PAST UNIVERSITY LEADERSHIP & FACULTY EXPERIENCE 12/2015 to 9/2018 Assistant Dean, Health and Education Policy College of Nursing and Health Innovation, Arizona State University • Develop policy fellowships and internship training seminars designed to help connect recent graduates and newly licensed professionals to the public policy process. • Co-teach courses in health policy as faculty member, working to connect students and faculty to the public policy process. Collaborated on finding decreased enrollment cause and solution, and provided online instructional design direction to help instructors optimally handle large numbers of students. All courses are 100% online, asynchronous. 04/2008 to 01/2011 Director, Education Downtown, College of Teacher Education and Leadership (CTEL) Director, CTEL/Teach For America Partnership (TFA) Clinical Associate Professor with Administrative Appointment Arizona State University • Established Education Downtown for CTEL, which brought teacher preparation and certification programs to ASU’s downtown campus. Oversaw downtown campus budget and faculty administration, and built collaboration among the ADE, non- profits, school districts, and businesses to identify and meet teacher preparation needs in the Phoenix Metro area. Joined faculty and administrators from multiple ASU colleges, under the guidance of Director of Teacher Preparation, Dr. Mari Koerner, to coordinate teacher preparation program offerings for graduate and undergraduate students and streamline Arizona State teaching certification process. • Supervised Service Learning program and program leader, ensuring integration of the learning experience with viable community service opportunities. • Directed Induction, Master’s and Certification program for the TFA partnership in CTEL. Expanded external partnerships with Phoenix Teaching Fellows and other district-based alternative certification/intern programs, and worked with the Office of University Initiatives to transition the entire ASU/TFA partnership to CTEL. • Facilitated enrollment management, working with Admissions & Enrollment under guidance of the dean to promote on/off-campus marketing and recruiting activities. • Collaborated with Dr. Scott Ridley, Mary Lou Fulton Teachers College Associate Dean and principal investigator (PI) of more than $110M in federal grants supporting district-based teacher and principal preparation programs, and Arizona urban and rural school reform initiatives. Coordinated all grant-related technology and community engagement activities, and co-edited two large grants, and annual and quarterly reports to federal government. 2 CV – Heather Lynn Carter, Ed.D. 01/ 2007 to 04/ 2008 Director, CTEL’s Teach for America Partnership Clinical Assistant Professor with Administrative Appointment Arizona State University • Established the Induction, Master’s and Certification program for the TFA partnership in CTEL, which included coordinating the hire of lecturers and faculty associates; coordinating and scheduling classes; developing tailored curriculum using innovative technology components; serving as contact between CTEL and TFA; and overseeing professional development of faculty teaching in the Master’s program. • Managed enrollment of 180 first-time graduate students, facilitating state licensure. 08/2003 to 12/2006 Lecturer Arizona State University • Taught four sections of classes each semester at graduate and undergraduate levels, including face-to-face and hybrid with consistently high student reviews. • Led first team to transition into online and face-to-face hybrid method of instruction, and taught other faculty how to implement hybrid methodology. • Served as faculty representative on the Dean’s Technology Advisory Committee, and on the ADE Alternative Path to Certification Committee.
