th May, 2004 to those shareholders on the register at close of business on 7th May, 2004. After provision for these ordinary dividends and dividends of £0.4m paid to preference shareholders, the retained profit of £11.5m (2002: £3.6m) has been transferred to reserves. Post Balance Sheet Event On 6th February, 2004, the Group acquired the entire issued share capital of UK Power Construction Limited for a total cash consideration of £5.2m. Welcome & Apologies The Chairman welcomed everyone to the first meeting of the Build UK Payment Group and members introduced themselves. It was noted that the apologies that had been received would be recorded in the minutes. 2. The Role of the Payment Group Jo Fautley (Build UK) gave an overview of Build UK and the Payment Group: Build UK had been launched on 1 September following the merger of NSCC and UKCG Build UK brought together 27 Main Contractors and 40 Trade Associations representing 11,500 Specialist Contractors Build UK had published an Action Plan setting out the following initial priorities: o The image of construction o The industry’s skills needs o Effective pre-qualification o Health and safety performance o Fair payment practices Leadership Groups had been established on each of the issues made up of an appropriate balance of Main and Specialist Contractors with relevant knowledge and experience The Payment Group would be asked to set the high level objectives on the issue of fair payment practices and be responsible for their outcomes All the Leadership Groups would report directly to the Contractor and Trade Association Forums which would agree the way forward for Build UK. -
