Biography Born in Petaluma, California, in 1909, Edwin Castagna graduated from the University of California, Berkeley, Library School and directed libraries in Reno, Nevada; and Ukiah, Glendale, and Long Beach in California. As director of the Enoch Pratt Library in 1960-1977, Castagna began a Baltimore inner-city outreach program, took over the Peabody Library, and made Pratt the state library resource center. He was known as a staunch defender of the right to read as fundamental to human liberty. Castagna was president of the Nevada and California library associations. He served as president of the American Library Association in 1964-1965 and chaired its Committee on Legislation in 1966-1968. He died November 26, 1983, in Baltimore. It is an economy necessitated by substantial deficits in the conference budgets, to which the publi­ cation of proceedings must be charged. The proceedings are a perquisite of membership. Copies are being mailed to all institu­ tional members, but the undersigned committee felt that distribu­ tion to individual members should be determined in this instance by request. By so doing, it seemed more than likely that substan­ tial savings could be effected and at the same time the needs of the membership be met. Consequently it was announced in the ALA Bulletin that all members so requesting would receive copies upon publication. Because of some uncertainty regarding the publication of these proceedings, reports of some conference meetings were not sub­ mitted. The recommended library service improvement programs are mostly on a small scale, person-to-personapproach. Some of the suggestions include: (1) training more ethnic groups to work in libraries, (2) employing bilingual librarians in communities that speak two languages, (3) purchasing library materials that are in the language of the community, (4) purchasing library materials that will help the community understand and solve its problems,(5) working with the Visiting Nurse Association to reach shut-ins and (6) training all staff members to have a friendly and outgoing attitude.
