Herew;th are my recommendations for the formal recognition of those individuals and organizations involved in the Convention. The recipients fall int'o several categories.

In Category 4 are those who will receive only the personalized Convention photo selected above. This includes local volunteers, White House Staff, Republican National Committee Staff and Committee to Re-Elect the President Staff who were active in the Convention.

In Category 5 are those individuals who were involved in the Young Voters for the President Rally at Marine Stadium. This includes each entertainer on that program and the leadership cadre of the YVP group. The personalized photo at Tab D will be given these individuals. Efforts are being made to obtain a color photo similar to the Black and White shown in Tab D. A special photo of the President with Sammy Davis, Jr. is being obtained for presentation to Mr. Davis. Rose Mary Woods will determine if the President wishes to write a special note to Mr. Davis. I recommend the use of this black and white or a si~i1ar color photo. Few people in American political life have been privileged to know the great sense of achievement we were able to share as participants in the Republican National Convention. What was accomplished in those few days reenforced our common devotion to the principles of our Party, set a positive course for the campaign, and reached out to citizens across the land to help form what I have termed "a new majority. "

For these successes we are all deeply grateful, and I want to express my own heartfelt thanks to you for your special contributions as a Delegate to the 1972 Convention. Of course, the real task is still ahead of us. We must work as never before to carry our message to the voters, and it is good to know that we can count on the leade rship you provided in

With the convention concluded, I believe it appropriate that recognition and thanks be accorded those who assisted in plan­ ning and carrying out the many phases of its operation. Clearly, not •everyone participated to the same degree and accordingly I would propose that categories of acknowledgement be established such as the following:

Category 1 A letter from the President with a watch.

Category 2 A letter from the,President with a certificate.

Category 3 A certificate.

Those included within each category would be a matter of judge­ ment and subject to your concurrence will be submitted by separate memorandum.

With regard to the Certificate, I believe Lee Huebner has prepared a short expression of thanks which I would propose be superimposed upon a color photo of the President at the conven­ tion, and signed by the President. As to the letter, I am sure that Lee can provide an appropriate message.

Now at the conclusion of a successful convention, Bill would like to send letters acknowledging the support of the many many people who in some way contributed to the overall effort. His proposal is to provide three levels of recognition as a function of each persons degree of involvment. They are: 1. Category I A personal letter from the President and a watch. Category II A personal letter from the President and a Certificate. Category III A certificate

To coordinate the above several actions are required.

1. A list of addressees As Bill's deputy, Stan Anderson (ext 2246) has been asked to prepare a list broken down by categories of all people who worked with Bill in planning and executing the convention. Some additions to the list will be made by Gordon Strachan (Bob Haldeman's Assistant ext 2892). Finally Ron Walker will provide a list of the advance team personnel who should get letters and/or certificates. Stan and Gordon have already been contacted and will provide their list by noon Wednesday. Ron Walker has not been contacted but should be today. He is most likely in San Clemente.

2. A CERTIFICATE Bill suggested that we contact the photo office (West Basement) and look through the convention photos and find one of the President on the Podium that would be suitable as a background for the certificate. This should be taken to Sandy Fox (2nd Floor East Wing) who is the White House Caligrapher who will provide advice on how to letter the certificate message over or on the photo as he thinks best. He already has the text which was given him yesterday by Lee Huebner (ext 2214) who is a sppech writer and works with Ray Price.

3. THE LETTER FROM THE PRESIDENT An appropriate letter from the President should be drafted today for use with category I and II people. Roland Elliott can do this for you (ext 2276). He has already been contacted by Ron Walker to do a letter for him. Call him (Elliott) after talking to Walker to insure that we can incorporate Walker's list into our own so as to only send one letter.

On Wednesday, when the list of addressees is available, the draft certificate in hand and the letter from the President drafted, put them all together and call Bill Timmons in Florida. Go over the list with him. He will have some re-ordering probably. After getting his chop, give Sandy Fox the list of names for certificates and ask him to get them out as quickly as he can. The attached note to you was in the President's out box Saturday afternoon. I have alerted Ray Price to the President's desires with regard to certificates of appreciation and know that he and Timmons are working out a plan. As you see, the last paragraph indicates the President's willingness to call '15 or 6 who worked on arrangements" before and during the Convention. That being the case, you may want to reconsider Bill Timmons' strong appeal for the President to call Dick Herman in Miami Beach today. He suggests either of two approaches -- (1) a personal call to Herman in his office (Room 223) or his room (Penthouse #'4) this afternoon at the Seasons .•. during which he might express a simple "thank you" and a birthday greeting to Dick's wife. (Her birthday is today.) (2) A less personal call, but still to Herman, in the Champagne Room of the Fontainbleau Hotel at 4:45p. m. PDT (7:45 p. m. EDT). At that time Herman and others will be hosting all of the state and local leaders who contributed in various ways to the success of our Convention. In attendance will be Miami Beach Mayor Chuck Hall, Mayor David Kennedy, Dade County Metro-Mayor Dave Clark, Governor Askew, Hank Meyer, newspaper editors, city managers, city councilmen, and many others -- all with their wives. If the President were to make this call, he would not have to speak to anyone other than Herman, but he would want to tell Dick to pass on his thanks to the guests.

{You should know that meanwhile we have proceeded with the "telegram to Herman" plan. Ray Price has reviewed the text with Timmons via teleI?hone, and will be sending it out prior to noon today. Timinons just feels that the phone call -- despite the telegram -- is important because so many Democrats will be at the Fontainbleau gath~ring. - 2 ­

In a memorandum I received from Gordon Strachan on August 25th, the President wants to send Presidential watches to Governor Rockefeller who delivered the Nominating Speech, and the 11 seconders who delivered the seconding speeches. Some of the seconders were women, so we can use the women1s watches that you have. Ray Price has been asked to pre­ pare the letters.

Could you please coordinate with his office and give him the appropriate number of men and women1s watches so that they can be sent out with the letters he is doing.

Along this line, you can see that we are exhausting our supply of Presidential watches, and I think we should get 50 more of the men1s watches.

The attached pages compare the T.V. Ratings of the Dem~crat and Republican Convention. All obtainable information is presented.

There are three pages for each session. The first contains the New York Overnights by the quarte~-hour segments for the three networks and independent stations with the Democrats on the top half and Republicans on the bottom half of the page. The second contains the Los Angeles Overnights by half-hour segments with the same format. The New York Overnights are only available in quarter- hour segments, and the Los Angeles Overnights are only available in half-hour segments. The third page ~ill be the national projection from a seventy city summary. It will show the average rating for each network during common coverage. National projections are not available on a half-hour or quarter-hour lasis.

The pages include all the information on New York and Los Angeles Overnights for the Democrats~ and the New York Overnights for the Republicans. The Los Angeles Overnights for the Republicans will be available by 10 a.m. PDT on Monday. Also included are the national projections for the Republican Convention. The Los Angeles Overnights for the Republican Convention will be obtained from a Metromedia Vice President in Los Angeles hopefully at 10 a.m. PDT. Similarly the national projections for the Democrats Convention will be obtained from ABC in New York, hopefully at 7 a.m. PDT. These figures will be added to the attached pages. 2

The actual Neilsen ratings should be available the week of August 28 through September 1. They will be available in quarter-hour and half hour segments, but the average will be very close to the attached 70 city National projections.

(AP) California Gov. Ronald Reagan, temporary Chairman of the Convention, said there are three political parties now: Republican, Democratic and McGovern. SUBJECT: Demonstrations - RNC Convention

The best available information from John Dean regarding demonstrators' activities tonight includes: 1) 2,000-2,500 are currently massed in Flamingo Park; total available demonstrators 3,000; • 2) Demonstrators' reconnaissance teams (2-10) are sur­ veying Convention Center and access routes; 3) The demonstrators' plan (subject to quick revision) is to concentrate on key intersections and to try to block entrances; 4) Some "trashing" by Attica Brigade and Zippies is expected;

5) There are "plenty of policen in area and the cooperation with local officials is now very good;

6) The local Judge upheld the order directing police to "enforce the law" (Le.arrests will be made as needed); 7) Total arrests until 4 p.m. is 230, with $250 bond imposed;

8} Washington Avenue has been conceded to the demonstrators. They would have to move against that fence to get within the Convention perimeter; 9) Meridian Avenue. (rear access to the Convention) will be lined with buses from 17th to Dade. This should prevent demonstrators from delaying vehicular access to the Center;

SUBJECT: Demonstrations at the Republican Convention

•Although the outlook for potential demonstrations during the Republican Convention is still not entirely clear, the most significant fact to date is the number of demonstrators in town. Camped at Flamingo Park are al?proxiInately 2, 000 protestors from all groups. The total number in town expected to participate in protest activities is between 3,000 and 3,500 persons. This small number .significantly limits the capability of the demonstrators to disrupt the Convention.

The participants are generally younger than found in normal Washington demonstrations, but more serious than at the Demo­ cratic Convention. The leadership is fragmented and no single group seems to be in command. The Miami Conventions Coalition (MCC) - led by Rennie Davis and composed primarily of the Youth International Party (YIP) and the Peoples Coalition for Peach and Justice (PCPJ) - originally was the leading organization. It was the MCC which published the Tactical Manuel for the Convention. However, the Vietnam Veterans Against the Wax (VVAW), which has some 600 members present, has emerged as the dominant group due to the inability of the MCC to control its followers. Other groups such as the ZIPPIES, the Students for a Democratic Society (SDS) and the Attica Brigade act totally independently and formulate their own plans.

The real potential for violence rests with approximately 400-500 individuals from the SDS, Attica Brigade, ZLPPIES, and certain members of the VVAW. These are the same persons who demonstrated at the Fontainebleau last night and showed no fear of the police. Some "trashing" and other "May Day" type activity can be expected from these militants, most of whom will probably be arrested before the Convention adjourns.

Due to the small number of demonstrators in Miami Beach. the plans of most groups have been changed to conserve their forces and concentrate on creating the most trouble Wednesday night. The protest activities during Monday, Tuesday and Wednesday are all located principally on Washington Avenue in front of the Convention Hall starting at late afternoon. In this manner, the demonstrators should be able to receive max­ imum media coverage. Their main goal is to be able to embarrass the Republicans during prime time by forcing the. calling of the National Guard'. Depending on the success or failure of their activities, all plans can be expected to be modified daily. A tentative schedule is attached.

Starting at approximately 4:00 pm, a series of demonstrations by substantially all the protestors including MCC, VVAW, Yippies and SDS will be held in front of the Convention Center. A Cuban rally will be conducted during the same time at this location creating a potential for a serious confrontation. Following is a. ,list of the principal events today:

9 - 4 pm Senior Citizens Forum to investigate the Nixon Administration at the Jewish Cultural Center.

4 - 5 pm Women's march from Flamingo Park to Convention Center with rally in front of the Center. A sculpture of the symbols of oppress~on of women will be built there. SDS and VVAW will join the MCC in this event. Jane Fonda and Ericka Higgins are expected to address the rally.

6 - 7 pm Cubans parade in front of the Convention Center. 1,500 persons are expected to participate. Police will attempt to keep the Cubans and non-delegate demonstrators separated during these two events as was successfully done during the Democratic National Convention.

Demonstrators will attempt to encircle the Convention Hall and close down the Convention by blocking access to the Convention Hall. Sit-ins will be staged along Washington Avenue, 17th Street and Meridian Avenue surrounding the Convention site.
