Tender for Empsnelment of Landscape Architects By EXPRESSION OF INTEREST(EOI) SUBJECT: Airports Authority of India invites Expression of Interest (EOI) for Empanelment of Architectural Firm/ Consortia to plan and design Passenger Terminal building at 6 Non-Metro Airports (Guwahati, Patna, Silchar, Jorhat, Agatti & Kishangarh) in India and Training Academy with Hostel facilities at Rangpuri, New Delhi. 1.0 OBJECT, NATURE AND SCOPE OF WORKS 1. The aim of seeking Expression of interest is to empanel Architectural Firm/Consortia to invite for participating limited architectural design competition to plan and prepare the designs of Passenger Terminal building at 6 Non-Metro Airports in India and Training Academy with Hostel facilities at Rangpuri, New Delhi. 2. The services shall include designing of Passenger Terminal building/ Training Academy with Hostel facilities with all engineering services including Structural design, HVAC etc, development of car parks and approach roads on the city side as well as development of Aero-link corridor with rotundas based on apron configuration and aircraft parking bays on the airside, Architectural integration of Airside and City side facade of proposed Terminal building with Fire station cum Technical building cum ATC Tower and other allied service building required for functioning of the Terminal building. Based on the grading on merit basis a short list of empanelled Architectural Firm/Consortia shall be prepared. AAI proposes to invite limited short-listed Architectural Firm/Consortia for each project to submit proposal for Limited Architectural design competition for Passenger Terminal building at 6 Non-Metro Airports in India and Training Academy with Hostel facilities at Rangpuri, New Delhi. 3. Architectural Firm/Consortia can apply for maximum any two projects only. AAI at its discretion will decide the name of the Airport/ Training Academy for which the short-listed Architectural Firm/Consortia will be invited for the Limited Architectural design competition. 2.0 ELIGIBILITY FOR EMPANELMENT 2.1 The Indian Architectural Firm should have at least 10 years experience in providing comprehensive architectural consultancy services for the major projects and should have in-house facilities or should have outside consultants for Engineering works i.e. design of Structural, HVAC, lighting, sanitation and other services etc. Bio-data of the key personnel of the Architectural Firm/Consortia especially Architects, Engineers and associated Firms involved in design and providing detailed architectural and engineering services are to be furnished. 2.2 The Indian Architectural Firm should have designed and completed atleast single Architectural building such as Airport Passenger Terminal building, Major shopping mall, Modern office building, Hospital and Training complex (applicable for Training Academy project only) with a total built up air-conditioned area not less than 80% of the area specified for consideration of the following projects respectively in the last 7 years from the last date of submission of EOI: 1. 77500 sqm for Integrated passenger Terminal at Guwahati Airport 2. 18000 sqm for Training Academy with Hostel facilities at Rangpuri, New Delhi 3. 38500 sqm for Integrated passenger Terminal at Patna Airport 4. 7400 sqm for Domestic passenger Terminal at Silchar Airport 5. 4480 sqm for Domestic passenger Terminal at Jorhat Airport 6. 4275 sqm for Domestic passenger Terminal and Fire station cum Technical block cum ATC Tower at Agatti Airport 7. 2250 sqm for Domestic passenger Terminal at Kishangarh Airport NOTE: PLEASE ENSURE THAT DOCUMENTARY PROOF OF THE PROJECTS COMPLETED HAVE TO BE SUBMITTED INCLUDES THE FOLLOWINGS: 1. A CERTIFICATE FROM THE CLIENT FOR WHOM THE WORK HAS BEEN SATISFACTORILY COMPLETED INDICATING THE BRIEF DETAILS OF THE PROJECT SPECIALLY COVERED AREA (IN SQM) OF THE PROJECT, DATE OF COMPLETION OF THE PROJECT, NAME OF THE ARCHITECT AND ARCHITECTURAL FIRM. 2. A COPY OF LETTER OF AWARD/AGREEMENT INDICATING THE SCOPE OF WORK OF THE PROJECT. 2.3 The area indicated in Client’s Certificate would be the prime factor for determining the Architectural Firm eligible for shortlisting for either maximum two Airports or maximum one Airport and one Training Academy. 2.4 The Indian Architectural Firm should ensure that they are eligible to compete in architectural design competitions as per the guidelines of Council of Architecture i.e. all partners of the Indian Architectural Firm have to be Architects and registered with Council of Architecture. Copy of Proprietorship / Partnership deed of Architect / Architectural Firm and valid registration certificate of Architect(s) have to be submitted. Global Architectural Firm should form a Consortium with an Indian Architectural Firm. Consortia formed by Firms (either Indian Architectural Firm with other Indian/Global Engineering Firm(s) or Global Architectural Firm with Indian Architectural Firm or Global Architectural Firm with Indian Architectural Firm with Global/Indian Engineering Firm(s)) should submit a copy of the Memorandum of Understanding (MOU) between the Firms at the time of applying for empanelment. The Firms should qualify the stipulated criteria individually or jointly. The MOU should be a detailed and valid agreement between the Consortium members defining clearly the role, responsibility and scope of work of each member and authorisation to Indian Architectural Firm for signing the agreement in case the award of work. 2.5 Individual Firm or other constituent Firms of the Consortia will not be eligible to submit more than one application for empanelment by forming separate Consortia. 3.0 OTHER PARAMETERS AND DOCUMENTS ESSENTIAL FOR EMPANELMENT AND GRADING 3.1 The total number of projects completed by the Indian Architectural Firm/Consortia that are not less than the areas specified in para 2.1 above till the last date of submission of EOI. (Please enclose details and photographs of the project.) 3.2 The largest size of project completed by the Indian Architectural Firm/ Consortia which is more than areas specified in para 2.1 above (Please enclose details and photographs of the project). 3.3 The number of projects currently being carried out or presently under construction, that is more than areas specified in para 2.1 above by the Indian Architectural Firm/Consortia (Please enclose details of the project with documentary proof of award of works.) 4.0 DISQUALIFICATION Airports Authority of India may disqualify the applications for Expression of Interest for the following reasons: a) Non-fulfilment of above qualifying conditions. b) Incomplete/part information/misinformation (without supporting proof, wherever applicable). c) Exerting external influence. d) Not submitting Memorandum of Understanding (MOU) signed by all members of the consortia. e) If EOI received after the due date. 5.0 DURATION OF EMPANELMENT a) The short list/empanelment shall have a validity of two years reckoned from 3 months after the last date of submission of EOI. b) Awardees of the job, shall have the covering MOU, with the constituents firms of Consortia valid till the end of project liability period. 6.0 RIGHTS OF AIRPORTS AUTHORITY OF INDIA 1. AAI reserves the right to accept or reject any or all applications without assigning any reason at any stage. 2. The decision of the Airports Authority of India shall be final and binding. 3. An Agreement will be signed with only Indian Architectural Firm on behalf of Award winning Architectural Firm /Consortia as per documents to be provided while inviting for limited Architectural design competition. 7.0 SUBMISSION OF DOCUMENTS Sealed applications in physical form along with all documents duly numbered and an executive summary of para 2 and 3 indicating the subject and name of maximum two projects on the envelope and documents should reach to the General Manager (Arch.), Airports Authority of India, Department of Planning, C-Block (1st floor), Rajiv Gandhi Bhawan, New Delhi – 110 003 (Tel.
