BRITAIN LEADS THE WAY IN DIGITAL. . . The BBC has hit the DAB airwaves with what they claim is the world's first DAB system using their Eureka -147 out -of -band technology. Calling it the dawn of the third age of radio," the service covers about 20 percent of Britain's population, with 60 percent expected to be covered by 1998. Some receivers are available now, but are so bulky that they have to be installed in the trunk of the car and cost around $3,150. Smaller ones should be readily available in 1997.

STRIKE TWO FOR HOWARD IN CHICAGO. . . Howard Stern's mouth has gotten him booted off his second Chicago radio station in less than two years. Cox Broadcasting's WCKG, Elmwood Park, IL reportedly bought out the contract after GM Mike Disney became, according to Inside Radio, "philosophically uncomfortable with some of Howard's on -air content.' Recently, Stern wished competitor Evergreen Media GM Larry Wert would catch AIDS and spread it to his family. Infinity's own WJJD, Chicago will pick up Stern, immediately pushing morning drive team Ed Vrdolyak and Ty Wansley to afternoons -- knocking syndicated Don & Mike out of the picture.

President Clinton has tapped former NAB exec. and current Sr. VP /Policy for the Cellular Telecommunications Industry Association Brian Fontes to head up the U.S. delegation to the World Radiocommunication Conference (WRC -95). Fontes has been an advisor to Commissioner Jim Quello and was with the Mass Media Bureau.

The FCC is stepping up security at 1919 M Street NW. Beginning this week, the space has been classified as a level IV building by the Justice Department. What this means to you and me is metal detectors in the entrances, round -the -clock security guard patrols and closed- circuit television monitoring, and X -ray machines for all incoming mail, packages, purses, briefcases, etc.

In the wake of hurricanes Marilyn and Luis that rocked the Caribbean, the NAB successfully petitioned the Commission to postpone the date by which radio stations in the Virgin Islands must file their license renewal applications. Accordingly, the date has been moved from October 2 to December 1, 1995. ELSEWHERE

There's a triopoly brewing in Rochester, NY as ARS Communications has entered into an SMA with new rock WNVE. ARS already owns sports WCMF (AM), rock WCMF -FM and soft AC WRMM. Congress must lift the ownership caps for this one to go through - -and rumors are flying that removal of the caps is being used as a bargaining chip to get the telecom bill signed by President Clinton.

Good Medicine Radio is targeting a triopoly in the Springfield, MO market as it will buy Ranger Broadcasting's classic rock KZBE, Pleasant Hope and CHR KHTO, Mt. Vernon. Good Medicine owns new rock KTOZ -FM, Marshfield. The LMA begins immediately.

As a follow up to last week's story, Roy Robertson's WSMD -FM, Mechanicsville, MD, has forced Greater Media's WGAY, Washington to quit using its new "Star 99.5" slogan, as WSMD -FM is claiming trademark infringement. A federal judge in Greenbelt, MD gave WGAY just six hours to stop using the slogan last Wednesday, forcing the station to switch to "Bright 99.5 ". WSMD -FM has been using the moniker for years and claims WGAY can't use it because most of WSMD -FM's listeners can hear WGAY's signal.

The RAB reports radio advertising revenue continues its climb with local advertising for August up nine percent over August last year. National spot gained three percent. Combined local and national was up eight percent. Revenues through August '95 are up ten percent over the same eight month period last year.

We're sad to report that one of radio's pioneers passed away last week. Alison Steele, known to many New York listeners as the sultry- voiced "Nightbird," died at New York's Lennox Hill Hospital after a long battle with cancer. She was around 55 years old. Steele was one of the first female announcers to make it in rock radio in the late 60's on WNEW -FM and was there until 1979. She handled overnight duties on classic rock WXRK, New York up until this past June.

Inside Radio reports KABC, Los Angeles has dropped late -night talker Ira Fistell and replaced him with Art Bell's syndicated program, which moved over from sister station KMPC. The station claims the move is economic and has nothing to do with the publicity generated from Fistell's traffic accident earlier this year.

Country is America's favorite according to the most recent Katz Format Report for the Spring '95 survey. Sr. VP /Research Gerry Boehme points out that even though country is beginning to experience the fragmentation other formats have dealt with for years, it still is the dominant format among all others. Alternative /modern rock picked up "huge" gains, while 70's oldies stands out as another growth format. Katz changed its methodology this year to include the impact of non -metro stations in format share calculations. If you'd like more info on this study or the new methodology, call (212) 424 -6784. Baby Boomers will reshape the 50+ demographic as they bring new and different behavior patterns to this group -- making it one of the most lucrative for radio advertisers. This trend, according to a new study by the Interep Radio Store, will make the 50+ demo "even more essential than it has been in the past" because householders 45+ represent half of total US aggregate consumer expenditures and half of all total discretionary income. This group also spends almost 24 hours per week listening to the radio. By the year 2010, boomers will boost the group of adults aged 50 or over to 100 million --33% of the population.

FCC DETERMINES STAFFING OPTIONAL IN RADIO. . . As the new Emergency Alerting System is muddled in numerous petitions for reconsideration, the Commission has decided to allow unattended operation of stations through a waiver of the rules that require duty operators at broadcast stations, including transmitter control and monitoring, as long as "licensees implement an effective method of complying with current EBS requirements and responsibilities." The Commission encouraged licensees who currently participate in local EBS alerts to continue to do so through "whatever means they may employ to partially or fully automate their EBS functions," but it cautioned, "the implementation of an informal method or methods of automating the EBS is not a substitute for implementation of the EAS." This means that the Commission will permit unattended operation, but you must ensure your participation continues in EBS until EAS is on -line. It also eliminated the requirement for an operator to hold a Restricted Permit. In its release, the FCC noted, "automation is seen as affording more accurate and controlled operation than that performed by humans. Additionally, unattended operation is seen as permitting the more effective use of financial resources to enhance other station operations and services."

www.americanradiohistory.com THE M STREET JOURNAL page 7 Oct. 11, 1995 WASHINGTON THIS WEEK The Commission has scheduled a license revocation hearing for seven Midwestern radio stations after a principal of the licensee was convicted of 12 felony counts of sodomy, sexual abuse, and sexual assault of five children ranging in age from 12 to 16 during a six year period. Michael Rice, a 100% owner of Contemporary Media and Contemporary Broadcasting and a 2/3 owner of Lake Broadcasting, has the monumental task of showing cause why the licenses of his stations should not be revoked. To make matters worse, the licensees are facing charges that they misrepresented to the FCC that Rice was excluded from the management and operation of his stations after his arrest in 1990 and that he engaged in unauthorized transfer of control. In order to own a broadcast station, Commission rules require one must be free from any felony convictions. Even if the stations licenses are not revoked, Rice may face fines of up to $250,000. The stations involved are WBOW, WZZQ, and WZZQ -FM, Terre Haute, IN; KFMZ, Columbia, MO; KAAM- FM, Huntsville, MO; KBMX, Eldon, MO; and KFXE, Cuba, MO.

The Commission has denied NAACP petitions against Great Empire's country combo WOW -AM & FM, Omaha and Stauffer Communications' news /talker WIBW (AM) & country WIBW -FM, Topeka. The Commission denied the petition after the NAACP brought no new facts to the table. All stations' licenses were renewed. The Commission approved a settlement agreement between the NAACP and Stauffer.

The Commission has granted the application for assignment of WFXB, East St. Louis, IL, from River Cities Broadcasting Corp. to River City License Partnership and granted a waiver of the one -to -a- market rule. River City successfully demonstrated that the combo of KDNL -TV, KPNT (FM), and WVRV will save $300,000 annuall: that could not be achieved under separate ownership. ELSEWHERE SFX will spend $39 million to buy up more duopolies as it announced it's acquiring HMW Communications' properties in Raleigh, NC and Greensboro, NC. It's taking oldies WTRG, Rocky Mount, NC and rocker WRDU, Wilson, NC, in the Raleigh market for $28 million. It will spend another $6 million to buy news WWWB, Greensboro, NC, and talker WMFR, High Point, NC, and AC WMAG, High Point, NC --all in the Greensboro market. It has an option to buy country WFXF, High Point for $5 million. The deal adds two big Carolina markets to Robert Sillerman's duopoly collection in Charlotte and Greenville- Spartanburg. He also has duops in Nashville, Houston, Dallas, San Diego, and Jackson, MS.

Salem Media's Ed Atsinger has trimmed his money tree again to purchase three Christian - formatted radio stations from Colorado Springs -based The Word In Music for $2.85 million. The name of his new group is Hiat Media. The deal will give him a duopoly in Colorado Springs as he already owns Christian KGFT, and is buying contemp. Christian KBIQ, Fountain, CO. The deal also includes contemp. Christian KTSL, Medicine Lake, WA (Spokane), and contemp. Christian KLTE, Kirksville, MO.

Journal Broadcasting is buying a duopoly in Tucson to add to its collection by picking up Apogee Radio's AC KMXZ, classic rock KKHG, and new rock AM KKND, all licensed to Tucson. The price was not disclosed. Journal expects to close by the end of the year. No LMA was mentioned.

Palm Beach Radio is doubling up in the Ft. Pierce /Vero Beach market by picking up AC WSTU, Stuart and soft AC WHLG, Jensen Beach for $7.2 million. Radio Business Report notes that Palm Beach Radio is owned by National Enquirer publisher Peter Callahan. American Radio Systems currently has a purchase option on Palm Beach Radio's new rock outlet WPBZ, Indiantown in that market, and it already owns talk WBZT and country WIRK -FM, West Palm Beach, and rocker WKGR, Ft. Pierce.

The Interep Radio Store has added its ninth rep firm to its collection as Caballero Spanish Media has been officially merged in. In 1990, Interep and Caballero created the jointly- operated Caballero /McGavren Guild Spanish Media, with both firms exchanging equity in each other's company. Eduardo Caballero will remain as Chairman /CEO.

Many employees are seeing pink this week at the Corporation for Public Broadcasting as the organization eliminated 25 percent of its staff positions to kick off FY 1996. The new structure results from a "comprehensive internal review" that will eliminate $1 million in administrative costs, as well as at least 28 full -time staff positions.

The Commission, in what might be its first look into illegal LMA's, has fined Hampton Radio II's WOJY, Hampton, VA $10,000 for unauthorized transfer of control and for failing to file ownership reports from 1990 through 1993. In 1992, the station entered into an LMA agreement with Hampton Roads Christian Radio to handle the day -to -day operations. That group's president, Tony Jones, acted as GM of the station during that time. When the FCC launched an inquiry, the station told the Commission, "Jones was accountable to you [Hampton

Radio] as licensee of the station . . . and identified him as the person responsible for all station operations, including financial arrangements, personnel decisions, station policy, and programming." With that, the Commission found "no significant duties and obligations actually retained by Hampton Radio."

Guaranty Broadcasting is doubling up in Baton Rouge as it will purchase Airweb, Inc's country combo WFPR and WHMD, Hammond, LA for $1 million. Guaranty owns classic rocker WGGZ, Baton Rouge.

DC -based Radio America, a short -form program syndicator, has announced it will launch a 24 -hour conservative talk network. Radio America had previously made an attempt at syndicating Morton Downey, Jr.

Interep says the marketer's nemesis -- Generation X - -may be paying a lot of attention to hockey. Interep's Research Director Kristen Walsh says hockey or radio delivers upscale and professional but a bit younger than other sports because of the NHL's effort to market the sport to teens and the Generation X audience. Hockey has the highest percentage of 18 -34 year -old listeners when compared to football, basketball, or baseball. M Street has compiled some statistics on group vs. non -group ownership in the radio industry. All licensed stations and construction permits that have been assigned call letters were used to make up the list of 12,754 stations.

Katz Sr. VP /Research Gerry Boehme says Major League Baseball, professional football, college sports, and sports in general deliver upscale listeners and high 25 -54 appeal. He stresses that these listeners have an emotional tie to the programming, making sports radio even more appealing to the advertiser. The studies show that radio indexes higher than television in many major economic, lifestyle, and consumer spending categories.

X STREET BAZAAR. . .PEOPLE, PRODUCTS, AND PROGRAMMING Arbitron has introduced a new resource guide for agency planners. The Radio Rating Point Planner compiles average ratings for the aggregate audience of the now, top 3, 5 and 10 stations for seven key demos and eleven dayparts. SW Networks has launched two new programming services. Its Alternative Rock Network provides show prep, entertainment and music news, artist bios, and newsclips in a text format, as well as audio entertainment and music news and production CD's. Better have a few more choices in mind when you're looking for new call letters. Effective October 30, any low -power television station can now apply for a four - letter call sign. Previously, only the oldest LPTV's had the option to switch. Now, everyone can apply, but call signs may not be reserved and television translator stations aren't eligible.

It's renewal time for AM, FM, and FM translators in Arkansas, Louisiana, and Mississippi, and FM translators in Colorado. The Commission has released its current licensee address lists for these states. Check with the FCC to make sure they have your proper mailing address to send the renewal kit. The Amaturo Group is setting itself up to ring the L.A. area by buying soft AC KNJO, Thousand Oaks from Flagship Communications and silent KRCI, Avalon, CA from Catalina Radio for $2.25 million and $600,000, respectively. Both stations are on 92.7 MHz, the same frequency as its KOOJ, Riverside. Radio Business Report says plans are to trimulcast the stations. Amaturo also owns country KFRG, San Bernardino, CA.

Merger of the week is a "classic" as Marlin Broadcasting, which owns classical outlets WQRS, Detroit; WFLN -FM, Philadelphia; and WTMI, Miami, will combine with American Radio Systems. Value of the deal is pegged at $70 million. Marlin's President Woody Tanger will buy back WTMI and some Philadelphia real estate with the deal.

All things considered, it's an innovative breakthrough that should click rather than clack. Warren Gregory, whose WJJB (FM) airs SW's smooth jazz to the Cumberland, MD market, sensed that his audience would be attracted also to NPR offerings, which are not readily heard locally. National Public Radio, wishing to fill a coverage gap, thus affiliated with a commercial station for the first time in its 25 year history.

On November 1, listeners in the Potomac Highlands of West Virginia and western Maryland will begin hearing "Morning Edition," "All Things Considered," "Weekend Edition," PRI's "A Prairie Home Companion," and even Click and Clack the Tappet Brothers ca "Car Talk" - all on commercial WJJB and complPme,Iting its regular format. SW will will provide programming from 8 am to 4 pm and 6 pm to 6 am. NPR's Morning Edition fills 6 am to 8 am. All Things Considered runs from 4 pm to 6 pm. Gregory says the station's NPR programming will run commercial -free, with support from local 'underwriters.' When it switches back to smooth jazz, traditional commercials will be mixed in with the underwriting announcements.

Sun really sets this time. A month ago, we reported that the Sun Radio Network made an opportunistic attempt to expand from weekend to seven day programming to fill the gap left by the closing of Sonny Bloch's IBN network. Potential affils failed to climb aboard as expected, and Sun soon retrenched to its prior weekend schedule. Now Sun is going dark altogether on October 31. Happily, some of its programs have found new homes. The Business News Network will air the "On the Road with Jeff Brooks" automotive info show in its usual Saturday 10a -2p ET slot. The web will also carry "The Charles DeRose Financial Advisor Show" in its established lla -3p ET block on Sundays. Other networks are also understood to be shopping for programs that fit their formats. Tom Valentine's controversial "Radio Free America" may be relocating to the shortwave bands. The Chicago Sun -Times reports the Windy City will get its first morning show geared exclusively to homosexuals. Beginning November 13, Douglas Broadcasting's brokered WNDZ, Portage, IN will air the show Monday through Friday from 7 to 9 am, with plans to expand to 6 to 9 am sometime next year. Since June of last year, "Lesbigay Radio," was heard Sunday mornings on progressive WCBR -FM, Arlington Heights, IL. The show features news, sports, weather, traffic, and music by gay and gay -friendly artists. CBS Radio Networks has named Ann Klenk to produce its new talk program, "The Mary Matalin Show," beginning in January, 1996. Klenk created CNBC's "Equal Time," which Matalin hosted. Klenk is currently exec. producer of news programming for WUSA -TV, Washington, DC. Matalin debuts January 8, 1996 from new studios on Capitol Hill. Affiliates and listeners can "win" their right to be a part of the democratic process. CBS and Matalin's show will give away trips to New York to or through affiliate stations for "ringside seats" at the CBS News set for election night coverage, or for guest media passes to either the Democratic or Republican Conventions next summer. FBI security checks will be required for convention trip winners. Arbitron's good news of the week is that male 18 -24 sample performance set a new record as the proportionality index for all 94 of the continuously- measured markets was 91.0 % - -up 12 points over Summer, 1994. Arbitron claims the increase is due to new enticement techniques like offering a $3 premium to males 18 -24, mailing diaries in a special box, and making additional follow -up calls.

According to Hispanic Media Update, Arbitron will use only bilingual interviewers when calling the top 15 Hispanic metros. The new policy begins with the Fall, 1995 survey.

Saul Levine's classical KKHI -FM, San Rafael, CA, is increasing its coverage of the Bay area by rebroadcasting its signal over the Second Audio Program (SAP) channel of KCNS television, channel 38. The station's new coverage map now boasts a "coverage of 5 million watts."

EZ Communications has filed with the SEC for an offering of senior subordinated notes to the tune of $150 million. The offering's proceeds will be used to refinance existing debt and fund the previously announced acquisition of country KFKF -FM, Tulsa. Chancellor Corporation has filed with the Securities and Exchange Commission an offer for over $200 million in common stock to fund the purchase of Roy Disney's Trefoil Communications, the parent company of Shamrock Broadcasting. The stock sale is contingent on its Chancellor Broadcasting unit selling $100 million in notes. The purchase price for Shamrock hovers around $395 million.

M STREET BAZAAR. . .PEOPLE, PRODUCTS, AND PROGRAMMING Rocky Mountain Radio's Radio One Network has launched launching its second format. "Go Country!" is a modern country format consulted by Nashville -based Moon Mullins Company. The new format features Radio One's new localization techniques where the network actually does all the local customization several times a day and downloads it to the station simultaneously with the broadcast. Radio One does customized local contesting, promotions, weather, traffic, local events, and call -ins.
