Qualified Contemporary Education At Bitlis Eren University, student-oriented education is provided in a democratic environment with all kinds of infrastructure and modern technological facilities; students find the opportunity to express themselves by taking part in social and cultural activities with a participatory approach in international criteria. At Bitlis Eren University, almost 500 of our country's leading scientists and artists work as lecturers. All lecturers work devotedly to transfer their knowledge and experience to students. High-Equipped Infrastructure All units of Bitlis Eren University have the technical equipment required by modern higher education. All laboratories, workshops and studios in the units are equipped with the most advanced devices; In the training, all kinds of tools and materials necessary for the application are provided. Special attention is given to bringing new publications to the Library's collections 24 hours a day, 7 days a week. In terms of the importance of foreign language knowledge in raising future managers in Turkey's integration with the world, almost all of the units of Bitlis Eren University provide English preparatory education.While preparing students for the future, it is aimed to raise them as individuals equipped with contemporary knowledge, knowing the world and knowing at least one foreign language. 4 INTERNATIONAL STUDENTS ADMISSION Application and admission procedures of International Students to bachelor programs of University ( ) for 2021-2022 Academic Year are carried out in accordance with the regulations indicated on 45/f article of the law with law number 2547 and “Regulations Bitlis Eren BEU for International Students Admission” indicated by Council of Higher Education (YÖK). APPLICATION 1. WHO CAN APPLY? In the process of application, candidates have to either be registered to their final year in high school or be high school graduate. The diplomas provided by high schools abroad must have equivalence to the diplomas of high schools in Turkey. The candidates who have one of the qualifications indicated below can apply for any bachelor programs of for 2021-2022 academic year as long as they have the necessary qualification of the program in the BEU quota of international students. On condition that they are registered to their final year in high school or being a high school graduate; a) Those who hold of foreign nationality, b) Those who can certify that they have Certificate that gives the Chance to benefit from the Rights given to them (Blue Card). (Those who were Turkish Citizens by birth, but were given permission to be released from Turkish Citizenship by Turkish Republic Ministry of Inferior are given this certificate in order for them to benefit from the rights entitled by Turkish Citizenship Law. The minor children of these people may also be provided with this certificate.),* *In 7th article of Turkish Citizenship Law with law number 5901, the force “The child of a Turkish mother or father born in or out of Turkey within the union of marriage is a Turkish Citizen” is included. The applicants who will apply for from international students’ quota are kindly advised to examine Turkish Citizenship Law. BEU c) Foreign nationals who became Turkish Citizens afterwards/dual citizens in the same status, d) Turkish nationals who either completed the last three years of high school in a foreign country (except for Turkish Republic of Northern Cyprus) including Turkish high schools working under the legacy of Turkish Ministry of Education before 01.02.2013, e) Turkish nationals who started high school in 01.02.2013 and completed their education at high school including Turkish high schools working under the legacy of Turkish Ministry of Education before 01.02.2013, f) Turkish Republic of Northern Cyprus nationals who reside and completed their high school education there having a General Certificate of Education advanced level (GCE-AL) and those who are registered to high schools in other countries between the years 2005-2010 and hold and will hold GCE-AL certificate soon. 5 2. WHO CANNOT APPLY? Those whose have the similar conditions below cannot apply for international student quotas: a) Turkish nationals who completed their entire secondary education in Turkey or Turkish Republic of Northern Cyprus, b) Turkish Republic of Northern Cyprus nationals (excluding the ones who completed their entire secondary education there having GCE-AL Certificate and those who are registered to high schools in other countries between the years 2005-2010 and hold and will hold GCE-AL certificate soon), c) Dual citizens who have a Turkish citizenship by birth (excluding the ones whose condition is similar to the ones indicated in the “d” and “e” articles of the list of the ones who can apply indicated above), d) Dual citizens who have a Turkish Republic of Northern Cyprus Citizenship by birth (excluding the ones who completed their entire secondary education there having GCE-AL Certificate and those who are registered to high schools in other countries between the years 2005-2010 and hold and will hold GCE-AL certificate soon), e) Turkish nationals or dual citizens who have a Turkish citizenship by birth whose condition is mentioned in the list of the ones who can apply indicated above, those who attend the high schools affiliated to the embassies in Turkey or foreign high schools located in Turkey. 3. APPLICATION TYPES AND QUOTAS The candidates who have necessary conditions for application can do application to be an international student at in one of the categories indicated below whose conditions is proper for him/her. Please visit page 15 of this guideline on which Table 1 that shows BEU the quotas and tuition fee of 2021-2022 academic year short-cycle and bachelor programs for international students. BEU Quota for International Students: This is the quota for the candidates who have a single foreign nationality or those who were born with foreign nationality and acquired Turkish nationality soon. Blue Card Quota: This is the quota for “Blue Card” holders who were Turkish citizen by birth but ceased their citizenship later on with regard to the permission of Turkish Nationality Law no 5901 article 28. This card is handed out by Republic of Turkish Ministry of Internal Affairs General Directorate of Population and Citizenship Affairs. Quota for Turkish Citizens who received High School Education Abroad: This is the quota for those who are Turkish Citizens or double citizens by birth and completed high schol education abroad. (This is the quota type for those whose condition is indicated on the article “d” and article “e” above) and meet the conditions. Qupta for The Syrians: This is the quota for Syrian Citizens who hold “Temporary Protection Card” and hosted in our country thanks to the incidents in Syrian Arap Republic. 6 4. DEMANDED DOCUMENTS FOR APPLICATION The candidates have to prepare the below documents in a scanned version. The language of these documents may be either in Turkish or in English. a) Biometrical photo, b) Page of the passport on which photo and id information is available. (Deadline for validity of the passport should not be expired, c) High school diploma and its approved translation into Turkish (Those who do not have high school diploma may submit Temporary Graduation Certificate), d) High School Transcript and Apostille certified Turkish translation, e) Valid exam result tor certificate to show that the candidate has at least minimum score for application, f) ID information to show application type, g) Bank receipt to show that the candidate has paid the application fee on his/her own name. h) The dual citizens have to send a document that demonstrates that their first nationality is not Turkish Nationality. (The certificate of identity register copy must be uploaded to the system by the deadline.) i) Entry and exit document to our country for candidates who are citizens of the Republic of Turkey and have completed their high school education in a foreign country except Turkish Republic of Northern Cyprus ATTENTION! The ID cards on which there is not updated photo of the candidate and the passports whose date of validity has been expired are not admitted in the process of application. The candidates are supposed to complete their application process by carrying out the application process in the direction of “Guideline to Fill in Online Application Form for International Students” on the website of within the application time and pay the application fee. Online Application System will be inaccessible on 14th of BEU July 2021 at 23: 59 local time in Turkey. 7 6. HOW TO DO APPLICATION? This paper examines the emigration and immigration system of Turkey and its cor- related visions of development. For that purpose, the paper will study the major characteristics and dynamics of emigration from Turkey into Europe (in particular Germany and the Nether- lands), and the major impact on host societies as well as on Turkey. The analysis gives particular attention to the extent to which Turkish emigration and the Turkish Diaspora have influenced economic, political and social development in Turkey. In a similar manner, we will examine the evolving nature of immigration into Turkey. Finally, we give attention to the place of these issues in EU–Turkish relations.     THE RIGHT TO CONSCIENTIOUS OBJECTION IN EUROPE: A Review of the Current Situation Quaker Council for European Affairs Preface Aware of the fact that conscientious objectors are still treated harshly in some European countries and that the right to conscientious objection is not even recognized in all the member states of the Council of Europe, the Quaker Council for European Affairs commissioned this report to highlight the problems which still remain in Europe with regard to the right to conscientious objection to military service. This report provides an overview of the current situation in Europe. In recent years many developments have taken place with regard to conscription and conscientious objection. Several European countries have suspended conscription although by 2005 most European countries still maintain conscription and most European young men are still liable to perform military service. In many countries, particularly in Eastern Europe, the Balkans and the former Soviet Union, both legal regulations on the recognition of the right to conscientious objection and actual practice are changing quickly. In other European countries, the right to conscientious objection is still not recognized fully or at all and governments persist in harsh treatment of conscientious objectors. Although there is a wealth of information available about conscription and conscientious objection in some countries, surprisingly little is known about others. Moreover, there is no recent comparative survey on conscientious objection in easily accessible format. The last survey of this kind was published in 1998 by War Resisters' International ('Refusing to bear arms - a world survey of conscription and conscientious objection to military service'), which answered the need of many organisations working on issues of conscription and conscientious objection.

As already noted, members of diasporas were instrumental in bringing development closer to home long before the introduction of formal “diaspora and development” programs. These connections occur spontaneously and are driven by a wide range of motivations, from the purely altruistic to the profit oriented, but they 5: REDUCING BARRIERS CHAPTER share one thing in common: they happen with little or no government intervention and even in the face of government resistance. One option for policymakers, then, is to encourage spontaneous engagement. But how is this done? Policymakers’ best bet is to put in place a legislative and regulatory framework that promotes diaspora involvement. Such a framework should create a web of privileges and obligations designed for a highly mobile population with multiple affinities. This chapter focuses on six sets of laws and regulations that governments have adopted to meet this goal. Many have been introduced since the year 2000. All aim to eliminate regulatory and legislative provisions that either restrict or discourage members of diasporas from traveling between home and host countries or from fully participating in their origin countries’ polity, society, and economy. Creating a conducive framework is generally not tied to a specific development goal. It may, nonetheless, have a significant developmental impact, in part by gaining diaspora members’ trust and therefore encouraging their contributions to development.

Children belong to those who are vulnerable the most. Among all different causes of statelessness, the nexus between statelessness and migration has lately become of particular importance. Since 2011, the Syrian civil war has caused that millions of Syrians were forced to flee their country. This situation has left a new generation of Syrian children at risk of statelessness. According to the Article 7 of the UN Convention on the Rights of the Child, all children have the right to nationality and birth registration without any discrimination. Nevertheless, in the context of Syrian refugees, not all children are profiting from the legal safeguards. This thesis aims to identify the causes and reasons which expose the children of Syrian refugees born in exile to statelessness. To address this burning issue, nationality laws of seven countries – Syria, Turkey, Lebanon, Jordan, Iraq, Sweden and Germany are analyzed and compared. GENERAL INFORMATION, BASIC PRINCIPLES AND RULES 1.1.Sakarya University International Student Exam (SAKARYA YOS) is an exam carried out by Sakarya University and taken by foreign or overseas students interested in studying at Sakarya University. The results of Sakarya YOS can be used by the candidate students to apply for Sakarya University or for other universities listing the Sakarya YOS as one of the accepted exams. SAKARYA YOS 2021 will be held on Saturday, June 12, 2021 at 15.00 according to local time in Turkey. As SAKARYA YOS will also be held in examination centers outside Turkey, the related local time exam hours will be announced on the official website of the university, http://yos.sakarya.edu.tr. It must be kept in mind that SAKARYA YOS will be carried out exactly at the same time in the all exam centers. 1.2. This guide covers the rules which have to be followed by the foreign or overseas candidates who would like to apply to study at Sakarya University for the academic year of 2021-2022. 1.3. The result certificate of Sakarya University YOS 2021 is valid until the last day of the following year after exam date. 1.4. Turkish and English are used as the official communication languages between Sakarya University and the candidates. 1.5. The applications for the exam can be done between 15th of March, 2021 – 15th of May, 2021 and can only be made on-line via the official web site. Purpose and Content Article 2- The purpose of this directive is to identify the applications of international bachelor degree- seeking students to Gebze Technical University and the principles of registration and acceptance. General Requirements Article 3- A) Provided to be at their last year of high school or be a graduate, applications of 1) Those who are not Turkish citizens, 2) Those who are Turkish by birth but be out of citizenship by getting permission from the Ministry of Interior and those who document to have vested right acquired by their underage children who is recorded in the declaration of alienage recognized by Turkish Citizenship Law (7th article of 5901 numbered Turkish Nationality Law states that “(1) Those who are born of a legal marriage of a Turkish mother or father in or out of Turkey are Turkish citizens”. International degree applicants had better read Turkish Nationality Law before application) 3) Those who are foreign by birth but then acquire Turkey’s citizenship / those who have dual nationality, 4) a) Among ones who are citizens of Turkey and continue their high school education in a foreign country before 01/02/2013, those who complete the last three years of high school in a foreign country except K.K.T.C. (including those who complete the whole high school education at a Turkish High School founded in a foreign country except K.K.T.C., which is coordinated by Ministry of National Education), b) Those who started high school in a foreign country after 01/02/2013 and completed the whole high school education in a foreign country except K.K.T.C.
