The Tracker Culture & Public Policy The CULTURE Tracker & PUBLIC POLICY SPECIAL ISSUE A P R I L 2 0 2 1 This monthly Tracker is produced by UNESCO to monitor culture in public policy with regards to the UN Sustainable Development Agenda. It highlights developments within national and regional contexts, as well as emerging debates on culture's contribution to sustainable development. Drawing on a variety of sources, it provides a broad overview of cultural policy trends worldwide at the national, regional and international level and looks at ways in which countries integrate culture into other policy areas. ASSISTANT-DIRECTOR GENERAL FOR CULTURE OF UNESCO t has been one year since COVID-19 was I declared a pandemic. It catalysed a year marked by the escalation of a crisis of devastating proportions, impacting heritage and the creative industries, and exacerbating the vulnerabilities and inequalities of the sector at large. Since then, museums, cultural venues and World Heritage sites have been deeply affected by travel restrictions, lockdowns and physical distancing measures, which have impacted entire communities around the world. Artists and cultural workers are among those who have been – and continue to be – heavily affected by the restrictions and lockdowns. Many freelance workers, the lifeblood of many areas of culture, have been left without work from one day to the next. At the outset of the pandemic, UNESCO took decisive steps to combat the impact on the culture sector through strengthening global policy dialogue and promoting the continued access to culture. In April last year, when UNESCO convened 130 ministers of culture in an online meeting to discuss the pandemic’s impact on the sector, it activated and laid down the foundations for an ongoing global policy dialogue with its Member States to carry forward consolidated action in ensuring the sector is supported in crisis response strategies. Monitoring the impact of the pandemic has been essential to gauge the needs and gaps, and help Member States in shaping appropriate policies. This is also why UNESCO mobilized a broad network of actors within the scope of its work in culture to better understand the situation in order to develop adequate responses. UNESCO launched a wide range of monitoring tools to guide policymakers and practitioners in the various dimensions of cultural policies. This Tracker on Culture and Public Policy was initially published last April as a weekly global policy monitor and later consolidated into a monthly format beginning in September 2020. The past year has seen each of UNESCO’s Culture Conventions and programmes develop unique monitoring mechanisms to track the impact of the pandemic, ranging from monitoring World Heritage site closures, to carrying out surveys amongst Member States, site managers, living heritage bearers, and local authorities, among others. 2 Since UNESCO's Resiliart movement was launched last April, it has boosted the voices of countless artists and cultural professionals around the world to raise awareness about their first-hand experiences in order to inform policy. The Organization’s regional partners and regional development banks have also been instrumental in supporting this work on the ground, where it is needed most. We know what is at stake, which is why we are resolute in advocating for the integration of culture in recovery strategies and plans. The pandemic has shone a light on the vital contribution of culture to the full development of our societies While the year paints a picture of a sector that has struggled to survive in the face of huge financial strain, culture remains resilient and adaptable. Today, is this creativity, innovation and resilience that is also helping to keep our sector afloat. The pandemic has shone a light on the vital contribution of culture to the full development of our societies, and how it has adapted to changing circumstances. COVID-19 will leave its mark on how we operate both as a sector and as an Organization. It is also an occasion to look forward, and decide what steps are needed to move towards a more resilient and sustainable culture sector. Turning the page into a second year of the pandemic, our experiences have shown that we cannot continue in the same way as before. It is an opportunity to build back better. Whilst reactive measures to the impact of the COVID-19 pandemic on the cultural sector are expected to largely guide cultural public policies throughout 2021, there are positive signs that countries and cities are transitioning from recovery measures to longer term strategies to build resilience in their cultural sectors. The Ministry of Culture of Saudi Arabia has issued a set of guidelines for the acquisition of art by Saudi artists aimed at government agencies and institutions. The guide supports efforts in creating a national art market, promotes intellectual property rights and strengthens relations between artists and buyers. Held under the theme "Contribution of cultural actors to the promotion of cultural industries in a context of insecurity and COVID-19", the week-long festival was an occasion to showcase the resilience and solidarity of the cultural sector one year into the pandemic. They prove that the development of the traditional dress and decorative and applied arts goes through the following historical stages: an everyday item – a museum piece – the style of life (fashion) – the object to be transformed into modern design. The article is mainly concerned with the recreation of artistic values in new historical environment which is also the reproduction of a certain ethnic and cultural identity in modern days. In this respect, the Kazakh national costume is analysed as a piece of traditional art that is implemented in modern culture due to specific stylistic, expressive and constructive methods. This methodology calls for thorough knowledge of the Kazakh history, the development of the national costume, its construction and colour palette, the study of ancient technologies and the introduction of new ones which can enrich projective and constructive methods as they inherit cultural and historical experience. As well as being a celebration of the triumph of new technology, this work also evokes memories of the nuclear arms race during the Cold War, in particular Kurchatov’s central role in the Soviet-era nuclear weapons tests. It is seen here alongside post-independence Kazakhstan’s ambitious plans for the development of nuclear power. The image Altar of the East, depicts the Soviet-era control panel in Kurchatov for detonating nuclear weapons. The iconic ‘Button’ of Cold War dread is pictured in this triptych of images as a relic of a past era giving way to a future of science and technology where women play the central roles, as depicted in The Constructor, a photo-collage superimposing a woman’s face onto images of the construction of Kazakhstan’s new capital Astana. Two decades of independence have become the basis for a new cultural space, where Kazakhstan sees itself both as the most western of Oriental coun- tries and the most oriental of Western ones. Current lifestyles in Kazakh society, as well as the chosen political and economic vectors, considerably affect artis- tic consciousness, defining boundaries between ethno-cultural identity and the mainstream, which dictates its own terms and conditions. The present study focuses on art. In our opinion, it is the most illustrative area of visual creativity, which, faster than any other, reacts to each change in social mentality. The world reflected in a picture of one artist could reflect the world of the whole nation. Now the most interesting and important questions for Kazakhstan’s citizens focus on this problem. In mythological plots, religious motives, symbolic images, he reveals a rich ethnographic heritage of Turkic peoples, the ancient nomadic civilization of Eurasian steppes. The artist’s credo rests on two aesthetic-visual principles of monumentality and symbolism. Décor and laconic imagery offer an ideal solution for modern tapestry. Once again the artists prove that the serious content does not depend on size."1She admired Bauyrzhan Doszhanov’s tapestry “Keeper of the hearth” (2011, size 130 x 210 cm) that won a special jury triennial prize. Bauyrzhan Doszhanov is one of the most outstanding young Kazakh tapestry artists. He graduated from T. Zhurgenov Kazakh National Academy of Arts with Master’s degree in "Textile Art" and worked as an instructor at the Department of Decorative and Applied Art. In his artworks, Doszhanov “estranges” ordinary and familiar aspects of everyday life, creates intrigue and suspense in mythological themes, and disrupts the traditional proportions of the part and the whole.

    Contemporary Art as a Public Forum in Kazakhstan CAP PAPERS 191 JULY 2017 Alexandra Tsay is an independent research fellow in cultural studies and an art curator based in Almaty, Kazakhstan. She is involved in PaperLab: Public Policy Research Laboratory and Open Mind. Previously, she worked as a Senior Lecturer at International Information Technologies University in Almaty. Alexandra is an alumna of University of Warwick (UK), where she earned an MA in International Cultural Policy and Management, and KIMEP University (Kazakhstan), where she earned a BA in International Journalism and Mass Communication. The article was written in the framework of the project “Study, preservation and popularization of the cultural heritage of Sary-Arka” (Project identifier: BR05236868). The purpose of this study is to shed light on the spiritual nature of the Kazakh folklore and art songs. The object of this study is Kazakh traditional song, since song is the foundation of the musical culture of each ethnic group.     DYNAMO DINA LIFTS ART IN ASTANA RA+C International Editor SIMON HEWITT heads to the Kazakh Capital to report on the inaugural ASTANA ART SHOW curated by Dina Baitassova * ALTHOUGH OVER HALF the size of the European Union, Kazakhstan remains little known, and this Autumn launched an international PR charm offensive via four shows of Kazakh modern and contemporary art – in Berlin, New Jersey, South Korea and Wapping (see www.russianartandculture.com/focus-kazakhstan-post-nomadic-mind ). But what of the art scene back home – in Kazakhstan’s enigmatic capital, Astana? Astana had been a sleepy provincial city, is olated in endless steppe 250 miles south of Russia, until Kazakh President Nursan Nazarbayev decided to move his capital up from Almaty in 1997. The last capital to be created in the steppe was Kalmykia’s Elista , back in the 1930s, now a cosy(ish) city of 100,000. Astana has seen its population triple inside two decades... to over one million, despite temperatures that oscillate between -40° in Winter to +40° in Summer. With its glass towers, yawning highways and fierce steppe winds , Astana seems a daunting place to live. Yet the petrodollar glitz of its futuristic buildings, designed by a roster of international ‘starchitects’ led by Sir Norman Foster, gives it a futuristic vibe that many find compelling (a spate of top-class restaurants helps too). Skyline stunners include Foster’s tent-shaped Khan Shatyr shopping mall, a giant opera house that carbon-copies the Bolshoi, and a blue-domed Reichstag topped by the spire of the St Petersburg Admiralty ( Nursan’s new Presidential Palace).
