In granting this sanction it is understood and agreed that USA Swimming and Wisconsin Swimming, Inc. shall be free from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event.

FACILITIES: The competition pool is a 10‐lane, 50‐meter indoor pool ranging from 7' 0" to 7' 1" in depth that can be configured into Two-Twenty-five (25) Short Course Yard or One-Fifty-Meter-Long Course Venue Pool. Lanes are 7' 4" wide with 6‐inch Kiefer Wave Eater Lane Lines and Kiefer Elite Starting Platforms. CTS backstroke start wedge systems may be used. A fully Automated Colorado Time System will be used including a System 6 Timing Console with Aqua Grip Touch Pads, backup button plungers and a large digital display board. Hy-Tek Meet Manager 8.0 will compute all results. A large spectator area will be available for overflow athlete seating if needed for social distancing. Warm-up pool available for continual use. The course has been certified in accordance with USA Swimming Rule 104.2.2C (4). A copy of this certification is file with USA Swimming.

FORMAT: This meet is a SCY Prelims/LCM Finals meet, deck-seeded with circle seeding for morning session. “No Times” or “Coaches Times” will not be accepted for any sessions of this meet. The 400 IM, 400/500 and 800/1000 Freestyle will be swum fastest to slowest alternating women and men.

ELIGIBILITY: The meet is open to registered USA athletes who have met the qualifying times shown on the list of events. All entry times must have been achieved between the qualifying time date range for the meet beginning on Thursday, November 1, 2018 through Monday, November 30, 2020. Each entry times used must be from a Sanctioned, Approved or Observed Swim in accordance with USA Swimming Rules and Regulations await notes. The Meet Director or Meet Referee may assist the swimmer in making arrangements for such supervision, but it is the swimmers responsibility to make such arrangements prior to the start of the meet.

BONUS SWIMS Swimmers must have at least one provable entry time in order to enter the meet in a bonus swim. Bonus swims are offered based on the following: a. 1 proven time allows for 2 bonus events b. 2 proven times allows for 3 bonus events c. 3 proven times allows for 3 bonus events d. 4 proven times allows for 2 bonus events e. 5 proven times allows for 1 bonus events

No bonus swims allowed in the 1000 or 1650 Freestyle.

COVID Safety Plan This plan will have swimmers in 10 of the 20 available short course yard competition lanes during the prelim for PX3 Elite Meet session leaving 10 lanes for continuous warm up and cool down throughout the prelim session. During the According to Finals session we will use all 10 lanes long course meters and have 4 short course lanes available in the water Rule 202.4.16 park for continuous warm up and cool down. The competition pool is a 10‐lane, 50‐meter indoor pool ranging from 7' 0" to 7' 1" in depth that can be configured into Two-Twenty-five (25) Short Course Yard or One-Fifty- Meter-Long Course Venue Pool. Lanes are 7' 4" wide with 6‐inch Kiefer Wave Eater Lane Lines and Kiefer Elite Starting Platforms. CTS backstroke start wedge systems may be used. Pool Capacity: Current municipal limit is 25% Capacity (300 Athlete Meet CAP). If projected number of athletes is close to this number entries will stop being accepted. There is ample deck space to maintain 6-foot distancing with a few exceptions noted below. Face masks are required when social distancing is not possible. Health Monitoring: It is expected that all swimmers, coaches, officials, and volunteers are COVID symptom free and without known contact with someone with COVID symptoms or diagnosis within the last 2 weeks. All swimmers, coaches and volunteers entering facility will be screened. All persons admitted to the pool deck must check their temperature before coming to the facility. Anyone over 100.4 degree may not enter the facility. Entry and Exit: Athletes, Coaches, Officials and Volunteers will enter the pool through the Aqua Arena Entrance of the RecPlex. Swimmers will then travel onto the deck by walking through the locker rooms. Coaches, Officials and Volunteers must check in at the table in front of the aqua desk with credentials and/or volunteer confirmation. A meet marshal shall be placed at the Aqua Desk to ensure that only Athletes, Coaches, Officials and Volunteers are allowed past the aqua desk. Locker rooms: Locker rooms will be available for swimmers to use, but limited to 4 swimmers at one time during the meet sessions monitored by a marshal on each side. When entering or exiting the facility swimmers will travel through the athlete locker rooms. Showers are not allowed at this time, but changing is allowed at this time to prevent swimmers from getting sick. Mask must be worn in the locker rooms at all times. Swim bags shall be placed in the designated swimmer team areas. Bathrooms will be cleaned regularly per RecPlex facilities safety plan. Spectators: Spectators are not allowed inside the facility at this time. Spectators are encouraged to practice social distancing and/or wear masks when social distancing is not possible. Spectators have access to the lobby restrooms right inside the aqua arena facility entrance. Those traveling to the meet with athletes will have options to stream the meet. Mask required when coming in to use the restrooms. The meet will be live streamed and those wishing to watch are encouraged to do so in a socially distant manner. Warm-up: Warm-up will be limited to 4 swimmers per lane, which is the current facility limit for practice. Social distancing will be enforced by marshals, officials and/or coaches. A marshal, official and/or coaches will be assigned to manage the warm-up lanes. Swimmers may be limited to the amount of warm-up/down time at the discretion of the meet referee. Warm up lanes and times will be assigned and sent out prior to the start of each session. Starts: Finishing swimmers will swim back down the lane to the opposite end and exit at the bulkhead or pool end and follow the marked exit route away from the competition area. Deck set-up: Deck marking, and signage will be posted throughout the facility to help attendees maintain 6-foot spacing throughout the meet. Hand sanitizing stations and disposable face mask will be available upon entry and on the deck. Swimmers will enter through the Aqua Arena entries and enter or exit the deck through athlete locker rooms. Face mask will be $1.00 and available at the RecPlex Guest Services front desk. Teams are encouraged to provide mask to swimmers who come unprepared.  Clerk of Course Line: Clerk of Course will be located outside of the shark room at a table clearly marked clerk of course. Markers will help to show 6-foot distances from the table.  Swimmer Rest Area: Swimmers will have established rest areas. Areas will be marked off indoors on the far end of the pool, in the aquatic mezzanine or in the waterpark area. There will be marked aisles to facilitate movement to and from the rest area. Swimmers may leave the facility to be with their families throughout the meet as well at their coaches’ discretion.

 Coaching Area: A Deck Coaching Area will be established along Lane 1 and Lane 10 of the competition pool. This area will be for coaches and athletes to be able to safely discuss races and also for coaches to actively coach throughout the event. Coaches and athletes will station themselves in a position to speak with each other 6-feet apart whenever possible. Coaches will wear masks at all times. Swimmers will wear mask when not about to warm up/cool down or compete.  Behind the Blocks/Heat Prep Areas: There will be markers behind the blocks to mark the position for the swimmer and for timers. Along Lane 1 of the pool will be multiple check points for athletes to be lined up and given a safe area to remove personal items and their mask before racing. An aisle will be marked for the movement of runners and other meet workers behind the blocks. Volunteers and Officials: The following workers would be inside the marked areas of the facility. All Officials, Coaches and Volunteers will wear masks.  Deck Officials: Stationed per the meet referee’s instruction. Wisconsin Officials Rules will be followed. Mask required.  Administrative Officials: Stationed in Shark Room. Mask Required.  1-2 Runners: Delivering timer sheets and DQ notification summaries to the AO and computer operator when needed. Mask required.  10 Back-Up Lane Timers: 1 timer per lane. Mask required. When on starting end (100s and up) timers will be placed a minimum of 6-feet behind the lane for the start of each race and move to pool edge after the racing swimmer has entered the pool to race and on the last 50-yard swim before the finish. When the race ends, timers will move back to the mark that is a minimum of 6-feet behind lane to allow the swimmer in the next heat to walk up behind the blocks. This same format will be used in the long course meter set up with the exception of the 50 Meter which will have timers stationed on the finishing end of the pool.  2 Chief Timers: Positioned behind finishing end. Start watch on every race to provide back-up if needed. Mask required.  5-10 Clerk of Course Workers: Number depends on size of meet and age of competitors. Duties are to direct swimmers to marks in clerk of course line and signal swimmers to move to next mark when appropriate. Mask required.  Up to 12 Meet Marshals: Number depends on size of meet and age of participants. Duties are to enforce social distancing during warm-up and throughout the meet and monitor entry to the facility. Mask required.  2 Event Video Operators: Manages display of current event number and heat that is being broadcast out for the meet to be scene live. Mask required.  1 Announcer: Stationed in the Shark Room and sometimes on deck or in Aqua Mez. Additional duty to help encourage and promote social distancing. Mask required.  2 Timing System Operators: Stationed in the Mez with view of the finishing end. Mask required.  2-3 Computer Operator: Stationed in the Mez if needed or in the Shark Room with a view of finishing end in direct communication with the timing system operator. Mask required.  1-2 Meet Technical Specialist: Ensures continued proper operation of timing system, computer system and other equipment throughout the meet. Mask required. ACCESS: Access to the meet will be restricted to Athletes, Coaches, Officials and Volunteers working the meet. Officials must show their current USA-S registration card or deck pass in order to receive deck privileges. Parents and other non-swimmers not involved in the running of this meet are requested to remain in designated spectator areas if any are allowed at the time of the meet. Non – Athlete Registration cards do NOT grant access to the pool deck at any time. All Athletes, Coaches, Officials and Volunteers will be required to complete and sign a competition Waiver of Liability Release and Indemnity before being allowed onto the deck. –waiver coming in email. The Meet Director and Meet Referee reserve the right to limit deck access in the event of overcrowding, inappropriate behavior or for any reason concerning the safety or the efficient operation of the meet. USA- S Rules of Conduct will be strictly enforced.

CREDENTIALS: Registration Credentials for coaches, managers and chaperones shall be issued to those persons listed on the submitted team entry forms, according to the following formula, based upon the total size of the team, whether comprised of one or both sexes. Managers and trainers must be included in this formula and on the entry form to receive a credential. Athletes entered in the meet will receive a deck pass as part of their entry fee. For clubs that wish to bring one certified massage therapist with their teams. All massage therapists must be non-athlete members of USA Swimming. 1-3 swimmers in individual events or 1 relay only team with any number of alternates: 1 deck pass. 4-6 swimmers in individual events; 2 deck passes. 7-9 swimmers in individual events; 3 deck passes. 10-20 swimmers in individual events; 4 deck passes. 21-30 swimmers in individual events; 5 deck passes. 31-40 swimmers in individual events; 6 deck passes. 41-50 swimmers in individual events; 7 deck passes. 51 or more swimmers in individual events; 9 deck passes. Unattached swimmers with a team shall be included in above schedule even if listed on separate entry blank. Unattached swimmers not with a team: 1 deck pass.

DECK CHANGING: Deck changes are prohibited

CODE OF Any individual who exhibits a behavior of a threatening, abusive or derogatory manner toward an CODUCT: official or member of the meet operations committee is subject to immediate removal and further expulsion from the meet. Coaches will be notified of the actions of their respective teams. Anyone found to be misrepresenting themselves as a certified coach will be removed from the deck. The Code of Conduct for USA Swimming as outlined in Article 304.2 and 304.3 will be enforced at the meet.

DISABILITIES: Pleasant Prairie Patriots Swim Team welcomes athletes with disabilities. Please alert the Meet Director to any accommodations that may be required before the entry deadline.

ENTRY LIMITS: Prelims/Finals- Individuals: Three (3) events per day with a maximum of (6) events for the meet, plus relays. Athletes may enter as many events as desired but must “scratch down” to a maximum of 6 events for the meet. National Classification may be offered at this event for swimmers with a physical impairment. If you require a national classification, please contact the meet director.

ENTRY FORMS: All entries must be made online using OME, which will open October 19th at 3 pm CST. OME is not an eligibility report. It is the coach’s responsibility to know for which events his or her athlete is qualified. Only times found in the SWIMS database are used for seeding in this meet. All entry times must have been achieved between the qualifying time date range for the meet beginning on Thursday, November 1, 2018 through Monday, November 30, 2020. Each entry times used must be from a Sanctioned, Approved or Observed Swim in accordance with USA Swimming Rules and Regulations. The OME for this event is formatted to force the use of the fastest provable entry time found during the qualifying entry period.

The host will provide a Team Manager or suitable event file on the host web site and at the time of the distribution of the Meet Packet to the club contacts. The event file can be used to assist you in completing your entries in the OME.

Coaches can update entry times until the close of the OME. By not checking out, coaches maintain the flexibility to remove swimmers or events. Once you check out of the OME you cannot delete existing entries. You may return to update time for existing athletes, and new swimmers and events up until the close of the OME entry period. You must check out of the OME prior to the entry deadline to have your entries placed in the meet. Times entered in the OME do not automatically update. If there have been improved times since you started the entry process the coach or person making entries must update times for this process to happen. Once you have completed your online entry, you will receive an email confirmation. If you do not receive a confirmation from the OME you need to contact the Meet Director, Steve Frye, immediately. After an entry has been submitted, removals must be managed by Meet Admin Staff. Please keep ALL electronic correspondence and bring them with you to the meet.

Coaches MUST use OME to apply for credentials. Please see credential area for more information. For a swimmer to represent a USA Swimming Club in a competitive event, one hundred twenty (120) days must have elapsed without a swimmer having represented any other USA Swimming Club in a USA Swimming competition. Each team should make one check payable to: Village of Pleasant Prairie RecPlex or RecPlex for all entry fees. NO individual checks will be accepted. Entry fees including any entry surcharges must be received prior to the start of the meet. ALL mail requiring signature confirmation for delivery will NOT be accepted. ENTRY FEES: $25.00 swimmer surcharge for each athlete participating in the meet. ($4.00 goes to WIS Swimming/$10 goes to RecPlex to cover COVID COST/$5.00 goes to the meet travel award fund/$6.00 goes to PX3 Swim Team) Individual Event Entry fee is $11.00 Bonus Event Entry fee is $15.00 Entry fees for deck entries, if accepted, will be: $16.00 for individual deck entry per event Any NEW athletes entering in the meet through a deck entry will be required to also pay the $25.00 swimmer surcharge and be able to provide proof of all entry times via USA Swimming Times Database.

ENTRY All entries must be submitted using OME (see OME entry procedures) by Wednesday, December 2, 2020 at DEADLINE: 3:00 PM CST. Psych Sheets are electronically sent to the person on file for the club entry based on contacts from the OME. Psych Sheets are made available to each attending team and posted on the club web site: www.patriot-swimming.com by no later than Wednesday, December 2, 2020 at 6:00 PM CST. Following the distribution of the psych sheet corrections to current entries will be accepted until Midnight CST December 4, 2020. No further corrections, revisions or deletions to current entries will be accepted after this deadline.

SCRATCH Friday prelim events: Scratches will be 60 min prior to session start time. Saturday & Sunday prelim events SCHEDULE: Scratches for the next day’s events must be received no later than 6 pm the evening prior to the event. If any Top 10 athletes down seeds they will be placed in the fastest preliminary heat. Athletes seeded 11th place or after will be notified sequentially of the opportunity to swim in the A Final until all spots fill. Exercising the Option of Scratching from Prelims: To preserve this right, the swimmer or the swimmer’s coach must indicate that intention by checking the second box on the Scratch Sheet, signing the Scratch Sheet, and depositing it in the Scratch Box within the 30-minute scratch period of the event for which the intent is being exercised. If you declare that you may want to scratch from an event, you must declare your final intention to scratch within 30 minutes following your last individual preliminary event.

SCRATCH Failure to swim a prelim event will mean disqualification from the next event for that day. Swimmer RULE: must then declare Intent to Swim for the following days. Swimmers qualifying for a final in an individual event not wishing to swim finals must scratch within the announced “scratch time” and notify the Administrative Official at the Resolution Desk. Any swimmer qualifying for a final in an individual event, who fails to compete in said event without scratching as noted above, shall be barred from further competition for the remainder of the meet. The Referee may waive this penalty due to illness or injury or for circumstances beyond the Swimmer’s control. It is the swimmer’s responsibility to report to the assigned heat and lane. Alternate swimmers should be present for possible placement in an open lane during finals. The names of the alternate swimmers

will be called should a vacancy occur. Please note that a medical scratch approved by the Meet Referee, counts as an event and is regarded as a DQ, with no penalty imposed.

Swimmers seeded in an A final are required to check-in to the ready area prior to the start of the C Final for that event. They are not required to parade to the blocks, but check-in is required. Any swimmer not checked in by that time shall be disqualified for Failure to Compete. Scratching from Finals: To scratch from finals, either the swimmer or the swimmer’s coach must fill out and sign a Scratch Sheet within the 30-minute scratch period. Exercising the Option of Scratching from Finals Within 30 Minutes of Your Last Event of the Session: If your decision to scratch from finals is contingent on how you place in one or more subsequent individual events, you may delay your decision to scratch from an event until no later than 30 minutes following your last individual event.

WARM UP INFORMATION: Friday, Saturday, and Sunday will be single session warm ups using both the Lakeview and Waterpark sides of the 50 M pool regardless of course set up for open, lap swim warm ups only in all lanes, during warm up time there will be no dive entries. The waterpark will be available throughout the LCM Final Sessions of the meet for warm-up and cool down use. Wisconsin Swimming and RecPlex Aqua Arena warm-up procedures will be followed. Coaches will maintain control of all activities in their warm-up lanes. If meet cap of 300 swimmers is met, we will open up the pool early as an open warm up to ease overcrowding. The Meet Referee will resolve any warm-up disputes.

WARM-UP Wisconsin Swimming warm-up procedures will be enforced. Only swimmers entered in individual events PROCEDURES: in each session may participate in that session’s warm-up period. All swimmers must be under the direct supervision of a USA Swimming registered coach. Any swimmer entered in the meet must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or swimmer’s legal guardian to ensure compliance with this requirement.

WARM UP PRE- MEET and GENERAL WARM –UP SESSIONS GUIDELINES: • Control/Supervise: Key words for safe warm-ups. • A designated supervisor shall be on deck during the entire warm-up period. • Marshalls will be actively supervising the warm-ups to ensure proper procedures are followed. • Swimmers shall enter the water feet first except for starts which are limited to specified lanes or times. • The warm-up/warm down area will be supervised pursuant to the rules at all times. • No paddles, bungees, buoys or kick boards are allowed. • No diving in lanes other than those designated for racing starts in an unassigned warm up session. • The Meet Announcer may announce lane changes and /or warm- up changes. • Coaches should understand that responsibility for supervision of their swimmers is the same at meets as when on deck at practice. • Marshalls have the authority through the Meet Director and Meet Referee over warm-up. A swimmer and/or coach may be removed from the deck for interfering with the Marshall. • The Meet Referee shall have the responsibility to establish and enforce rules for safe conduct within the competitive pool area during the duration of the swimming competition. • There shall be at least one Marshall at each end of the warm up area to ensure the warm- up procedures will be followed. • Warm-up procedures shall be enforced for any breaks scheduled during the competition

STARTS AND Starts and Sprints will be conducted at the times as referenced. Starts and sprints will be permitted in all SPRINTS: warm up lanes. Please refer to the information regarding starts and sprints listed below. During sprints, swimmers will start from the starting blocks, exit at the bulkhead and walk back to the start area. Warm- up information will be posted at the Clerk of Course area and the athlete bleacher area.

RULES: Current USA–S and Wisconsin Swimming Rules and Regulations shall govern the meet.

INDIVIDUAL Finals will swim as follows: Bonus (C), Consolation (B), Final (A). Points for individual events will AWARDS: be awarded on a 24-21-20-19-18-17-16-15-14-13-11-9-8-7-6-5-4-3-2-1 basis. Individual high point awards will be awarded in the amateur division (1st place male and female). No points awarded for C Final.

50 FREE Saturday 50 Free Shoot Out: Round 1 will be first swims of the evening. C and B final will fall in line with SHOOTOUT: Order of Events. Round 2 will be following the C and B final 50 swims. Round 3 will follow the A Final of the Men’s 200 Breaststroke. Round 4 will be following the A Final of the Women’s 500/400 Free. During Round 4 the swim off for 3rd place will swim first then top two that have advanced. Swim order will be top to bottom of bracket order.

INDIVIDUAL Prelims/Finals: (Speedo) award prize packs for the meet will be given to AMATEUR ATHLETES for AWARDS: 1st, 2nd and 3rd place. For this meet, an AMATEUR ATHLETE will be defined as an athlete who either 1) has not completed their NCAA eligibility, or 2) has not given up their eligibility to compete as an amateur athlete at the NCAA level. Award ceremonies will occur during the finals sessions and will be included in the complete timeline for the meet.

TEAM High Point Team Trophies (1st, 2nd and 3rd) will be awarded in the following categories: male team, AWARDS: female team and combined team.

A portion of the swimmer surcharge will go into a meet travel award fund. This fund will be distributed to the 1st, 2nd and 3rd place combined team winners. The host team is not eligible for travel fund money but is eligible to receive a team trophy.

FINAL RESULTS: Results to SWIMS file will be sent electronically the Wisconsin Swimming SWIMS Chair within 24 hours. Wisconsin Swimming will complete a meet results upload to the SWIMS database within 72hours. Complete results in publication format including splits will be given in the meet results. Results for TM, MM, BKUP of the meet will be given to each attending club utilizing the contacts provided in the meet entry. If additional outlets require results, please forward a request to the meet director.

HEAT SHEETS: Will be available on Meet Mobile and www.patriot-swimming.com

CONCESSIONS: A concessions area may be available downstairs by the entrance to the facility out of the RecPlex Splash Bar. Athletes are permitted to drink while sitting on deck.

MERCHANDISE: A “swim shop” of swim merchandise will be on site for this event.

HOSPITALITY: There will be a hospitality area available for officials and coaches working the meet.

SAFETY: Activities in the pool area that may result in injury are prohibited. Event Marshals will be appointed to monitor the activities of swimmers and spectators during warm-ups and the meet and are empowered by the safety rules of Wisconsin Swimming and The RecPlex to enforce the safety procedures. Repeated violations or activities that are considered to be sufficiently dangerous may result in ejection from the meet. Access to the pool/deck area will be limited as previously described. Swimmers failing to comply with the above safety rules are subject to disqualification and/or expulsion from the meet at the discretion of the Meet Referee. Glass and shatterable items are prohibited in the pool area. Use of audio or visual recording devices, including a cell phone, is not permitted behind the starting blocks in changing areas, rest rooms or locker rooms. Any one requesting access to the competition deck area for the purposes of team or individual photography must notify the Meet Director in advance in order to receive clearance. Access will be restricted so as to not allow for any interruption of the successful conduct of the meet. All other photographic opportunities must be conducted from the spectator seating area. It is the responsibility of the coach and athlete to acquaint themselves with all of the information contained in the Meet Letter document.

DRONE USE: Operation of a drone or any other flying apparatus is prohibited over the venue (pool, athlete’s/coach areas, spectator area and open ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present

UNDERWATER Operation of a video recording devices in the water is prohibited in any pool in the complex throughout the VIDEO USE: competition period.

MAAPP Policy: Pursuant to Wisconsin Swimming, Inc. mandate, all applicable adults participating or associated with respective meet to which this information applies, acknowledge that they are an applicable adult, subject to the provisions of the USA Swimming Minor Athlete Abuse Prevention Policy (“MAAPP”), and that they understand the compliance with the MAAPP Policy is a condition of participation in the conduct of this competition.

Release and Hold Harmless Agreement As a participant in the program of the RecPlex, owned and operated by the Village of Pleasant Prairie, I recognize and acknowledge that there are certain risks of physical injury, and I agree to assume the full risk of any injuries, damages, or losses, which I may sustain as a result of participating in all activities connected with or associated with such program. I agree to relieve and relinquish all claims: I have as a result of participating in the program, against the Village of Pleasant Prairie and its officers, agents, and employees. YOU UNDERSTAND THAT YOU HAVE WAIVED AND SURRENDERED VALUABLE LEGAL RIGHTS. YOU HAVE SIGNED THIS WAIVER VOLUNTARILY; AFTER DUE NEGOTIATIONS, IN EXCHANGE FOR THE CONSIDERATION DESCRIBED ABOVE.

This Agreement and its terms bond a relationship between Pleasant Prairie Patriots Swim Team, Wisconsin Swimming, Inc., and USA Swimming, Inc. and yourself. Each time you participate in these activities, you affirm the terms of this Agreement and agree to indemnify and hold Pleasant Prairie Patriots Swim Team, Wisconsin Swimming, Inc., and USA Swimming, Inc. and its employees harmless from all liability and claims, as stated above. The Services are provided under this Agreement by Pleasant Prairie Patriots Swim Team, through sanction by Wisconsin Swimming, Inc., and USA Swimming, Inc.
