Paul Bremer III, in his capacity as the chief administrator of the Coalition Provisional Author- ity (CPA), introduced several transitional justice mechanisms that set the *Eric Stover is Director of the Human Rights Center at the University of California, Berkeley, and Adjunct Professor in the School of Public Health. In 1991, Stover led a team of forensic scientists to northern Iraq to investigate war crimes committed by Iraqi troops during the Anfal campaign against the Kurds in the late 1980s. In March and April 2003, he returned to northern Iraq where he and Hania Mufti monitored the compliance with the 1949 Geneva Conventions by all sides to the conflict. He returned to Iraq in February 2004 to assist Mufti in investigating the status of documentary and physical evidence to be used in trials against Saddam Hussein and other members of the Ba'athist Party. -

Iraq had been governed by groups which belonged to the Arab Sunni minority since the Iraqi state emerged out of the former Otto- man Empire in 1921. More recently, new political actors are in the ascendancy, rep- resenting the Kurdish minority and the Shia majority in Iraq. -

Signature ......................................................... i Abstract: The “Policy Framework for Iraq’s Petroleum Industry” is a logical structure that establishes the rules to guide decisions and manage processes to achieve economically efficient outcomes within the energy sector. It divides policy applications between regulatory and regulated practices, and defines the governance of the public sector across the petroleum industry and relevant energy portfolios. In many “Rentier States” where countries depend on a single source of income such as oil revenues, overlapping powers of authority within the public sector between policy makers and operators has led to significant conflicts of interest that have resulted in the mismanagement of resources and revenues, corruption, failed strategies and the ultimate failure of the system. Some countries have succeeded in identifying areas for progressive reform, whilst others failed due to various reasons discussed in this thesis. Iraq fits into the category of a country that has failed to implement reform and has become a classic case of a rentier state. -

This would be a decisive blow to terrorism at the heart of its power, and a victory for the security of America and the civilized world.” George W. Bush May 24, 2004 Today’s Presidential Action Ø In a speech at the U.S. Army War College in Carlisle, Pennsylvania, President Bush reported to the Nation on our strategy in Iraq and the specific steps we are taking to achieve our goal. Our coalition has a clear goal, understood by all: To see the Iraqi people in charge of Iraq for the first time in generations. America’s task in Iraq is not only to defeat an enemy, it is to give strength to a friend – a free, representative government that serves its people and fights on their behalf. And the sooner this goal is achieved, the sooner our job will be done. Ø The President announced five steps in his plan to achieve freedom and democracy in Iraq. We will: 1. hand over authority to a sovereign Iraqi government; 2. help establish the stability and security in Iraq that democracy requires; 3. continue rebuilding Iraq’s infrastructure; 4. encourage more international support; and 5. move toward free, national elections that will bring forward new leaders empowered by the Iraqi people. 1. THE EDITORS Middle East Israel A ALL aspects of Israel's life in 1967 were dominated by the explosion of hostilities on June 5. Two decades of Arab-Israel tension culminated in a massive combined Arab military threat, which was answered by a swift mobilization of Israel's citizen army and, after a period of waiting for international action, by a powerful offensive against the Egyptian, Jor- danian and Syrian forces, leading to the greatest victory in Jewish military annals. During the weeks of danger preceding the six-day war, Jewry throughout the world rallied to Israel's aid: immediate financial support was forthcoming on an unprecedented scale, and thousands of young volunteers offered per- sonal participation in Israel's defense, though they arrived too late to affect the issue (see reviews of individual countries). A new upsurge of national confidence swept away the morale crisis that had accompanied the economic slowdown in 1966. The worldwide Jewish reaction to Israel's danger, and the problems associated with the extension of its military rule over a million more Arabs, led to a reappraisal of atti- tudes towards diaspora Jewry. -

They watered that tree, pruned it, and cared for it. Ask your American friends why they're leaving now before the tree bears fruit." --Mahmoud Ahmadinejad.1 Iraq has become a key focus of the strategic competition between the United States and Iran. The history of this competition has been shaped by the Iran-Iraq War (1980-1988), the 1991 Gulf War, and the US invasion of Iraq in 2003. Since the 2003 war, both the US and Iran have competed to shape the structure of Post-Saddam Iraq’s politics, governance, economics, and security. The US has gone to great lengths to counter Iranian influence in Iraq, including using its status as an occupying power and Iraq’s main source of aid, as well as through information operations and more traditional press statements highlighting Iranian meddling. However, containing Iranian influence, while important, is not America’s main goal in Iraq. It is rather to create a stable democratic Iraq that can defeat the remaining extremist and insurgent elements, defend against foreign threats, sustain an able civil society, and emerge as a stable power friendly to the US and its Gulf allies. -
