Trustee Maria Nieto Senour, on behalf of the Board and Chancellor Carroll, presented Trustee Grosch with a plaque honoring his service as Board President. Trustee Senour thanked her colleagues for selecting her as the new Board President, and she also provided a synopsis of the many positive changes happening at the District and the campuses. Trustee Mary Graham reported that she attended the Community College League of (CCLC) Legislative Conference and thanked Student Trustee Olivia Light for her efforts in representing students during the legislative meetings. Olivia Light Chancellor Constance Carroll reported that the California Community Colleges Board of Governors approved proposals from 15 colleges and authorized them to offer bachelor’s degrees as part of the pilot program under SB 850. She indicated that Mesa College was on the list of approved programs for its Health Information Management bachelor’s degree and complimented Mesa President Pamela Luster and her team for developing a winning proposal. Dr. Carroll and Senator Marty Block attended the Board of Governors meeting in Sacramento where they both received special awards for their work on the baccalaureate initiative. Dr. Carroll reported that she served on a panel with Mayor Kevin Faulconer and Workforce Partnership CEO Peter Callstrom to discuss the Mayor’s BOARD OF TRUSTEES workforce training task force, which the Chancellor co-chairs. She also reported that SAN DIEGO spring semester enrollment is up by 3.4% and that the District is on track for an overall COMMUNITY COLLEGE DISTRICT increase of 2%. Trustee Rich Grosch shared a recent TIME magazine article that took exception to President Barack Obama’s proposal of free tuition for community college students and reviewed some of the best practices for student success in basic skills. He requested a report from the chancellor on what the District is currently doing regarding student success with further discussions to take place. Chancellor Carroll responded that these are important issues and that a workshop will be scheduled to discuss them at a future Board meeting. She said that three priorities have emerged: funding for enrollment Constance M. Trustee Mary Graham stated that the Board meeting held at Miramar College was productive and enjoyable, particularly learning about recent developments between the college and local high schools, and the accomplishments of the new faculty members. Trustee Bernie Rhinerson provided an overview of three legislative items concerning California community colleges: AB 288 (Holden), the College and Career Access Pathways Act; AB 200 (Alejo and Jones-Sawyer) a bill that would increase the number of Cal Grants for students; and AB 1349 California First Act (Weber), which would give priority admission to in-state students enrolling in a CSU or UC institution. The Chancellor indicated that the large urban districts are opposed to this plan since it would decrease the amount of funding for enrollment compensation, in effect, subsidizing districts with decreasing enrollment while inadequately funding districts experiencing enrollment growth. Dr. Carroll has conveyed these concerns to the State Chancellor. Student Trustee Adam Garcia reported that the Associated Student Governments (ASG) at City, Mesa, and Miramar colleges are preparing for legislative meetings in Washington, D.C., Club Rush and Spring Fest events were held at Miramar College, and an Electronic BOARD OF TRUSTEES Benefit Transfer (EBT) system may be implemented at Mesa College. SPECIAL MEETING OF THE SAN DIEGO COMMUNITY COLLEGE DISTRICT AND SAN DIEGO UNIFIED SCHOOL DISTRICT BOARDS

On Tuesday, March 17, 2015, the governing boards of the San Diego Community College District (SDCCD) and the San Diego Unified School District (SDUSD) held their fourth joint meeting at Kearny Mesa High School. Escudero Olivia Light • Improved reporting and data tracking, including reports on student success, student participation in Career Technical Education (CTE) programs, and student transitions. The governing boards were provided outcomes data for SDUSD graduates who attended SDCCD, including student assessment results for English and mathematics. Both boards reaffirmed their commitment to improving college readiness, stressing that there should be less of a focus on performance on high school standardized tests, and more of an emphasis on assessment of college and workforce preparedness. Data was also provided for the ten aligned Career Technical Education pathways between the two districts. The board members expressed interest in strengthening these pathways for the future, including linkages with industry internships. The governing boards heard a presentation on the Kearny-Mesa Fast Track program that featured Veronica Castrejon, a former Kearny High BOARD OF TRUSTEES School student who was a program participant that later attended Mesa College and SAN DIEGO transferred to San Diego State University. A progress report was provided on the Future of Adult Education in California, emanating from AB 86 which 619-388-6957 created Regional Adult Education Consortia. In the past year, significant collaborative work has been underway by teams of faculty representing both districts, as well as numerous community partners. One particular focus of the planning is family literacy through parent Follow us on: participation, which is currently being piloted at Edison Elementary School. • Implementation of an SDUSD Board resolution supporting SB 850. There was interest by both boards in exploring a www.youtube.com/TheSDCCD K-12 pipeline to this program. Appreciation was expressed to the SDUSD board for supporting SB 850, the legislation that enacted the Baccalaureate Pilot in the community colleges. • Early/Middle College High Schools. A status report was provided on the Lincoln STEAM CALENDAR OF BOARD MEETINGS Middle College program, a partnership between Lincoln High School, City College, and Continuing Education. The number of program participants has doubled from Fall 2014 to Spring 2015, and further growth is planned for next year. The board members lauded the APRIL 2015 partnership and stressed the importance of further expanding similar partnerships to other Su M T W Th F S high schools. 1 2 3 4 • Expanded communications with the community. An overview of joint communication strategies with an emphasis on social media was presented. An overview of the ongoing expansion of the partnerships between SDCCD and MAY 2015 SDUSD was provided, including: Accuplacer Assessment Preparation classes; additional Early College Programs; School Counselors Summer Institute on Navigating the College Su M T W Th F S Process (along with SDUSD, SDCCD, UCSD, SDSU, CalSOAP); and a Multiple Measures Assessment Project. A report on the various California Career Pathways Trust Grants 1 2 involving consortia of community colleges, K-12 districts and businesses was also 3 4 5 6 7 8 9 presented. Chancellor Constance Carroll provided an update on the newly formed Mayor’s Workforce and 10 11 12 13 14 15 16 Economic Advisory Committee including the membership and guiding principles for the 17 18 19 20 21 22 23 committee. The goal of the task force is to assure education and training pipelines that will assure work-ready talent for jobs. 24 25 26 27 28 29 30 Following this review of progress, several legislative initiatives were discussed. A clear message to students, parents, and the community that college and career readiness is the measure of accountability for SDUSD. b. A plan to work with “contributor” organizations, such as the Parent Institute for Quality Education (PIQE) and Community-Based English Tutoring (CBET), to promote college readiness to parents and communities. 2. Continue to track student outcomes data, including longitudinal data to track improvement over time. 3. Create clear career pathways for students that align with industry standards; and partner with employers that will support students through internships and mentoring programs. 4. Continue expansion of early and middle college partnerships to include Hoover High School and San Diego High School. 5. Collaborate to support undocumented students and/or parents to navigate the complexities of services and programs at both districts (“One-stop shop for Dreamers”). 6. Continue to collaborate on legislation that impacts both K-12 and the community colleges individually, and collectively.

Trustee Mary Graham reported that she attended the State of the System address presented by State Chancellor Brice Harris, as well as the Eureka Summit that followed. Trustee Graham also mentioned she attended the Association of Colleges for Tutoring and Learning Assistance conference, where she noticed a trend in increased professionalism regarding tutoring. Trustees Rich Grosch, Bernie Rhinerson, and Maria Nieto Senour shared that they attended the scholarship events for City and Miramar colleges.

STUDENT TRUSTEES Adam Garcia Trustee Maria Nieto Senour reported she heard a presentation by Dr. Jeff Duncan- Jesus M. Escudero Andrade, Associate Professor of Raza Studies at State University who Olivia Light works with at-risk teens. Chancellor Constance Carroll reported that state revenue is projected to increase by several billion dollars, which may result in another large increase for the California Community Colleges. She said that discussions are underway to encourage the Governor to propose increased funding for new full-time faculty positions, adjunct faculty support, enrollment (FTES) growth, basic skills enhancement, professional development programs, and other items. More will be known when the Governor releases his May Revise budget proposal, probably on May 8. Dr. Carroll also indicated that the San Diego Community College District is in the state’s recently-released “P1 Enrollment BOARD OF TRUSTEES Report” as one of the highest growth districts. Escudero Chancellor Constance Carroll reported that three significant legislative bills are in the Olivia Light suspense files of the Senate and Assembly due to cost and other implications: SB 373, requiring community colleges to hire only full-time faculty positions when they increase the number of classes; AB 626, shifting funds from student success and equity programs to fund full-time faculty positions; and AB 200, expanding Cal Grants. She indicated that AB 288, expanding dual enrollment, is proceeding well through the legislative process. Chancellor Carroll indicated that the Governor’s May Revision Budget was released on May 14, providing an additional $72.7 million for the District, the details of which she will summarize in a special message. She also indicated that a resolution, requested by Trustee Zschiesche, was drafted to recognize May as Asian Pacific American Heritage BOARD OF TRUSTEES Month. Of these three, Chancellor Olivia Light Carroll and others are strongly advocating for: a 3% increase in apportionment (enrollment) growth funding; support for full-time faculty positions without changes in state regulations; and full funding for the Adult Education Block Grant, without restrictions on program categories and consortium membership requirements. She explained that the legislature must complete the budget reconciliation by June 15, which is the deadline for submitting the budget for the governor’s final consideration, line-item modification, and approval. The Chancellor introduced Dr. Stephanie Bulger, the new Vice Chancellor of Instructional Services; presented a plaque of appreciation to Dr. Shelly Hess for her service as Interim Vice Chancellor of Instructional Services; and acknowledged Rudy Kastelic for his service as Interim President of Continuing Education. Finally, Dr. Carroll reported that summer enrollment is up by 13% and that plans are now in place to hire 31 new full-time faculty positions and 25 replacement positions for 2015-16. Trustee Mary Graham stated that she attended the Comprehensive Adult Student Assessment Systems (CASAS) National Summer Institute where she participated in discussions on how to better integrate education and the workforce. She also reported that she attended the California Community Colleges’ Success Network (3CSN) Leadership Institute and took part in sessions related to professional development for faculty. Trustee Rich Grosch reported that he attended the Propositions S and N Citizens’ Oversight Committee (COC) meeting and recognized Chair and longtime member Evonne Schulze, whose term is expiring this year. Trustee Grosch also praised the Facilities Management department for their positive work with the COC. Carroll, Ph.D. recent events of historic significance, notably the Supreme Court’s ruling to legalize same-sex (secretary to the board) marriage, President Barack Obama’s visit to a federal prison (the first sitting U.S. President to do so), and the removal of the Confederate battle flag from the South Carolina Statehouse. STUDENT TRUSTEES Chancellor Constance Carroll reported that the state’s recalculation of 2014-15 community college Laura Benavidez full-time-equivalent students (FTES) enrollment, known as the P-2 Report, has been released. This Olivia Light report credits the San Diego Community College District (SDCCD) with an additional 223 FTES, which will yield additional funding in the amount of $774,842. The report also notes that the SDCCD has now reached a growth rate of 5.4%, almost twice the overall growth rate of 2.7% reported for the California Community Colleges. Dr. Carroll indicated that planning is underway in the District for sustaining this FTES growth level and reaching the new target of 3% growth that is included in the 2015-16 state budget. The Chancellor also introduced the new President of San Diego Continuing Education, Dr. Carlos Cortez, who made comments regarding his pleasure in joining the District and first days on the job. Student Trustee Olivia Light reported that Miramar College held its annual Life Science Summer Institute, aviation maintenance technology students are rebuilding a World War II fighter plane, and planning is underway for the “Invest in Success” event; and City College held a successful “Student Board of Trustees Success Day” event. She also reported that student representatives from City, Mesa, and Miramar colleges will be participating in the 2015 San Diego Pride Parade and an upcoming student leader San Diego training session on changes to Title IX. Trustee Mary Graham welcomed everyone back to the new semester. Trustees Peter Zschiesche, Rich Grosch, Bernie Rhinerson, and Maria Nieto Senour mentioned their attendance at the colleges’ convocations. Trustee Bernie Rhinerson announced that he will be running for the Association of Community College Trustees (ACCT) Board of Directors. Trustee Peter Zschiesche reported that he toured the facility of Computers 2 San Diego Kids, a local nonprofit organization that recycles and refurbishes used computers and provides them to disadvantaged students and households. The governing board of the San Diego Community College District is composed of 5 elected members Trustee Maria Nieto Senour reported that she attended part of the Chancellor’s Cabinet and 1 student trustee position. The student trustee Retreat and participated in the orientation for the student trustees. Mary Graham Chancellor Constance Carroll discussed President Obama’s proposal to make Rich Grosch (executive vice president) community colleges tuition-free for qualified students. The Chancellor participated in Bernie Rhinerson Maria Nieto Senour, Ph.D. (president) the White House teleconference on this proposal and indicated that the national College Peter Zschiesche Promise Campaign and other developments will be officially launched on September 9. Dr. Martha Kanter is serving as Executive Director of the national campaign. Dr. Carroll CHANCELLOR also reported that she has been appointed to serve on the California College Promise Constance M. Carroll, Ph.D. Campaign and will be communicating soon with student leaders, faculty, administrators, (secretary to the board) staff, and others regarding plans for the California effort. Trustee Maria Nieto Senour discussed her participation in that she participated on a panel regarding the play “Blueprint to Freedom: An Ode to Bayard Rustin,” at City College, and discussed the issues that arose during the civil rights movement. Trustee Senour also recognized and congratulated Dr. Julianna Barnes on her new position as the president of Cuyamaca College. Chancellor Constance Carroll reported on the recent national conference of the Community College Humanities Association (CCHA), held in Phoenix, and hosted by the Maricopa Community College District; the San Diego Community College District was a co-sponsor. The opening keynote speaker was the Chairman of the National Endowment for the BOARD OF TRUSTEES SAN DIEGO Humanities (NEH), Dr. William “Bro” Adams. Dr. Carroll is a board member of CCHA and also COMMUNITY COLLEGE DISTRICT serves on the NEH Humanities Council. Trustee Mary Graham thanked those who participated in the Board’s Student Success and Accreditation Subcommittee meeting on Accreditation Standard IV. She indicated that one of the themes discussed was communication between the campuses and the District, including the Board, which needs to be addressed. Trustee Bernie Rhinerson reported that the Christensen Foundation has provided a $9,600 grant that will be used to purchase 3D printers for students at Continuing Education, as well as additional funds for the Trustee Scholarship. He also shared a report by the Wisconsin Hope Lab that shows a large percentage of students from the community colleges surveyed are struggling with food and/or housing, and complimented the District’s campuses for participating in the study. Igor Burgos Maron Olivia Light Chancellor Constance Carroll reported that the recent report by the Legislative Analyst’s Office (LAO), California’s Fiscal Outlook, indicates that California’s economic recovery has continued through 2015-16 and that California will end the current fiscal year with reserves of $11.5 billion. Revenues in 2016-17 are projected to increase by $6.9 billion (5.9%), which augurs well for another budget increase for community colleges, probably in the range of $400 million. Budget advocacy efforts will begin in January, in which district and campus leaders, as well as Board members, will be involved. Dr. Carroll shared her report with Mesa College President Pam Luster who presented the college’s Women’s Water Polo Team to be congratulated on winning the statewide championship. She also reported that she and Trustee Senour attended a session at the CCLC conference on increasing support for mental health services and requested that the District participate in the National College Health Assessment. She also made a presentation at the California Community Colleges’ Success Network Tutor Expo at City College. Trustee Peter Zschiesche attended the Social Justice Conference, as well as the César E. Chávez Car Park grand opening. He emphasized that the community turnout at the latter event was impressive and a tribute to the close work between the Barrio Logan community and the District. He was impressed by the history that was discussed at the event and that is represented in the facility’s murals.
