TEXAS POLLUTANT DISCHARGE ELIMINATION SYSTEM CHAPTER 5 SEWAGE SLUDGE MANAGEMENT PROGRAM DESCRIPTION A. INTRODUCTION Sewage sludge (including domestic septage) use and disposal is regulated in Texas in accordance with the requirements of Title 30 Texas Administrative Code (TAC) Chapter 312. The rules were promulgated under the Texas Water Code, Chapter 5.103 and the Texas Solid Waste Disposal Act (the Act), Texas Health and Safety Code, §§361.011 and 361.024. Title 30 TAC Chapter 312 contain requirements for the use and disposal of sewage sludge which are equivalent to 40 Code Federal Regulations (CFR) Part 503 standards. The 30 TAC Chapter 312 regulations contain requirements equivalent to 40 CFR Parts 122, 123, 501 and 503. Sewage sludge use and disposal requirements will be incorporated into TPDES municipal and industrial facilities as described in Chapter 3. Sludge only permits (facilities that do not discharge to waters of the U.S.) are required to obtain permits from the TNRCC. Sludge only permits include, but are not limited to, any person who changes the quality of a sewage sludge which is ultimately regulated under 30 TAC Chapter 312 and Part 503 (e.g., sewage sludge blenders, stabilization, heat treatment, and digestion), surface disposal site owners/operators, and sewage sludge incinerator owners/operators and domestic septage processing. B. SLUDGE AND TRANSPORTER REVIEW TEAM The Sludge and Transporter Review Team located in the Wastewater Permits Section of the Water Quality Division is responsible for the administrative and technical processing of sewage sludge/domestic septage beneficial use registrations and sewage sludge only permits for facilities treating domestic sewage (primarily facilities as defined in 40 CFR §122.44). -

It is much easier to regulate large, point source industrial and municipal polluters than engage with a large number of farmers and other land-users where variable factors like climate, soil and politics come into play. But the cumulative effects of diffuse water pollution can be devastating for human well-being and ecosystem health. Ultimately, they can undermine sustainable economic growth. Many countries are trying innovative policy responses with some measure of success. However, these approaches need to be replicated, adapted and massively scaled-up if they are to have an effect.” Simon Upton – OECD Environment Director POLICY H I GH LI GHT S After decades of regulation and investment to reduce point source water pollution, OECD countries still face water quality challenges (e.g. eutrophication) from diffuse agricultural and urban sources of pollution, i.e. pollution from surface runoff, soil filtration and atmospheric deposition. The relative lack of progress reflects the complexities of controlling multiple pollutants from multiple sources, their high spatial and temporal variability, the associated transactions costs, and limited political acceptability of regulatory measures. The OECD report Diffuse Pollution, Degraded Waters: Emerging Policy Solutions (OECD, 2017) outlines the water quality challenges facing OECD countries today. It presents a range of policy instruments and innovative case studies of diffuse pollution control, and concludes with an integrated policy framework to tackle this challenge. An optimal approach will likely entail a mix of policy interventions reflecting the basic OECD principles of water quality management – pollution prevention, treatment at source, the polluter pays and the beneficiary pays principles, equity, and policy coherence. -

AIR CLIMATE CHANGE WE DECREASES BRE THE QUAALITTHEY OF THE Climate change poses many risks to human health. Some health impacts of climate change are already being felt in the United States. We need to safeguard our communities by protecting people’s health, wellbeing, and quality of life from climate change impacts. Many communities are already taking steps to address these public health issues and reduce the risk of harm. BACKGROUND When we burn fossil fuels, such as coal and gas, we release carbon dioxide (CO2). CO2 builds up in the atmosphere and causes Earth’s temperature to rise, much like a blanket traps in heat. This extra trapped heat disrupts many of the interconnected systems in our environment. Climate change might also affect human health by making our air less healthy to breathe. Higher temperatures lead to an increase in allergens and harmful air pollutants. For instance, longer warm seasons can mean longer pollen seasons – which can increase allergic sensitizations and asthma episodes and diminish productive work and school days. Higher temperatures associated with climate change can also lead to an increase in ozone, a harmful air pollutant. THE CLIMATE-HEALTH CONNECTION Decreased air quality introduces a number of health risks and concerns: According to the National Climate Assessment, climate change will affect human health by increasing ground-level ozone and/or particulate matter air pollution in some locations. Ground-level ozone (a key component of smog) is associated with many health problems, including diminished lung function, increased hospital admissions and emergency department visits for asthma, and increases in premature deaths. -

Volatile Organic Compounds Emissions
Report on the Environment https://www.epa.gov/roe/ Volatile Organic Compounds Emissions Volatile organic compounds (VOCs) are a large group of organic chemicals that include any compound of carbon (excluding carbon monoxide, carbon dioxide, carbonic acid, metallic carbides or carbonates, and ammonium carbonate). VOCs are of interest in part because they participate in atmospheric photochemical reactions that contribute to ozone formation. Ozone (the Ozone Concentrations indicator) is formed from chemical reactions involving airborne VOCs, airborne nitrogen oxides, and sunlight. VOCs are also of interest because they play a role in formation of secondary organic aerosols, which are found in airborne particulate matter (the Particulate Matter Concentrations indicator). Finally, VOCs are of interest because many individual VOCs are known to be harmful to human health (the Air Toxics Concentrations indicator; the Air Toxics Emissions indicator). Health effects vary by pollutant. VOCs are emitted from a variety of sources, including motor vehicles, chemical manufacturing facilities, refineries, factories, consumer and commercial products, and natural (biogenic) sources (mainly trees). This indicator presents VOC emissions from traditionally inventoried anthropogenic source categories: (1) “Fuel combustion,” which includes emissions from coal-, gas-, and oil-fired power plants and industrial, commercial, and institutional sources, as well as residential heaters and boilers; (2) “Other industrial processes,” which includes chemical production, petroleum refining, metals production, and processes other than fuel combustion; (3) “On-road vehicles,” which includes cars, trucks, buses, and motorcycles; and (4) “Nonroad vehicles and engines,” such as farm and construction equipment, lawnmowers, chainsaws, boats, ships, snowmobiles, and aircraft. The indicator also includes estimates of biogenic and forest wildfire VOC emissions in 2014.
