A key objective of the Centre is to facilitate and encourage informed public debate of key developments in Welsh governance not only through its research, but also through events and postgraduate teaching. In July 2018, the Wales Governance Centre launched a new project into Justice and Jurisdiction in Wales. The research will be an interdisciplinary project bringing together political scientists, constitutional law experts and criminologists in order to investigate: the operation of the justice system in Wales; the relationship between non-devolved and devolved policies; and the impact of a single ‘England and Wales’ legal system. People, Places and Policy
People, Places and Policy Set within the context of UK devolution and constitutional change, People, Places and Policy offers important and interesting insights into ‘place-making’ and ‘locality-making’ in contemporary Wales. Combining policy research with policy-maker and stakeholder interviews at various spatial scales (local, regional, national), it examines the historical processes and working practices that have produced the complex political geography of Wales. This book looks at the economic, social and political geographies of Wales, which in the context of devolution and public service governance are hotly debated. It offers a novel ‘new localities’ theoretical framework for capturing the dynamics of locality-making, to go beyond the obsession with boundaries and coterminous geog- raphies expressed by policy-makers and politicians. Three localities – Heads of the Valleys (north of Cardiff), central and west coast regions (Ceredigion, Pembrokeshire and the former district of Montgomeryshire in Powys) and the A55 corridor (from Wrexham to Holyhead) – are discussed in detail to illustrate this and also reveal the geographical tensions of devolution in contemporary Wales. This book is an original statement on the making of contemporary Wales from the Wales Institute of Social and Economic Research, Data and Methods (WISERD) researchers. It deploys a novel ‘new localities’ theoretical framework and innovative mapping techniques to represent spatial patterns in data. This allows the timely uncovering of both unbounded and fuzzy relational policy geographies, and the more bounded administrative concerns, which come together to produce and reproduce over time Wales’ regional geography. LORD THOMAS OF CWMGEIDD After reading law at Cambridge and the University of Chicago, Lord Thomas of Cwmgiedd was a practising barrister in England and Wales specialising in commercial law (1971-1996), a Judge of the High Court and Court of Appeal of England and Wales (1996-2011) during which he was successively a Presiding Judge in Wales, Judge in charge of the Commercial Court, Senior Presiding Judge of England and Wales and deputy Head of Criminal Justice. He was President of the Queen’s Bench Division (2011-13) and Lord Chief Justice of England and Wales (2013- 2017). -

We suggest that examining the process of deciding to publish provides useful insights into the provision, reception, and use of legal advice, and the dynamics of select com- mittees generally. We argue that the autonomy of select committees to decide what use they make of evidence and advice they receive is, in practice, constrained by the intra-institutional dynamics and practices of select committees. Committee actors ± parliamentarians, clerks, and parliamentary lawyers ± each have overlapping, sometimes competing, roles. Most of the time, these roles and the responsibilities they encom- pass coincide, but the prospect of publication reveals clear tensions between the different actors. This is the politics of publication: the tactical approach of politicians is in tension with the stewardship of clerks and the professional norms of parliamentary lawyers. We are here because we see that there is a need to change. If Wales does not move forwards, we will move backwards on the world stage. Many of you put your trust in us in 2019, we are now asking you to do the same. One thing became very apparent between the Brexit Referendum in June 2016 and the UK finally leaving the EU in January 2020. Our political system was not fit for purpose. We have an antiquated electoral system designed to keep the two old parties in power. Millions who do vote have no representation at all, and millions more do not even bother to vote. -

WalesOnline.co.uk Exhibition inspired by The Silent Village More than 60 years ago, a filmmaker visited South Wales to create a tribute to the massacred inhabitants of a Czech village. Matt Thomas meets the curator of a new exhibi- tion inspired by The Silent Village When the Nazis massacred 340 inhabitants of a Czech mining village in the 1940s, they also set in motion a chain of events that would have far-reaching effects, prompting a swift response from sympathetic Welsh miners. The Silent Village, a tribute to the devastated commu- nity of Lidice, stages a bold re-enactment of the Czech events set in Cwmgiedd, near Swansea. Poet and filmmaker Humphrey Jennings first dis- cussed the project in nearby Ystradgynlais just two months after the killings, gaining the co-operation of local pitmen who would play the villagers and their families in his moving recre- ation of the atrocity. Now an exhibition being staged at Penarth’s Ffotogal- lery is taking a new look at Jennings’ work.
