INTRODUCTION The Fourth Quarter CY 2011 RPMES/RME Report presents the implementation status of seventeen (17) major regional development programs and projects. Of this total, two (2) are foreign-funded, fourteen (14) are funded by the National Government (NG), and one (1) is funded by the private sector. The ODA-funded projects include an agrarian reform support project and a coastal resources management project. The nationally-funded projects include hospital upgrading, road rehabilitation, airport development, irrigation, farm-to-market roads, school buildings, tree planting and livelihood projects. At the end of CY 2011, four (4) projects have been completed, two (2) are ahead of schedule, three (3) are behind schedule, while the rest of the projects are on track. This Report also captures the specific project profiles with information on the detailed implementation status of each. This 4th Quarter CY 2011 RPMES Report likewise features major development projects implemented by the Provincial Governments. B. IMPLEMENTATION STATUS 1. Completed Projects The Addalam River Irrigation Project (ARIP) of the National Irrigation Authority (NIA), Farm to Market Road of the Department of Agriculture (DA) Region 02, 2010 School Building Program and 2010 Road Rehab of the Department of Public Works and Highways (DPWH) Region 02 were completed during the quarter. The Addalam River Irrigation Project will benefit around 4,500 farmers with a service area covering about 5,830 hectares of farmland stretching from the municipalities of Aglipay, Saguday in Quirino to Echague and Jones in Isabela. The completion of the ARIP will result in higher yield and improved cropping intensity from 1 to 3 cropping season. This will significantly increase farm income, thus improving the quality of life of the farmer beneficiaries. The project was started in CY 1997 and has experienced delays in completion due to late and staggered release of funds, natural calamities and several instances of changes in project design. (See page 38 for project details). Region 02 4th Quarter 2011 RPMES/RME Report Page 1 The Farm-to-Market Roads Project of the Department of Agriculture having a total cost of about P498 Million and involving about 371 kms of road was likewise completed during the year. This is expected to improve mobility, reduce travel time and transportation cost which will eventually increase economic activities in the rural areas in all of the region’s five provinces. The 2010 School Building Program will provide additional 208 classrooms (118 for elementary, 88 for high school and 2 technical school). With the standard ratio of 1:45, a total of 5,310 elementary pupils, 3,960 for high school students and 90 technical students will be benefited. (See page 32 for details). The CY 2010 Road Rehabilitation Program of DPWH R02 involves a total of 163 projects road rehabilitation projects region-wide costing Php2.14 billion. Of this number, 161 projects were completed although two projects were not implemented due to the issuance of a TRO to stop the bidding of said projects. The rehabilitation of major and minor thorough fares in the region will improve mobility, reduce travel time and transportation cost and eventually this will trigger economic activities in the region. (See page 40 for details). 2. Ahead of Schedule The CY 2011 School Building Program is ahead of schedule as of 4th quarter with an actual weighted accomplishment of 94.97% as against the target accomplishment of 77.49% with a positive slippage of 17.48% for the quarter. This accomplishment translate to a total of 29 school building projects that were fully completed against a total of only 8 projects that are on-going. All programmed school building projects in the provinces of Isabela, N. Vizcaya and Batanes were already completed as of the quarter. (See page 37 for details). The National Greening Program (NGP) of DENR has a target to plant 1.5 billion of trees in some 1.5 million hectares nationwide in an effort to bring back the lost forest cover of the country. As of fourth quarter, the total area planted in Region 02 was 4,564.4 hectares exceeding the target of 3,616 hectares. A total of 2,069,691 assorted fruit and forest tree seedlings were planted regionwide. (See page 25 for details). 3. Projects On Track The fourth quarter also saw the timely implementation of major regional projects as follows: The Philippine Peñablanca Sustainable Reforestation Project entails the rehabilitation of around 2,500 hectares of open, denuded areas through a combination of reforestation, enhancement planting and agroforestry for biodiversity protection, watershed management and ecosystem services for the benefit of local communities. The project is being implemented for a period of six (6) years, starting in July 2007 to July 2013. Phase 1 of the project started in August 2007 and was completed in August 2010. Among Region 02 4th Quarter 2011 RPMES/RME Report Page 2 the major accomplishments under this phase include the planting of 1,212 has. with indigenous species of trees and 580 has. planted with fruit trees (40,000-mango, 12,000- other fruit trees) and 300,000 trees for fuel wood. Support activities include the training of 138 communities on forest protection, forest fire prevention, plantation management and maintenance. Phase 2 of the project commenced in August 2010 and it entails the reforestation of about 588 has. of degraded land for watershed rehabilitation and biodiversity protection as well as the planting of 140 has. with fruit trees for agro-forestry and 80 has. for firewood plantation. A total of 44,192 seedlings were maintained and 3,184 seedlings are now ready for replanting/rehabilitation of Year 1-4 plantation and new planting of additional 24.71 has were maintained during the quarter. (See page 67 for project details). The CY 2011 Road Rehabilitation Program of the DPWH R02 involves a total 108 road rehabilitation projects region-wide. Of this number 82 projects have already been completed, 24 are on-going and 2 projects are not-yet-started. These roads are distributed in the five (5) provinces of Region 02. (See page 42 for the project details). The Agrarian Reform Infrastructure Support Project (ARISP) III is a 6-year project (CY 2008-2014) that aims to alleviate poverty in Agrarian Reform Communities (ARCs) by addressing key constraints in agricultural production through demand-driven an integrated area development approach. The project will benefit 11 Agrarian Reform Communities (ARCs) distributed in the four (4) mainland provinces of Region 2. It entails the construction of farm-to-market roads, potable water supply, bridge construction, post-harvest facilities and provision of irrigation services through small water impounding projects and communal irrigation systems. ARISP III is in the process of processing the specific projects to be funded. As of the fourth quarter, a total of 48 projects were validated (19 farm-to-market roads/bridge construction, 13 irrigation projects, 9 potable water supply projects, and 7 post-harvest facilities). Forty three (43) projects are still in the pre-engineering stage, 3 are on-going and 2 were completed. (See page 14 for the project details). The project is expected to enhance the management of coastal and marine resources and reduce poverty among coastal communities. The project registered a physical accomplishment of 100% inspite of the delayed/slow releases of funds. All activities targeted for the year were completed. (See page 15 for project details). Livelihood and Employment Projects A. Self-Employment Assistance - Kaunlaran (SEA-K) Program The Self Employment Assistance Kaunlaran (SEA-K) Program of the DSWD is a livelihood and employment assistance program designed to provide technical and financial assistance to qualified heads of low-income families who associated or grouped themselves to venture in micro-enterprises. The program benefited the province of Isabela for this quarter. For the 4th quarter, a total of 12 SKAs associations/groups were organized, benefiting around 225 families who availed of a total capital seed fund amounting to PhP1,295,000.

This publication provides information on the population size, land area, and population density by region, province, highly urbanized city, and city/municipality based on the data from population census conducted by the PSA in the years 2000, 2010, and 2015; and data on land area by city/municipality as of December 2013 that was provided by the Land Management Bureau (LMB) of the Department of Environment and Natural Resources (DENR). Also presented in this report is the percent change in the population density over the three census years. The population density shows the relationship of the population to the size of land where the population resides.

The methodology employed in the project combined the 2000 Family Income and Expenditure Survey (FIES), 2000 Labor Force Survey (LFS) and 2000 Census of Population and Housing (CPH) to estimate poverty incidence, poverty gap, and poverty severity for the provincial and municipal levels. We acknowledge with thanks the valuable assistance provided by the Project Consultants, Dr. Stephen Haslett and Dr. Geoffrey Jones of the Statistics Research and Consulting Centre, Massey University, New Zealand.     Cagayan Riverine Zone Development Framework Plan 2005—2030 Regional Development Council 02 Tuguegarao City Message The adoption of the Cagayan Riverine Zone Development Framework Plan (CRZDFP) 2005-2030, is a step closer to our desire to harmonize and sustainably maximize the multiple uses of the Cagayan River as identified in the Regional Physical Framework Plan (RPFP) 2005-2030. A greater challenge is the implementation of the document which requires a deeper commitment in the preservation of the integrity of our environment while allowing the development of the River and its environs. The formulation of the document involved the wide participation of concerned agencies and with extensive consultation the local government units and the civil society, prior to its adoption and approval by the Regional Development Council. The inputs and proposals from the consultations have enriched this document as our convergence framework for the sustainable development of the Cagayan Riverine Zone. The document will provide the policy framework to synchronize efforts in addressing issues and problems to accelerate the sustainable development in the Riverine Zone and realize its full development potential. The Plan should also provide the overall direction for programs and projects in the Development Plans of the Provinces, Cities and Municipalities in the region. Let us therefore, purposively use this Plan to guide the utilization and management of water and land resources along the Cagayan River. I appreciate the importance of crafting a good plan and give higher degree of credence to ensuring its successful implementation. This is the greatest challenge for the Local Government Units and to other stakeholders of the Cagayan River’s development.

Dolojan Quirino State University BBTV INCIDENCE IN QUIRINO PROVINCE Banana is one of the major crops in the Philippines In region 2, a production increased significantly from 12,755 ha in 1995 I to 26,288 ha in 2000(15.74%) The highest to be recorded in the country which also exceeded the INTRODUCTION national rate of 1.52% The preliminary rate of production for the period from 1995 was only 30,743 MT to 399,431 MT in 2000 BBTV INCIDENCE IN QUIRINO PROVINCE In Quirino, 5,000 ha was planted to banana where at least 4,000 serve as the workforce I Banana production hit the highest point during the late 1990s but the industry had its downfall after the BBTV INTRODUCTION spread and affected large areas of banana plantations in the province mid of 1990 and in early 2000 BBTV INCIDENCE IN QUIRINO PROVINCE 5,000 hectares used for banana production were almost wiped out by BBTV.
