Institute for Science and International Security ISIS REPORT March 19, 2012 Department 70 and the Physics Research Center: Extensive Interest in Nuclear Fuel Cycle Technologies By David Albright, Paul Brannan, Mark Gorwitz, and Andrew Ortendahl On February 23, 2012, ISIS released the report, The Physics Research Center and Iran’s Parallel Military Nuclear Program, in which ISIS evaluated a set of 1,600 telexes outlining a set of departments or buying centers of the former Physics Research Center (PHRC). These departments appeared to be purchasing a variety of goods for specific nuclear technologies, including gas centrifuges, uranium conversion, uranium exploration and perhaps mining, and heavy water production. Figure 1 is a list of the purposes of these departments. The telexes are evaluated in more depth in the February 23, 2012 ISIS report and support that, contrary to Iran’s statements to the International Atomic Energy Agency (IAEA), the PHRC ran a parallel military nuclear program in the 1990s. In the telexes, ISIS identified a department called Department 70 that is linked to the PHRC. This department tried to procure or obtained technical publications and reports from a document center, relevant know-how from suppliers, catalogues from suppliers about particular goods, and a mini- computer from the Digital Equipment Corporation. Department 70 appears to have had personnel highly knowledgeable about the existing literature on a variety of fuel cycle technologies, particularly gas centrifuges. Orders to a British document center reveal many technical publications about gas centrifuges, atomic laser isotope enrichment, the production of uranium compounds including uranium tetrafluoride and uranium hexafluoride (and precursors such as hydrofluoric acid), nuclear grade graphite, and the production of heavy water. -

Building 9731 – Secret City Festival’s Y-12 public tour Or: Building 9731 to be featured in Secret City Festival's public tour (title provided by The Oak Ridger) In March 1943 the very first structure to be completed at the newly emerging Y-12 Electromagnetic Separation Plant was Building 9731. It was only a little over a month earlier that ground had been broken for the first of nine major buildings designed to hold cautrons (CALifornia University Cyclotron). But the real push had been to complete the construction of a smaller building, one with a high bay and especially designed to house four very special units of newly designed equipment using huge magnets. The Alpha Calutron magnets stand well over 20 feet tall and are still standing there today―the only ones in the world! For the first time ever, the public will have a chance to see these huge magnets and will also be able to tour inside historic Building 9731. This historic event is a part of the Secret City Festival this year. On Saturday, June 19, 2010, from 9:00 AM to 4:00 PM, a major part of the Y-12 public tour will include Building 9731. The public will be allowed to see inside the historic structure and view the magnets of both the two Alpha and two Beta calutrons. These calutron magnets have been designated as Manhattan Project Signature Artifacts by the Depart- ment of Energy’s Federal Preservation Officer in the DOE Office of History and Heritage Resources. The building is being submitted for Historical Landmark status on the National Register of Historic Places. -

(Signature) ……………………………………………………………………………… 1 Abstract There was no special governmental partnership between Britain and America during the Second World War in atomic affairs. A recalibration is required that updates and amends the existing historiography in this respect. The wartime atomic relations of those countries were cooperative at the level of science and resources, but rarely that of the state. As soon as it became apparent that fission weaponry would be the main basis of future military power, America decided to gain exclusive control over the weapon. Britain could not replicate American resources and no assistance was offered to it by its conventional ally. America then created its own, closed, nuclear system and well before the 1946 Atomic Energy Act, the event which is typically seen by historians as the explanation of the fracturing of wartime atomic relations. Immediately after 1945 there was insufficient systemic force to create change in the consistent American policy of atomic monopoly. As fusion bombs introduced a new magnitude of risk, and as the nuclear world expanded and deepened, the systemic pressures grew. -

Atomic Energy for Military Purposes The Official Report on the Development of the Atomic Bomb Under the Auspices of the United States Government (The Smyth Report) By Henry De Wolf Smyth Published 1945 CHAPTER XII: THE WORK ON THE ATOMIC BOMB THE OBJECTIVE 12.1. The entire purpose of the work described in the preceding chapters was to explore the possibility of creating atomic bombs and to produce the concentrated fissionable materials which would be required in such bombs. In the present chapter, the last stage of the work will be described - the development at Los Alamos of the atomic bomb itself. As in other parts of the project, there are two phases to be considered: the organization, and the scientific and technical work itself. The organization will be described briefly; the remainder of the chapter will be devoted to the scientific and technical problems. Security considerations prevent a discussion of many of the most important phases of this work. HISTORY AND ORGANIZATION 12.2. The project reorganization that occurred at the beginning of 1942, and the subsequent gradual transfer of the work from OSRD auspices to the Manhattan District have been described in Chapter V. It will be recalled that the responsibilities of the Metallurgical Laboratory at Chicago originally included a preliminary study of the physics of the atomic bomb. Some such studies were made in 1941; and early in 1942 G. Breit got various laboratories (see Chapter VI, paragraph 6.38) started on the experimental study of problems that had to be solved before progress could be made on bomb design. -

This book is a journey from 1945 when the first atomic bomb was detonated in the New Mexico desert to where we are today. It’s an interesting and sometimes bizarre journey. It can also be horribly frightening. Today, there are enough nuclear weapons to destroy the civilized world several times over. Over 23,000. “Enough to make the rubble bounce,” Winston Churchill said. The United States alone has over 10,000 warheads in what’s called the ‘enduring stockpile.’ In my time, we took care of things Mano-a-Mano. -

The Challenge of Developing a High Speed Rotor Assembly - How It Was Met Shri R.K. Garg, FNAE Preamble The development of a high speed rotating machine commonly known as ‘Gas Centrifuge’ and used in enrichment of Uranium is considered a difficult and guarded technology, but strategic for the nuclear energy programme. This was achieved in the Bhabha Atomic Research Centre (BARC) during the period 1980–1990 by entirely indigenous R&D efforts. For me, as a leading participant in this development, right from conception to the final stage, it was both, a challenge and unique opportunity which not many engineers get throughout their professional career. I take pride in sharing with fellow engineers and scientists my experience and my belief that for a dedicated team, no task is impossible if the right working environment is provided. Being a multi- disciplinary project, the R&D team comprised of about twenty engineers and scientists in the disciplines of chemical, mechanical, electrical, electronics and instrumentation engineering, metallurgy, physics and chemistry. One unique feature of this team was that except two of us, all others had joined directly from the Training School run by BARC to work on this project. The credit for the success of this project goes to all of them who worked with dedication and team spirit and employed several innovative ideas. Glimpses of some of the materials, components and systems needed for this programme and the technological and managerial approaches that were adopted for this development, leading to the setting up of a demonstration facility, are provided in this article. -

BUSH-CONANT FILE RELATING TO THE DEVELOPMENT OF THE ATOMIC BOMB, 1940-1945 The Bush-Conant File, reproduced on the 14 rolls of this microfilm publication, M1392, documents the research and development of the atomic bomb from 1940 to 1945. These records were maintained in Dr. James B. Conant's office for himself and Dr. Vannevar Bush. Bush was director of the Office of Scientific Research and Development (OSRD, 1941-46), chairman of the National Defense Research Committee (NDRC) prior to the establishment of OSRD (1940-41), chairman of the Military Policy Committee (1942-45) and member of the Interim Committee (May-June 1945). During this period Conant served under Bush as chairman of the National Defense Research Committee of OSRD (1941-46), chairman of the S-1 Executive Committee (1942-43), alternate chairman of the Military Policy Committee (1942-45), scientific advisor to Maj. Gen. Leslie R. Groves (1943-45), and member of the Interim Committee (May-June 1945). The file, which consists primarily of letters, memorandums, and reports, is part of the Records of the Office of Scientific Research and Development, Record Group (RG) 227. The Bush-Conant File documents OSRD's role in promoting basic scientific research and development on nuclear fission before August 1942. In addition, the files document Bush and Conant's continuing roles, as chairman and alternate chairman of the Military Policy Committee, in overseeing the army's development of the atomic bomb during World War II and, as members of the short-lived Interim Committee, in advising on foreign policy and domestic legislation for the regulation of atomic energy immediately after the war.
