In granting this sanction it is understood and agreed that USA Swimming and Wisconsin Swimming, Inc. shall be free from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event. Lanes are 7' 4" wide with 6‐inch Kiefer Wave Eater Lane Lines and Kiefer Elite Starting Platforms. CTS backstroke start wedge systems may be used. A fully Automated Colorado Time System will be used including a System 6 Timing Console with Aqua Grip Touch Pads, backup button plungers and a large digital display board. Hy-Tek Meet Manager 8.0 will compute all results. A large spectator area will be available for overflow athlete seating if needed for social distancing. Warm-up pool available for continual use. The course has been certified in accordance with USA Swimming Rule 104.2.2C (4). A copy of this certification is on file with USA Swimming. FORMAT: This meet is a SCY Prelims/LCM Finals meet, deck-seeded with circle seeding for morning session. “No Times” or “Coaches Times” will not be accepted for any sessions of this meet. The 400 IM, 400/500 and 800/1000 Freestyle will be swum fastest to slowest alternating women and men. ELIGIBILITY: The meet is open to registered USA athletes who have met the qualifying times shown on the list of events. All entry times must have been achieved between the qualifying time date range for the meet beginning on Thursday, November 1, 2018 through Monday, November 30, 2020. Each entry times used must be from a Sanctioned, Approved or Observed Swim in accordance with USA Swimming Rules and Regulations await notes. The Meet Director or Meet Referee may assist the swimmer in making arrangements for such supervision, but it is the swimmers responsibility to make such arrangements prior to the start of the meet. BONUS SWIMS Swimmers must have at least one provable entry time in order to enter the meet in a bonus swim. Bonus swims are offered based on the following: a. 1 proven time allows for 2 bonus events b. 2 proven times allows for 3 bonus events c. 3 proven times allows for 3 bonus events d. 4 proven times allows for 2 bonus events e. 5 proven times allows for 1 bonus events No bonus swims allowed in the 1000 or 1650 Freestyle. PX3 Speedo Winter Elite/18&Under Juniors 1 FINAL COVID Safety Plan This plan will have swimmers in 10 of the 20 available short course yard competition lanes during the prelim for PX3 Elite Meet session leaving 10 lanes for continuous warm up and cool down throughout the prelim session. During the According to Finals session we will use all 10 lanes long course meters and have 4 short course lanes available in the water Rule 202.4.16 park for continuous warm up and cool down. Pool Capacity: Current municipal limit is 25% Capacity (300 Athlete Meet CAP). If projected number of athletes is close to this number entries will stop being accepted. There is ample deck space to maintain 6-foot distancing with a few exceptions noted below. Face masks are required when social distancing is not possible. Health Monitoring: It is expected that all swimmers, coaches, officials, and volunteers are COVID symptom free and without known contact with someone with COVID symptoms or diagnosis within the last 2 weeks. All swimmers, coaches and volunteers entering facility will be screened. All persons admitted to the pool deck must check their temperature before coming to the facility. Anyone over 100.4 degree may not enter the facility. Entry and Exit: Athletes, Coaches, Officials and Volunteers will enter the pool through the Aqua Arena Entrance of the RecPlex. Swimmers will then travel onto the deck by walking through the locker rooms. Coaches, Officials and Volunteers must check in at the table in front of the aqua desk with credentials and/or volunteer confirmation. A meet marshal shall be placed at the Aqua Desk to ensure that only Athletes, Coaches, Officials and Volunteers are allowed past the aqua desk. Locker rooms: Locker rooms will be available for swimmers to use, but limited to 4 swimmers at one time during the meet sessions monitored by a marshal on each side. When entering or exiting the facility swimmers will travel through the athlete locker rooms. Showers are not allowed at this time, but changing is allowed at this time to prevent swimmers from getting sick. Mask must be worn in the locker rooms at all times. Swim bags shall be placed in the designated swimmer team areas. Bathrooms will be cleaned regularly per RecPlex facilities safety plan. Spectators: Spectators are not allowed inside the facility at this time. Spectators are encouraged to practice social distancing and/or wear masks when social distancing is not possible. Spectators have access to the lobby restrooms right inside the aqua arena facility entrance. Those traveling to the meet with athletes will have options to stream the meet. Mask required when coming in to use the restrooms. The meet will be live streamed and those wishing to watch are encouraged to do so in a socially distant manner. Warm-up: Warm-up will be limited to 4 swimmers per lane, which is the current facility limit for practice. Social distancing will be enforced by marshals, officials and/or coaches. A marshal, official and/or coaches will be assigned to manage the warm-up lanes. Swimmers may be limited to the amount of warm-up/down time at the discretion of the meet referee. Warm up lanes and times will be assigned and sent out prior to the start of each session. Starts: Finishing swimmers will swim back down the lane to the opposite end and exit at the bulkhead or pool end and follow the marked exit route away from the competition area. Deck set-up: Deck marking, and signage will be posted throughout the facility to help attendees maintain 6-foot spacing throughout the meet. Hand sanitizing stations and disposable face mask will be available upon entry and on the deck. Swimmers will enter through the Aqua Arena entries and enter or exit the deck through athlete locker rooms. Face mask will be $1.00 and available at the RecPlex Guest Services front desk. Teams are encouraged to provide mask to swimmers who come unprepared. Clerk of Course Line: Clerk of Course will be located outside of the shark room at a table clearly marked clerk of course. Markers will help to show 6-foot distances from the table. Swimmer Rest Area: Swimmers will have established rest areas. Areas will be marked off indoors on the far end of the pool, in the aquatic mezzanine or in the waterpark area. There will be marked aisles to facilitate movement to and from the rest area. Swimmers may leave the facility to be with their families throughout the meet as well at their coaches’ discretion. PX3 Speedo Winter Elite/18&Under Juniors 2 FINAL Coaching Area: A Deck Coaching Area will be established along Lane 1 and Lane 10 of the competition pool. This area will be for coaches and athletes to be able to safely discuss races and also for coaches to actively coach throughout the event. Coaches and athletes will station themselves in a position to speak with each other 6-feet apart whenever possible. Coaches will wear masks at all times. Swimmers will wear mask when not about to warm up/cool down or compete. Behind the Blocks/Heat Prep Areas: There will be markers behind the blocks to mark the position for the swimmer and for timers. Along Lane 1 of the pool will be multiple check points for athletes to be lined up and given a safe area to remove personal items and their mask before racing. An aisle will be marked for the movement of runners and other meet workers behind the blocks.
