Any genuine Highway obstructions considered by Police to be dangerous will be dealt with.

The scheme is aimed at addressing the highlighted parking issues, raised as a priority by CLC. If there are genuine speeding issues affecting the local area, this will have to be investigated under a separate TRO Scheme.

Although WSCC recognises that parking can provide natural traffic calming benefits, it does not endorse the hazardous parking trends that occur as a consequence.

The request for traffic calming measures, fall outside of this parking TRO scheme.

The junction of Billingshurst Road and Old Guildford Road was not highlighted as a concern especially in terms of left turning vehicles, given the presence of Warnham Road.

There is already a balance of restrictions and parking capacity on a road which is not heavily used.

The lay-by on the north side of Old Guildford Road, opposite the junction as you turn left from Billingshurst Road, allows more space for manoeuvring. If there are cars parked, there is safe opportunity to give way to oncoming traffic.

Furthermore, it is the responsibility of the driver to drive with the necessary level of caution for the prevailing conditions (Rule 146, Highway Code). In addition to driving with due care and attention; failure to do this violates the Road Traffic Act 1988 (Sections 2 & 3).

Removing the proposed restriction will make the turning area redundant for safe manoeuvres and possibly encourage parking obstruction to pedestrian and cycle access, in addition to emergency access to the Village Hall, subway and main carriageway if required.

For Church Road junction the concentration was considered to improve visibility on the west side due to the bend in the road. The

15m restriction protecting the east side is adequate for the speed of road (30 mph) and it is a straight section of road.

During the development of the TRO, Halcrow undertook consultation with the Store Manager, who advised of the delivery schedule. This necessitated the 12 hour restriction for dedicated loading in preference to blocking the lay-by and double parking outside the store. As there were multiple deliveries which had a delivery window rather than a specified delivery time.

Discussions with the Store Manger indicated that a 24/7 loading bay would not be required at this location, and thus a 12 hour bay has been provided to enable safe deliveries to the store avoiding hazardous obstruction and congestion to Billingshurst Road.

Furthermore there is safe and adequate parking in the surrounding locality to facilitate the displaced parking demand from the store and peak time Scout Hut parking.

The proposed location for a delivery bay is the most suitable and safest available. It provides safe access and exit particularly for larger vehicles and minimises unloading conflict with live traffic.
