MINUTES OF THE MEETING HELD AT 7.30PM ON WEDNESDAY 12TH JUNE 2019 AT GREAT BROMLEY VILLAGE HALL

In attendance: Cllrs Strowbridge (Chair), Blowers, Hardy, Heaney, Lord, Mander, Nicholls, Thomas and Wood (items 5-21 only). Also in attendance: ECC Cllr Guglielmi, TDC Councillor Scott, Lizzie Ridout (Clerk) and Jamie Page (Osborne Construction). Members of the public - 5

1. Welcome and apologies for absence The Chairman welcomed everyone present to the meeting. Apologies for absence were submitted on behalf of TDC Cllr Wiggins. 2. Minutes of the last meeting The minutes of the meeting held on Tuesday 14th May 2019, previously circulated, were signed and approved as a correct record. 3. Declarations of Interest Members were invited to declare any Disclosable Pecuniary Interests, or other interests, and the nature of them, in relation to any item on the agenda. • Cllr Mander declared a personal interest in item 18 insofar as she was the spouse of a member of the Village Maintenance Team • Cllr Hardy declared a personal interest in item 7 insofar as he knew one of the applicants. 4. Co-option of a member to the Parish Council Following the recent uncontested parish election on 2nd May 2019, Members had the ability to co- opt for the remaining place on the Council. It was unanimously agreed to co-opt Becky Wood to the Parish Council. Councillor Wood signed the Declaration of Acceptance of Office and Members welcomed Councillor Wood to the Parish Council. 5. Public Participation Mr Perry asked if the Parish Council had taken any action in respect of the issues raised at the last meeting regarding the Tendring Rally. Mr Perry was advised that the resident should contact Mike Carran at TDC, who was the lead officer for the Safety Advisory Group. 6. Planning Determinations – for information only

Great Bromley Parish Council

REFERENCE PROPOSAL LOCATION 19/00625/OUT Proposed erection of three bedroom detached Land West of Mr Roger bungalow with detached garage. Former Balls Hollington Green Methodist Great Bromley Parish Council objected to this Chapel, Chapel application for the following reasons: Lane • Access Great Bromley • Sewage siting too close to property CO7 7JT • Drainage / flooding concerns • Highways safety • Construction practices • Ecology • Powerlines • Query re ownership of entire site – footpath query • Previously rejected by Planning Inspector - 16/01531/OUT 19/00703/FUL Proposed first floor extension to front. Atlantis, Chase Mr Paul Road West, Great Wareing Great Bromley Parish Council had no objection. Bromley CO7 7UA 19/00692/FUL Proposed single storey front extension and extension to Chumleigh, Back Mr and Mrs existing garage. Lane East, Great Slade, Bromley Great Bromley Parish Council had no objection. CO7 7UE

8. Planning Applications site visits Cllr Heaney proposed that site visits to planning applications would benefit the decision-making process undertaken by the Parish Council. Cllr Nicholls seconded the proposal and members unanimously agreed. 9. Reports a) County Councillor’s Report Cllr Guglielmi had attended a meeting with ECC and Osbourne Construction regarding the Harwich Road roundabout. He also thanked Cllr Nigel Dyson (Chairman of Little Bentley Parish Council) and Cllr Nicholls for their involvement and hard work in the scheme. Cllr Guglielmi reported incidents of driver error when making U-turns instead of using Horsley Cross roundabout. He had written to the Casualty Reduction Team to ask for measures to be put in place to prevent further incidents. Cllr Guglielmi also reported a renewed push for dualling of A120 between and Braintree; Childrens’ Services at ECC had received an outstanding rating; funding for County Lines project had also been received. He was chairing a task and finish group to decide how best to use the funding.

b) District Councillors’ Reports Cllr Scott provided an update from the recent TDC Annual Meeting and delayed election as follows:

• Chairman of the Council - Cllr Dan Land; • Vice Chairman of the Council - Cllr Jeff Bray; • Leader of the Council - Cllr Neil Stock OBE; and • Deputy Leader of the Council - Cllr Carlo Guglielmi.

Cllr White and Cllr Talbot had been elected in the delayed St Osyth District Elections.

Cllr Scott had provided information to Cllr Thomas regarding the criteria for village gates. Wheelie bins for household waste were being delivered across Tendring from this week onwards. Cllr Scott undertook to query Colchester Road as it appeared they had been refused wheelie bins. Flytipping had been reported in Morrow Lane and Carringtons Road. Cllr Mander has also reported two flytipping incidents in Mill Lane; however the latest one had not been removed by Veolia. Cllr Scott undertook to follow this up. Cllr Scott advised that TDC’s Chief Executive would be undertaking a ward walk to include Great Bromley on Wednesday 10th July. A brief discussion took place regarding the plastics recycled by TDC and other local available schemes.

c) Parish Councillors’ Reports Cllr Nicholls asked if any response had been received following the damage to the hedge in Church Meadow, which there hadn’t. The Public Right of Way noticeboard required a new map – the Clerk advised this was being laminated to protect against water damage. Cllr Nicholls asked if the flower tubs had been replanted, which they had.

Cllr Heaney reported that Mary Lane North was becoming overgrown and encroaching on road, and that it needed cutting back in winter. Also the footpath from Harwich Road to Mary Lane North at the Harwich Road end was difficult to get through. The Clerk undertook to request the TDC Rangers to address the issue, once Cllr Heaney had provided the exact location.

Cllr Lord reported interest on social media in how affordable housing is allocated. He had signposted to TDC’s Housing team, and it was agreed to include this information in the Messenger.

Cllr Thomas had visited St George’s Primary School in her role as Parish Council representative and had given the agreed donation to the iSingPop initiative. The school was very grateful for the donation, and Cllr Thomas had attended the service which was very enjoyable. Cllr Thomas had also had inquiries from residents about village gates. Cllr Scott had provided some information to her and clarified how to apply. Cllr Guglielmi agreed to support the request if a scheme was submitted. Cllr Thomas had attempted to monitor activity at a local property but had not seen anything untoward. The footpath near to the end of Furze Lane was overgrown.

Cllr Hardy advised he was still waiting for replacement sign at .

Cllr Strowbridge reported a spate of flytipping in the village, especially Carringtons Road. Also: • Flower tubs had been planted up for the summer. • Potholes have been repaired in Church Meadow and the disabled bay marked out. • Investigating plastic discs for the sleepers in church meadow – these were unobtrusive during the day, but glowed gently at night. Proposal to purchase 30 to affix to the railway sleepers at an approximate cost of £200. • Tour de Tendring was marred by reports of loutish behaviour by some of the cyclists, forcing other road users off the road and behaving in a bullying fashion towards car drivers. There were no marshals. It had been poorly advertised and signs for bike event had not specified the time or event. The Parish Council had not been informed that the event was taking place in the parish. • Cllr Mander had been asked to put forward an environmental statement for the Parish Council aims for the village. • Further CPR familiarisation was scheduled for Wednesday July 10th at 7pm at The Cross Inn. • Request from Maintenance Team to purchase a sit-on lawn mower. Quotes to be obtained. • Messenger article required to remind residents to chop back hedges obscuring road signs and pavements. • Additional dog bin on Cricket pitch was requested. Clerk to check a previous request with TDC.

d) Clerk’s Report and Correspondence received The Clerk reported thanks from St George’s Primary School for their recent donation, and an 3

update from Orwell Housing on the progress of the affordable housing scheme.

10. Accounts The Accounts Monitoring Officer confirmed the accounts are in order, and the return to the external auditor was ready to be submitted. 11. Action Sheet review and update The actions from the last meeting were reviewed and noted. 12. Poorlands Trust update Dr Hugh Frostick presented the following annual report:

The trust met twice in the last 12 months, first at the usual business meeting in November, where one beneficiary was identified and a donation made, and then again in January when it came to the Trustees’ attention that there might be a second suitable candidate for a gift from the trust. At that meeting a suitable distribution was agreed and subsequently donated to the recipient.

The bank balance was, as a consequence, rather low and so a small drawing of 19 units, about 3.5%, was taken from the investment fund to keep the current account healthy. There was no unusual business to report and following the internal audit by William Marshall the previous year, it was agreed an audit every two years would suffice as the volume of transactions, both in number and size, is so small.

The 2017-18 annual report has been filed with the Charity’s Commission, showing income of £266 and outgoings of £280. The Nat West bank balance as at the latest statement of 5 April is £422.73 The COIF investment fund has 520 units with a value of about £8,000 (new statement due any time soon)

Dr Frostick advised that, as per the standing orders of the trust, one of the elected trustees was required to stand down. The Parish Council could then appoint two people to be trustees, and then the trustees could appoint a third trustee.

In light of this, Cllr Nicholls stood down from the trust. Cllr Blowers proposed, and Cllr Heaney seconded, that Cllr Nicholls and Dr Frostick be appointed. Members unanimously agreed. Cllr Nicholls requested his thanks to Dr Frostick be recorded for organising the accounts to ensure the smooth running of the Trust.

13. Highways update The A120 roundabout was due to complete the first week July / mid July. Some overnight closures were due on weeknights and would be publicised.

• Village gates - covered in Cllr Thomas’s parish report • Parsons Hill pavement – Verge between the Courthouse and St George’s School to be cut back by TDC Rangers. Also the pavement Opposite Chapel Lane and Furze Lane. • Poor surface along pavement along Hall Road near Church Meadow; Clerk to report to Highways. • Speed of vehicles coming from Ardleigh direction; the speed seems to be increasing along Hall Road, and there was an increase of HGV’s ignoring weight restrictions. Cllr Strowbridge undertook to submit a scheme with the Clerk.

14. Chapel Lane overhanging branches and shrubs Cllr Thomas updated on the overhanging branches and shrubs on Chapel Lane potentially affecting power cables. UK Power Networks had attended the site and were hoping to make contact with the owner or failing that would undertake work via an enforcement notice. It was agreed that Blands Landscapes should remove any lower foliage that was safe to undertake. 15. 75 th Anniversary of VE Day It was agreed that all members should consider ideas to commemorate this important event, and for the item to be on the next agenda to firm up plans. The clerk undertook to book a piper as soon as possible. 16. Parsons Hill development This item was covered under Cllr Lord’s parish report. 17. Hamilton Lodge update No further update was available. Cllr Lord undertook to contact the agents for the site and report back. 18. Pay increase for Village Maintenance Team Cllr Strowbridge proposed, and Cllr Lord seconded, an increase to £13 per hour from 1st June 2019. Members unanimously agreed. The Clerk undertook to report back the proportion of village maintenance used for salaries. 19. To approve the following payments:

Cllr Scott advised of the ECC Defect reporting scheme which requested the top five road and pavement defects to be submitted to Cllr Guglielmi.
