People, Places and Policy
People, Places and Policy Set within the context of UK devolution and constitutional change, People, Places and Policy offers important and interesting insights into ‘place-making’ and ‘locality-making’ in contemporary Wales. Combining policy research with policy-maker and stakeholder interviews at various spatial scales (local, regional, national), it examines the historical processes and working practices that have produced the complex political geography of Wales. This book looks at the economic, social and political geographies of Wales, which in the context of devolution and public service governance are hotly debated. It offers a novel ‘new localities’ theoretical framework for capturing the dynamics of locality-making, to go beyond the obsession with boundaries and coterminous geog- raphies expressed by policy-makers and politicians. Three localities – Heads of the Valleys (north of Cardiff), central and west coast regions (Ceredigion, Pembrokeshire and the former district of Montgomeryshire in Powys) and the A55 corridor (from Wrexham to Holyhead) – are discussed in detail to illustrate this and also reveal the geographical tensions of devolution in contemporary Wales. This book is an original statement on the making of contemporary Wales from the Wales Institute of Social and Economic Research, Data and Methods (WISERD) researchers. It deploys a novel ‘new localities’ theoretical framework and innovative mapping techniques to represent spatial patterns in data. This allows the timely uncovering of both unbounded and fuzzy relational policy geographies, and the more bounded administrative concerns, which come together to produce and reproduce over time Wales’ regional geography. Since devolution, the Welsh Government has actively pursued a ‘sustainable development’ and a ‘children’s rights’ agenda. However, until recently, these separate agendas also did not contribute to each other, al- though they culminated in two radical and innovative pieces of legislation; the Rights of Children and Young Persons (Wales) Measure (2013) and the Well-being and Future Generations (Wales) Act (2015). In March 2019, Cardiff University’s Wales Governance Centre published the report (attached) Justice at the Jagged Edge in Wales, by Dr Robert Jones and Professor Richard Wyn Jones. The report was one of a series of publications produced by our Justice and Jurisdiction project, a research project established to shadow and complement the work of the Commission on Justice in Wales. While it was utilised and cited by the Commission, the report only received a ‘soft’ publication as its findings are being further expanded upon by the authors. -

The Effectiveness of U.S. Public Health Surveillance Systems for Situational Awareness during the 2009 H1N1 Pandemic: A Retrospective Analysis Michael A. Stoto* Department of Health Systems Administration, School of Nursing and Health Systems Administration, Georgetown University, Washington, District of Columbia, United States Abstract Background: The 2009 H1N1 outbreak provides an opportunity to learn about the strengths and weaknesses of current U.S. public health surveillance systems and to identify implications for measuring public health emergency preparedness. Methodology/Principal Findings: We adopted a ‘‘triangulation’’ approach in which multiple contemporary data sources, each with different expected biases, are compared to identify time patterns that are likely to reflect biases versus those that are more likely to be indicative of actual infection rates. This approach is grounded in the understanding that surveillance data are the result of a series of decisions made by patients, health care providers, and public health professionals about seeking and providing health care and about reporting cases to health authorities. Although limited by the lack of a gold standard, this analysis suggests that children and young adults are over-represented in many pH1N1 surveillance systems, especially in the spring wave. In addition, the nearly two-month delay between the Northeast and the South in the Fall peak in some surveillance data seems to at least partially reflect regional differences in concerns about pH1N1rather than real differences in pH1N1 infection rates. Conclusions/Significance: Although the extent of the biases suggested by this analysis cannot be known precisely, the analysis identifies underlying problems with surveillance systems – in particular their dependence on patient and provider behavior, which is influenced by a changing information environment – that could limit situational awareness in future public health emergencies. -

Within this narrative, City Deals have emerged as mechanisms that pit places in competition with each other through the promotion of local economic growth compacts. Despite being launched with great fanfare as localised victories, City Deals raise important questions regarding the shape of the UK state system and the objectives of spatial policy. Addressing these concerns, and focusing on the tripartite political arrangements in the UK’s devolved administrations nations, we argue that political tensions between nationalism and city- regionalism may be exacerbated through deal-making approaches. 1. Introduction The territorial transformation of the UK state has been a key feature of British politics for at least the last four decades. Such transformation has been driven by various mechanisms and rationales along with competing political objectives and interests (Tewdwr-Jones and McNeill, 2000; Deas and Ward, 2000; Harrison, 2010). -

Dennis Gunninga and David Raffeb* aDirector of Skills, Higher Education and Lifelong Learning for the Welsh Assembly Government (Retired); bCentre for Educational Sociology, University of Edinburgh, Edinburgh, UK This article reviews recent policies for 14–19 learning in Wales and Scotland, and dis- cusses the extent to which these policies have diverged from England following parliamen- tary devolution in 1999. It distinguishes different types of divergence and suggests that many policy differences have not been about major issues of educational philosophy or political principle but rather about different ways in which similar policy strands have been woven together in distinct agendas or programmes, and about associated differences in policy styles. Current policy differences do not necessarily indicate divergence; significant policy differences already existed in 1999. Keywords: devolution; policy divergence; 14–19 learning; Scotland; Wales Introduction Researchers studying the impact of the National Assembly for Wales and the Scottish Parliament on education and training policies have focused on the extent to which they have stimulated policy divergence (Finlay and Egan 2004; Menter, Brisard, and Smith 2006; Raffe 2006; Rees 2007, 2011; Keep, Payne, and Rees 2010; Hodgson, Spours, and Waring 2011). Their conclusions are typically mixed; they find evidence of divergence but they also identify factors which constrain this divergence and even encourage convergence in some areas. Few have gone so far as Greer (2007) in his description of the devolution settlement as a ‘fragile divergence machine’. Nevertheless, policy divergence has provided the framing question for research on devolution within the UK, much as policy convergence has provided the framing question for many analyses of globalisation.
