SECTOR 1B (GITARAMA) REFERENCE THE REPORTED CASE OF MASKED SOLDIERS WHO FORCED THEIR WAY INTO THE CATHOLIC COMPOUND IN TABA COMMUNE ON 12 NOV 95, MILOBS CONFIRMED THAT THE SOLDIERS WERE LOOKING FOR A SPANISH FATHER WHO WAS OUT ATTENDING A FUNCTION AT THE TIME OF THE INCIDENT. HE WAS INTERVIEWED BY MILOBS AND HE SPOKE HIS MIND ON THE INCIDENT. HE SAID HE BELIEVES THE ATTACK WAS A FOLLOW-UP FROM COMMENTp MADE ON RADIO RWANDA BY THE GITARAMA REPORTER WHO CRITICIZED HIM BY NAME AS AN INTERAHAMWE WHO HAD TO BE KILLED. THE BROADCASTING ALSO INCLUDED DEROGATORY COMMENTS AGAINST ALL SPANISH PRIESTS AS PRO-HUTU RACISTS. SEVEN FRANCISCAN SISTERS WERE BEATEN. THREE OF THEM WERE INTERVIEWED AND WERE STILL SHAKEN AND HAVE MOVED OUT OF THEIR HOUSES. ONE LOCAL WAS SHOT IN THE ARM AS HE ATTEMPTED TO YELL FOR HELP. THE SRSG FINALLY GAVE A BRIEFING ON UNAMIR'S MANDATE TO MEMBERS OF THE DIPLOMATIC CORPS AND HEADS OF VARIOUS AGENCIES AT UNAMIR HEADQUARTERS. B. AT THE END OF HER VISIT TO RWANDA, MRS ELIZABETH LINDEMAYER, PRINCIPAL DESK OFFICER FOR RWANDA IN THE DEPARTMENT OF PEACE-KEEPING OPERATIONS, CALLED ON THE SRSG FOR A GENERAL SUMMING-UP. C. ACCORDING TO RADIO RWANDA THE MINISTER OF FOREIGN AFFAIRS, DR ANASTASE GASANA, STRONGLY CONDEMNED ALL THOSE WHO USE THE PROBLEM OF RWfu~DAN REFUGEES TO STRAIN RELATIONS WITH COUNTRIES OF THE SUB REGION. HE SAID THE RWANDAN GOVERNMENT HAD NO INTEREST IN PREVENTING RW~~AN REFUGEES FROM RETURNING TO THEIR MOTHERLAND. D. LOCALS SPOKEN TO CONFIRMED THAT THE INCIDENCE TOOK PLACE IN BAR ON SAT 11 NOV 95 EVENING. THERE WERE FOUR PEOPLE (INCL A COMMUNE POLICEMAN AND RPA) IN THE BAR AT THE TIME OF INCIDENCE. THE RPA NOTICED THE POLICEMAN WEARING A HAND GRENADE AND WANTED TO TAKE IT AWAY FROM HIM AS HE WAS NOT AUTHORISED. TO BE IN POSSESSION OF THE GRENADE. THE ENSUING STRUGGLE LED TO THE EXPLOSION OF THE GRENADE KILLING THE POLICEMAN AND THE OTHER MAN F. FORCE SIGNAL COY. REASONS FOR THE FIRING ARE NOT KNOWN AND INVESTIGATION IS IN PROGRESS. B. MILOB TEAM TO NYABIKENKE GR 7292 WAS INFORMED BY LOCALS THAT ON 09 NOV 95, FIVE PERSONS IN RPA UNIFORM, STOLE TWO RADIOS, RWF 13,000 AND OTHER HOUSEHOLD GOODS FROM THREE HOUSES IN MUGUNGA SECTOR GR 7096. INVESTIGATIONS IN PROGRESS. 4. FRGF/MILITIA/BANDITRY. SECTOR 5A(RUHENGERI) - ON THE 14 NOVEMBER 1995, AT 2100 HRS SOME FRGFs SOLDIERS STARTED FIRING ON AN RPA LOCATION AT NYABIREHE SECTOR 4629 IN MUKINGO COMMUNE. IN THE EXCHANGE OF FIRE, ONE FRFG SOLDIER WAS SHOT DEAD. RPA RECOVERED ONE ANTI-PERSONNEL MINE FROM THE DEAD SOLDIER AND TWO ANTI- PERSONNEL MINES FROM THE AREA. MILOBS FOUND THE BOURGEMESTRE AND THE LOCAL RPA COMPANY COMMANDER AT THE SCENE OF INCIDENT WHO EXPRESSED THE FEELING THAT THE FRFG SOLDIERS MUST HAVE COME FROM ZAIRE AND LATER FLED BACK. FURTHER THE LOCAL RPA COMMANDER SAID THAT THERE ARE MANY INFILTRATORS IN THE AREA WHO ARE LIKELY TO LAY MINES ANYWHERE IN THE AREA. THEY PARTICULARLY SUSPECT THE ROAD COMING FROM MUKINGO COMMUNE AND PASSING THROUGH NYABIREHI (4629) SECTOR. FOR SECURITY REASONS RPA HAVE STOPPED ALLOWING ANYONE TO USE THE ROAD FROM GR 470290 TO 420254. 5. REFUGEES/IDPs. NSTR. 6. POLITICAL. A. THE SRSG ATTENDED A MEETING ON PRISONS AT THE UNDP AND REVIEWED GENERAL CONDITIONS OF THE DETENTION CENTRES AS WELL AS DISCUSSED WAYS AND MEANS TO RAPIDLY EXPAND THE DETENTION CAPACITY OF THE PRISONS IN RWANDA.THE CHAIRMAN OF THE PRISONS COMMISSION,MR CLAUDE DUSAIDI WAS ALSO PRESENT AT THE MEETING. B. LATER THE SRSG HELD A MEETING WITH THE MEMBERS OF THE UNITED NATIONS ADVISORY GROUP AND REVIEWED PROGRESS ACHIEVED IN CONNECTION WITH TASKS ACCOMPLISHED BY UNAAG AND FUTURE REQUESTS TO BE CONSIDERED IN THIS REGARD. C. RADIO RWANDA REPORTED THAT RWANDESE CITIZENS BASED IN GOMA, ZAIRE AND R'i'lANDAN REFUGEES WHO WERE RETURNING HOME WERE SERIOUSLY BEATEN, SOME IMPRISONED, WHILE OTHERS HAD THEIR PROPERTY LOOTED BY ZAIRIANS. 7. SECTOR 1 (1) INBATT REPORTED THAT 111 RETURNEES ARRIVED AT NDERA CAMP FROM BUTARE AND GISENYI. 38 RETURNEES WERE DESPATCHED BY UNHCR TO KIBUNGO, BUTARE KIGALI VILLAGE AND KIGALI RURAL. A TOTAL OF 166 RETURNEES STILL AWAITING EVAC FROM NDERA CAMP.
