ORDER 1. WHEREAS, there has been surge in COVID-19 cases and increase in positivity rate in Leh district in the recent days. 2. WHEREAS, Secretary Ministry of health and family welfare, GOI vide 0.0. NO.Z.28015/85/2021-DM Cell dated 25th April 2021 has advised all District Magistrates to undertake containment measures to restrict intermingling amongst people so that spread of infection can be controlled. 3. WHEREAS, based on assessment with Health Department, District Disaster Management Authority, Leh has taken various measures to contain transmission of Covid-19 and has imposed restrictions time to time. 4. WHEREAS, a thorough assessment of the current COVID-19 situation has been carried out with all concerned departments and it is felt that additional restrictions need to be imposed to contain fast spread of virus. 5. THEREFORE, in view of the above, I, Shrikant Balasaheb Suse, IAS, District Magistrate, Leh in exercise of power conferred upon me as Chairman, District Disaster Management Authority under Section-34 of Disaster Management Act, 2005 as well as under Section-144 of CrPC, 1973, and Epidemic Disease Act 1897; hereby order that there shall be weekend Covid Curfew across Leh district from Friday 30.04.2021, 9 PM to Monday 03.05.2021, 5 AM. 6. Only the following categories shall be allowed during the restricted period: a. Govt. Employees shall be allowed to commute to/from office on the production of valid Identity Card and/or duty roster on Saturday 30.04.2021. b. All Judicial Officers/Officials/staff of all courts in the district on production of valid ID/other proof. c. Essential and emergency services such as Health and family welfare, all related Govt./private medical establishments (Such as Hospitals, Diagnostic centers, testing Labs, clinics/pharmacies/opticians/medical oxygen suppliers and other medical/health services such as supply of medical instruments, consumables, sanitation, transport, security etc) d. Police, Prison, Home Guards, Civil Defense, Officials/staff on duty at Airport, Disaster Management, Electricity, Water, Sanitation, food and civil supplies , telecom services providers, employees on Covid-19 duties etc on the production of valid Identity Card. e. Commercial and private establishments such as petrol pumps, LPG bottling plants/depots,cold storages, warehouses, ATMs, Private security agencies and their employees' movements. f. Armed forces/Paramilitary movement g. Medical emergencies/beneficiaries of the COVID vaccination/COVID testing/Quarantining on the production of online registration ID/ certificate of first dose/any other proof. h. Electronic and print media on the production of valid Identity Card i. Public transport shall be allowed to function only for above mentioned categories. j. Movement Pass holder(s) issued by office of the undersigned. E-pass link https://leh.nic.in/epass/ k. The passengers including Tourists travelling to/from outside Leh district by Air shall be allowed to commute on the production of boarding passes/Air Tickets. I. Agricultural activities in the villages with strict adherence to the COVID Appropriate Behaviour (CAB). 7. All Leh bound vehicles including the Load carriers/Commercial taxis coming from outside district shall be allowed with strict compliance of COVID-19 SOPs of UT/District Administration. 8. Transportation of vegetables/perishable/fuel items from outside district and its supply within district shall be allowed on production of relevant proof. 9. The Sr. Superintendent of Police, Leh and Chief Executive Officer, DDMA (Addi. District Magistrate, Leh), ARTO/Traffic Police, Sub Divisional Magistrates, Executive Magistrates 1st class, Covid SOPs Enforcement Squads shall ensure implementation of the above directives in letter and spirit. 10. Helpline numbers for various essential services are annexed as Annexure "A". 11. Since it is not possible to serve prior notice of this order, it is as such being issued ex parte. 12. Any violations of these orders shall invite action under Section 188 of IPC, Disaster Management Act, 2005 and Epidemic Disease Act 1897. ~=::-...
