Additionally, the Regulation should help strengthening the European Union’s strategic resilience and global economic competitiveness, maintaining its energy security and affordability, boosting growth and job creation and supporting a just and inclusive energy transition that leaves nobody behind. However, to what extent the Taxonomy Regulation will ultimately meet these expectations depends primarily on the technical screening criteria (TSC) defined in the Delegated Act on climate change mitigation and adaptation. We understand the European Commission will publish it later this month, whereupon the European Parliament may make full use of its scrutinizing prerogatives under Article 290 TFEU. In advance of its publication, we would like to share with you some of our major concerns regarding the revised draft version of this delegated act. Firstly, it is indispensable that the Taxonomy Regulation takes into account transition at the energy system level and supports the most cost-efficient decarbonisation pathway for each Member State in line with the principle of technology neutrality.     Post-Socialist Blues Within Real Existing Capitalism: Anti-Communism, Neoliberalisation, Fascism by Bozhin Stiliyanov Traykov A thesis submitted in partial fulfilment of the requirements for the degree of Doctor of Philosophy Department of Sociology University of Alberta © Bozhin Stiliyanov Traykov, 2020 Abstract This project draws on Alex William’s (2020) contribution to Gramscian studies with the concept of complex hegemony as an emergent, dynamic and fragile process of acquiring power in socio- political economic systems. It examines anti-communism as an ideological element of neoliberal complex hegemony in Bulgaria. By employing a Gramcian politico-historical analysis I explore examples of material and discursive ideological practices of anti-communism. I show that in Bulgaria, anti-communism strives to operate as hegemonic, common-sensual ideology through legislative acts, production of historiography, cultural and educational texts, and newly invented traditions. The project examines the process of rehabilitation of fascist figures and rise of extreme nationalism, together with discrediting of the anti-fascist struggle and demonizing of the welfare state within the totalitarian framework of anti-communism. Historians Enzo Traverso (2016, 2019), Domenico Losurdo (2011) and Ishay Landa (2010, 2016) have traced the undemocratic roots of economic liberalism and its (now silenced) support of fascism against the “Bolshevik threat.” They have shown that, whether enunciated by fascist regimes or by (neo)liberal intellectuals, anti-communism is deeply undemocratic and shares deep mass-phobic disdain for political organizing of the majority. In this dissertation I argue that, in Bulgaria, anti- communism has not only opened the ideological space for extreme right and fascist politics, it has demoralized left political organizing by attacking any attempts for a politics of socio- economic justice as tyrannical.

On 23th May, 2021 demonstrated threat of violence used against a civilian aircraft in the skies over Belarus is a reminder of the illegitimacy of the administration claiming authority in Minsk. Considering the fact, that on 15 February 2021, the Eurasian Development Bank and Minskenergo signed a EUR 101.2 million long-term loan facility agreement to finance the supply of key power equipment under a contract with SIEMENS Energy AB as part of the project to construct a 300 MW peaking power plant and that to the financing of the project is secured by the KFW IPEX Bank and Landesbank Hessen Thuringen Girozentrale, it must be stressed, that the support of European companies to the unpredictable authoritarian regime, which under these conditions develops a nuclear power plant less than 20 km from the European Union border is utterly unacceptable and shall not be tolerated by the European community. We would like to remind you that the Belarusian NPP was launched last year, despite the fact that Belarus failed to comply and remains non-compliant with the Espoo Convention on Environmental Impact Assessment in a Transboundary Context, in particular with regard to the selection of the Astravyets site, and also regarding the harsh breaches of the nuclear safety standards, international conventions and unimplemented EU stress tests.

Várhelyi on the COVID-19 situation in Belarus Brussels, 29 April 2020 Dear Vice-President, Dear Commissioner, We are writing to express our concern at the situation in Belarus where the highest authorities continue to deny the gravity of Covid-19 crisis in the country. Already in March 2020, Belarus President Alexander Lukashenko have called coronavirus a “psychosis” that can be fought with vodka, saunas and driving tractors. In April, he claimed that “nobody will die of coronavirus in his country”. Unfortunately, this proved untrue. He continues to blame the citizens for other diseases that aggravate Covid- 19 infections. According to the latest figures, there are 7 281 confirmed cases of COVID-191 and 58 deaths. Nevertheless, the real numbers might be much higher. Officials started providing regular updates and data disaggregated by region only on April 8. People of Belarus apparently do not trust the state and public authorities and have been preparing themselves for the epidemic. The campaign of compromis- ing others led to an ebbing of voters and has confirmed the tendency of lack of confi- dence in the political elite and political parties as a whole. Scandals related to apart- ments and guest houses once again raised the issue of corruption in power. n BSP lost the next elections, even though they had a favourable political situation brought about by the scandals related to GERB. Instead of standing more consolidated at these elections, BSP sank into serious internal struggles to sort out the party list, which, as expected, had a negative impact in the course of the campaign. The party went to the elections disunited and tried to achieve an effect with a negative campaign. This, on the one hand, repelled voters who were hesitating, and on the other hand con- solidated GERB.
