NOTICE INVITING PROPOSAL JN Port invites sealed applications in double cover format from experienced professionals for ENGAGEMENT OF CHIEF ARCHITECT AND PLANNER (CA&P) for SEZ project of JNPT.

1. THE PORT: Jawaharlal Nehru Port, located in is one of the twelve Major Ports of . Commissioned in the year 1989, it is a fast growing Port with dedicated facility for handling Container and Liquid Cargo.

2. THE PROJECT: Jawaharlal Nehru Port Trust (JNPT) is at the threshold stage of implementation of Special Economic Zone Phase I admeasuring 277 Ha of land development project under the Ministry of Shipping and complying with Development Commissioner (DC) rules. JNPT is appointed as Special Planning Authority (SPA) under Section 40, 1 (b) of Regional and Town Planning Act, 1966 by Urban Development Department, Government of Maharashtra on 20th Dec, 2017. In order to have smooth functioning of SEZ with proper compliance of DC rules as well as compliance to SPA status, JNPT is desirous of engaging Chief Architect and Planner CA&P, who has expertise to prepare Master Plan of SEZ project and assist the Port in compliance of SPA and DC rules for SEZ Phase I development project.

3. The aim of this assignment is to provide qualitative technical and administrative services for proper compliance of DC rules, as well as compliance to SPA status. The Terms of Reference are attached at Annexure I of the proposal document. The appointment is on contract basis initially for 2 years and extendable for another one year at the discretion of the port.

4. The proposals shall be valid for a period of 60 days from the due date of opening of the proposal document.

5. The blank proposal document (Application) may be viewed and downloaded from JNP website www.jnport.gov.in from 8th June 2018 to 19th June 2018 upto 1500 hrs. No editing / addition / deletion of proposal document shall be permitted. If such incident is observed at any stage, such proposal document shall be liable for outright rejection.

6. The completed proposal in the required format containing all information requested in proposal document should be submitted either by hand delivery or sent by Registered Post / Speed Post / Courier so as to reach the Chief Manager (PP&D), Administration Building, Sheva, 400 707 before 15:00 hrs. on 19/06/2018 and technical envelope will be opened at 15:30 hrs on the same day.

INSTRUCTIONS AND OTHER TERMS AND CONDITIONS APPLICATION FOR ENGAGEMENT OF CHIEF ARCHITECT AND PLANNER CA&P for SEZ project of JNPT.

1. General Introduction:

1.1 Jawaharlal Nehru Port Trust (JNPT) is developing a port-based multi-product Special Economic Zone (SEZ) at JNPT. The formal approval of SEZ was received on 16th July 2014 and SEZ notification was issued on 11th August 2014 by the Ministry of Commerce and Industry, Govt. of India. The SEZ approval stands valid till July 15, 2017 have obtained extension till 16th July 2018 from the Ministry of Commerce and Industries, Govt of India. The Environment department vide SEAC- 2014/CR-302/TC2 dated 5th December, 2014 have granted the Environment clearance by the State Level Environment Impact Assessment Authority in its 77th meeting for the development of port based Multi-product SEZ at JNPT. The total area considered for SEZ is 277 ha. and the entire area will be utilized as processing area with requisite facilities. The SEZ project also received SPA status. JNPT is appointed as Special Planning Authority (SPA) under Section 40, 1 (b) of Maharashtra Regional and Town Planning Act, 1966 by Urban Development Department, Government of Maharashtra on 20th Dec, 2017.

1.2 The Special Economic Zone (SEZ) infrastructure development work has been awarded to M/s. BackBone- Tarmat-Alfaraa JV in October 2016 at their quoted price of Rs.476,00,00,000/- with contract period of 24 months plus monsoon. The date of commencement of the work is 21st Oct 2016 and date of completion is 19th Oct 2019. As this project has been awarded as an integral part of “Sagarmala initiative having impact on overall economical and logistical benefit, the same is being given utmost importance and being monitored at the highest level i.e PMO. The work is in progress and as on 15th May 2018, about 32% work is completed. M/s Pentacle consultant is PMC for the subject project who is closely monitoring the project. The entire work is likely to be completed by October 2019.

1.3 Parallely, the Port also invited tenders for allotment of plots and first 6 plots are allotted to the successful agencies through tendering process. The port is in the tendering process of allotment of various plots to be given to prospective agencies for setting up of various types of industries like Engineering, auto mobile industries, food industries, electronics and pharmaceutical industries etc.

2. In order to have smooth functioning of SEZ with proper compliance of DC rules, as well as compliance to SPA status, JNPT is desirous of engaging CHIEF ARCHITECT AND PLANNER CA&P, who has expertise to prepare Master Plan of SEZ project and assist the Port in compliance of SPA and DC rules for SEZ Phase I development project as per terms of reference attached at Annexure I of the proposal document. 6

3. Due date of Submission: Persons fulfilling following requirements may submit an application in Two Covers to the Chief Manager (PPD), Administration Building, JNPT, Sheva, Navi Mumbai – 400 7-7 on or before 1500 hrs. on 19/06/2018 .

4. Technical Proposal & Financial proposal-

4.1 Education/Professional Qualification/(Technical proposal):

i) Graduates in Architecture from reputed institute with first class. ii) Post Graduate in Town Planning /Urban Planning/City Planning with first class or equivalent percentile. iii) Associate/Fellow membership of Institute of Town Planners, India. iv) Possess professional experience in the field of planning of large industrial, residential townships and master planning of SEZ projects. v) Worked in professional organization of repute in field of Town Planning and SEZ Project, will be an advantage. vi) 25 years’ experience in town planning out of which minimum 15 years at senior position. vii) Worked in senior leadership position for a least 5 years in the area of Architecture and town planning. viii) Experience in planning of SEZ project shall be preferred. ix) Proven track record in town planning/urban planning/city planning. x) Exposure to SPA entities of Govt/Semi Govt/recognized Private SEZ project as town planning dept will be an advantage. xi) Age:-Between 50 to 55 years. Relaxable in deserving cases.

4.1.1 The duration of the appointment is initially for a period of two years, extendable by another period of one year at the discretion of the Port.

4.1.2 The Validity of Proposal is for 60 days from the date of opening of technical proposal.

4. 2. Financial Proposal:

4.2.1 Responsive proposal shall be examined in detail for their technical contents. Compliance to Technical / Professional qualifications, experience, and leadership position, track record, with reference to adequacy, acceptability and understanding of the professional shall be checked.

4.2.2 Opening and evaluation of second envelope viz financial Proposal.

a) Financial Proposal as attached at Annex-II of the proposed document of responsive professionals who are qualified on scrutiny of technical contents will be opened in the presence of concerned professionals who may wish to remain present. The date and venue of opening of financial proposal will be conveyed to the qualified professionals.

b) Financial proposal with any counter conditions or ambiguous remarks shall be rejected.

5. Evaluation Criteria

5.1. A two-stage procedure will be adopted for evaluating the proposals: (i) a technical evaluation, which will be carried out prior to opening any financial proposal. The professionals who have secured minimum technical score of 70 points will be declared as qualified for opening of Financial Proposal. (ii) a Financial Evaluation after opening of Financial Proposals; the professionals shall be ranked as first lowest, second lowest and so on, based on the total amount quoted in Financial Proposal.

5.2. The evaluation will be carried out applying the evaluation criteria and point system specified below: Each responsive proposal will be attributed a technical score.

5.3. The maximum achievable Total Technical Score for every professional would be 100. The total technical score of the Technical proposal should be at least 70 points

out of 100 to be considered qualified for financial evaluation. The JNPT may ask professional to come for the meeting to understand their expertize.

5.4. Evaluation of Financial Proposal (step-2)

5.4.1 The envelop No.2 (Financial Proposal) shall be opened on a date to be fixed later and intimated to all the responsive and eligible professionals to enable them to be present in the opening if they so wish and will be opened in the office of Chief Manager (PPD). The envelope No.2 shall be opened if submission in Envelop No.1 satisfies / includes all the requirements and same are found acceptable to the Employer. The Envelop No. 2 of those applicants shall be returned unopened if their submission in Envelop No.1 was found to be unacceptable during its scrutiny and technical evaluation without assigning any specific reasons whatsoever.

5.4.2 After opening of Financial proposals, the lowest financial proposal (FM) will be given a financial score (SF) of 100 points. The financial scores of other proposals will be computed as follows: SF=100 x FM/F (F= Amount of financial proposal) Proposals will finally be ranked according to their combined Technical (ST) and Financial (SF) scores as follows: S=ST X Tw + SF x Fw Where the combined score, and Tw and Fw are weight assigned to Technical Proposal and Financial Proposal that shall be 0.80 and 0.20, respectively. The qualified professional who secures highest combined score would be declared as successful. In the event that or more professionals secure same combined score. The professional who offered lowest fee will be considered as successful. 5.5 Award of Assignment / Services: Prior to the expiration period of proposal validity, the Employer will notify the successful professional who submitted the lowest financial proposal. The professional selected will be issued a Letter of Appointment by the JNPT.

ANNEX I Terms of Reference 1. General:

Jawaharlal Nehru Port Trust (JNPT) is at the threshold stage of implementation of Special Economic Zone Phase I admeasuring 277 Ha of land development project under the Ministry of Shipping and complying with Development Commissioner (DC) rules. In order to have smooth functioning of SEZ with proper compliance of DC rules, as well as compliance to SPA status, JNPT is desirous of engaging Chief Architect and Planner CA&P (on contract basis initially for 2 years and extendable for another one year at the discretion of the port), who has expertise to prepare Master Plan of SEZ project and assist the Port in compliance of SPA and DC rules for SEZ development project.

2. Objectives of the assignment: The aim of this assignment is to provide qualitative technical and administrative services for proper compliance of DC rules, as well as compliance to SPA status. The professional has to work along with various officials/consultants for project formulation and liasoning with State and Central Government organizations and all other various works required for implementation/compliance of the SEZ related works.

3. The scope of services shall include but not necessarily be limited to the following activities:- (i) CA&P should be responsible for Master Planning, preparation of Planning Proposals/ Draft Development Plan, Development Control Regulations, Report required as per MRTP Act for SEZ Area of JN Port Trust as Special Planning Authority. Its publication, submission to Government for sanction following procedure laid down by the MRTP Act shall be the responsibility of the CA&P. (ii) CA&P should be responsible for building architecture, urban design, built-up environment and building typology, project development framework, sustainability and its implementation for SPA area and overall port area. (iii) CA&P shall be responsible for regulating the development by way of grant of Development Permissions, Occupancy Certificates, and appropriate action on un- authorised works as SPA appointed under the Act. (iv) CA&P will have to liaison with state government offices for approvals required for Planning Proposals, DCRs, and Report etc. (v) CA&P shall be responsible for infrastructure planning and provide relevant inputs for planning, designing and coordination of storm water, sewerage, waste collection, water supply, water treatment, fire-fighting works, fire protection systems, STP, WTP. (vi) CA&P will have to prepare detailed layout plans for execution, allotment of land/plot with details of ground coverage, BUA, margins, permissible heights. (vii) CA&P will have to deal with in-house execution team, various developers, consultants and vendors as the need may be for planning, designing, and coordination. (viii) In addition to above the CA&P will have to take project related works as may be decided by the Chairman/Dy. Chairman /CM(PPD). (ix) Any other duty/work assigned by Chairman/Dy. Chairman/CM(PPD). (x) Study/ Review of the earlier available reports. (xi) Chief Architect and Planner CA&P will directly report to Chairman/Dy. Chairman/CM (PPD).

ANNEXURE-II FINANCIAL PROPOSAL From: ______

Sub:- Application for Chief Architect and Planner for SEZ project at JNPT I have perused the Proposal Document for subject assignment containing Terms of Reference in Annex-I and other details and am willing to undertake and complete the assignments as per all terms and conditions stipulated in the 'Proposal Document'.

My monthly remuneration inclusive of all taxes, incidentals, overheads for execution of this assignment covering scope of work as stipulated in "Terms of Reference" (enclosed as Annex-I to the Proposal Document) and excluding prevalent GST is Rs.______. This offer is valid for a period of 60 days from the due date of submission of the proposal document. The JNPT will provide vehicle (swift desire) with 2500 kilometers per month along with driver for official use, in addition to monthly remuneration.

I agree to accept the payments as quoted above.

NOTES: (i) The GST prevalent will be paid separately. The monthly payment of services shall start from the date of commencement of the services. (ii) Chief Architect & Planner shall provide assistance /services if any required for obtaining necessary Statutory clearances from the Government and other concerned authorities and the expenditure towards traveling outstation and back by economy class air fare and accommodation in three star hotel will be reimbursed to the CA&P as per the actual.
