    MINISTER-PRESIDENT GEERT BOURGEOIS ADDRESS CONFERENCE ‘25 YEARS OF FLEMISH FOREIGN AFFAIRS’ Flemish Parliament, Brussels - 10 December 2018 Speaker of the Flemish Parliament, Members of the Flemish Parliament, Colleagues, Your excellencies, And other dignitaries present here, It is my turn to offer you a warm welcome and to thank you sincerely for your presence. I am delighted that today we can commemorate and celebrate a quarter of a century of Flemish foreign policy here in our Flemish Parliament, together with so many representatives from the diplomatic community. *** In its history, Flanders has often been the battleground for world conflicts. For the first time, it is now a subject of international law, competent to participate fully in ‘the international traffic’. This creates new opportunities, but also new responsibilities. […] Flanders now has the opportunity and also the formidable challenge to pursue a 'modern' external policy, responding to the new challenges and taking into account its own possibilities and limitations”. That, ladies and gentlemen, was written by my predecessor Luc Van den Brande, Minister- President and Minister of what was then called “External Relations”, in the policy letter that he submitted on 17 November 1993 to the Flemish Council, the forerunner to the Flemish Parliament. Six months earlier, a constitutional amendment, a special act and an ordinary law - all dated 5 May 1993 - had considerably broadened Flanders' means and possibilities to take action on the international level. We could consider those texts as the "birth certificate" and 5 May 1993 as the “date of birth” of Flemish foreign policy. Flanders was, of course, already present abroad and active internationally before 1993.

    EUROPEAN UNION Committee of the Regions The Committee of the Regions and the Belgian Presidency of the Council of the European Union Mercedes BRESSO President of the Committee of the Regions Belgium: a creative country in the field of multilevel governance In common parlance, "Brussels" has become synonymous with European power, vaguely encompassing all the institutions. Unfortunately too, in the language of the Euro-sceptics, the term frequently denotes a bureaucracy that is associated with the image of a cold and inflexible machine. In short, "Brussels" symbolises the persistent remoteness between the European Union and the general public, a remoteness that is unanimously condemned. Yet nevertheless, for the next six months, "Brussels" is going to be close at hand. Such a statement is not a tribute to the surrealism with which the Belgians are so familiar, but rather the consequence of a very significant point: Belgium today is one of the most creative countries in the field of multilevel governance. In other words, for the Committee of the Regions the expectations in this area are great. The Belgian Presidency will probably not be the last one which will have to deal with the upheavals that the deep economic, financial and even monetary crisis has brought about for the 27 Member States. Its geographic proximity to the European institutions and the long experience of its politicians and administrators should, however, help it to take rapid decisions when required. The standard agenda, which is not inconsiderable, remains: the establishment of new institutional structures arising from the Treaty of Lisbon to which the Committee will pay particular attention, the relaunch of the internal market, the international negotiations on climate change, the implementation of the Stockholm programme in the area of justice, liberty and security, and the continuation of the enlargement process.

Barroso, Verheugen, Fischer Boel and Žagar to address assembly On Wednesday 6 February, the Committee of the Regions (CoR) will elect a new President to serve for the second half of its current four-year term, which runs to February 2010. The first plenary session of the year, which will take place in the European Parliament, will also see the election of the CoR's new First Vice-President, 27 Vice-Presidents of the national delegations and other members of the Bureau. Current First Vice-President Luc Van den Brande, Belgian senator, former Minister-President of Flanders and a member of the Flemish Parliament (EPP/BE), is expected to succeed Michel Delebarre, Mayor of Dunkirk (PES/FR), as President. This follows an agreement between the CoR's political groups for the two politicians to switch functions half-way through the mandate. Mr Van den Brande will hold a joint press conference with M. Delebarre in the European Parliament press conference room at 17:00 on 6 February (interpretation: FR, DE, IT, NL, EN, ES, PL). European Commission President José Manuel Barroso, Vice-President Günter Verheugen (enterprise and industry), Commissioner Mariann Fischer Boel (agriculture and rural development) and Ivan Žagar, Slovenian Minister for Local Self-Government and Regional Policy, have been invited to address the members. In the first place a very com­ prehensive revision of the Constitution changed the country into a genuine fede­ ral state. In the second place there was the death of King Baldwin I, who had been on the throne for more than 40 years, and his succession by his brother, beco­ ming Albert II . The second half of the year was marked by the failure of the 'so­ cial pact' and the elaboration of a crisis plan containing drastic measures with respect to public finances, the competitiveness of the Belgian economy and em­ ployment. I. The execution of the 'Saint-Michael-agreement' A. The revision of the constitution The Saint-Michael-agreement on the reform of the state had been concluded in September 1992 by the governing parties (CVP, PSC, SP, PS) , and also received the support of the Volksunie and bath Green parties Agalev and Ecolo. The latter had asked the introduction of an 'eco-tax' on polluting products and packings, but social unrest in (Walloon) plants producing pvc - one of the products to be taxed - led the PS and the PSC to ask fora renegotiation of the agreement. A com­ promise was reached on January 15. The introduction of the tax was to be post­ poned till July 1st. The tension between the governing parties was to become even higher, when the Flemish prime-minister Luc Van den Brande declared in La Libre Belgique that the Saint-Michael-agreement was just one more step towards a more auto­ nomous Flanders.

SINCE 1945, international politics have become much more complex. Gradually, new non-state actors have entered the international scene (for an overview, see: Arts, Noortmann and Reinalda 2001). Some of these non-state actors are of a non-territorial nature; for instance non-governmental organizations or multinational corporations. Others have a territorial nature (e.g. ‘micro- regions’ such as Québec and Catalonia or ‘macro-regions’ such as the European Union and Mercosur). One can also observe that cities such as London and New York seem to feel the urge to enter the international or diplomatic scene themselves, so as to better defend their own interests in a complex and ever more interdependent world. For the scholar, these trends offer a myriad of opportunities to delve into. One of the first scholars who tried to come up with a name or label to ‘identify’ this assembly of rather diverse forms of non-state diplomacy, is Panayotis Soldatos (Montréal) (Soldatos 1990; Soldatos 1993). He coined for the first time the term ‘paradiplomacy’, an abbreviation of ‘parallel diplomacy’. One could define this as ‘the foreign policy of non-central governments’ (Aldecoa and Keating 1999; Boyer 2001).
