PC83 was notified in April 2018 and submissions closed in May 2018. A hearing is scheduled for September 2018. Assessments in support of the PC83 application did not include any consideration of potential traffic effects, on the basis that the continued operation of the quarry would result in no change to the associated levels of traffic activity. A submission from the NZ Transport Agency (NZTA) has raised concerns that there may be existing / historical operational problems associated with the use by quarry trucks of the adjacent State Highway 1 (SH1) Ngauranga gorge (Centennial Highway). If such problems exist, they would continue with on-going quarrying activity (and possibly intensify as background levels of traffic activity increase over time on this part of the state highway network). 1.2 Scope & Methodology This document describes a review of the available information regarding the effects of quarry-related vehicle movements upon the operation of the Ngauranga gorge. A number of specific issues are addressed: the availability of any evidence of recent problems (safety or efficiency) being experienced on Ngauranga gorge as a result of its use by quarry-related truck movements; whether on-going growth in background traffic activity on the Ngauranga gorge would be likely to result in quarry-related truck movements having a greater effect in the future; and whether the granting of the plan change would be likely to lead to any change in the level of effects associated with quarry-related truck movements. This review is intentionally confined to the potential effects of quarry-related truck movements only. The number of light vehicle movements is not high and their effects are negligible. ‘Quarry-related’ includes truck movements associated with the Allied Concrete and Downer operations, since these are dependent on the quarry. The geographic extent of possible effects has focussed upon the northbound direction of travel on the Ngauranga gorge, as this is where the greatest potential for effects arises as a result of slow-moving loaded trucks on the uphill section between Kiwipoint and the Newlands interchange. Nonetheless, it is recognised that a proportion of the loaded trucks also travel downhill from the Newlands interchange, as well as unloaded trucks approaching Kiwipoint from the south, and these areas are addressed as appropriate. Potential effects beyond the Ngauranga gorge area have not been considered as the Tim Kelly Transportation Planning Ltd August 2018 Plan Change 83 Kiwipoint Quarry: Traffic Assessment 2 dispersal of truck movements to the various routes available means any effects are necessarily diluted. This review has involved: a site visit to view conditions directly; a review of detailed crash records for the relevant part of the Ngauranga gorge; a review of traffic volumetric information for Ngauranga gorge; liaison with WCC, Holcim, Allied Concrete and Downer regarding the nature of activities undertaken, truck movements and any issues encountered by drivers; and liaison with the Traffic Operations Centre (TOC) in relation to the general operation of the gorge area and specifically the movement of quarry-related trucks. Tim Kelly Transportation Planning Ltd August 2018 Plan Change 83 Kiwipoint Quarry: Traffic Assessment 3 2 Existing Quarry Operation 2.1 Location The general location of the existing quarry site is shown by Figure 2.1. Newlands Interchange Existing Quarry Area State Highway 1 / Ngauranga Gorge Tyers Road Commercial Figure 2.1: Location Plan Area (Source: WCC GIS) Vehicular access to the Kiwipoint area is from a point on Ngauranga gorge 1.4kms above the State Highway 2 (SH2) interchange, and 850m below the Newlands Road overbridge. 2.2 Kiwipoint Area A number of activities are located within the Kiwipoint area and share the access to/from Ngauranga gorge at this point: Kiwipoint Quarry (described in further detail below); Taylor-Preston (meat processing); Allied Concrete (production of concrete materials); and Tim Kelly Transportation Planning Ltd August 2018 Plan Change 83 Kiwipoint Quarry: Traffic Assessment 4 Downer (production of asphalt materials). 2.3 Quarry Operation General Description The quarry is owned by WCC but operated by Holcim (NZ) Limited. Principal activities are the blasting of the rock-face, rock-crushing and processing. Materials produced are aggregates, including builder’s mix, roading/drainage metals, base course, river sand and decorative rock. Total annual output is 315 – 325,000 tonnes, or around 1,100 tonnes/day. Hours of Operation The quarry operates from 7am on six days/week, closing at 5pm Monday-Thursday, 4pm on Friday and 3pm on Saturday. The site is closed on Sundays and public holidays. Truck Activity Figure 2.2 summarises truck activity associated with the quarry over the most recent 12- month period. The quarry generates 1,700 – 2,300 return truck movements a month (or 65 – 88 per day), but of these 51% make ‘internal’ deliveries to the Allied Concrete or Downer plants within the Kiwipoint area. The number of ‘external’ vehicle movements averages around 1,000 return truck movements a month (or 40 per day). He was one of six (perhaps more) children born to John and Mary Ann Broderick (nee Bagshaw). John was a clock and watchmaker in Boston, Lincolnshire, following in the profession of his parents Jessie Creassy Broderick and Elizabeth (nee King). My great great grandfather Creasey became a tailor by profession and worked in London. He married Sarah Ann Walters in St Mary’s Church, Lambeth, Surrey on 24 June, 1827. They set up home in London, mainly in the East End. Five of their seven children were born in London and christened in St Leonard’s Church, Shoreditch. London. The sixth child, Selina, was born in New Zealand and their seventh child was born in Australia.

This study seeks to determine how strategic it is in terms of key environmental, economic and social outcomes: amenity and amenity access, air quality, accessibility, and low-income groups’ transport affordability. Strategic is defined as how well the RLTS will function under potential future circumstances and its internal coherency and consistency. The resilience and adaptability of the RLTS to that range of potential futures is also analysed. The RLTS’ priority is increasing regional accessibility, however due to 20+ years of underinvestment in the PT infrastructure, especially rail, targets set towards that goal are limited. Amenity and air quality are both considered to not require much intervention, but amenity services would be more adequately served if they were considered on par with air quality. Transport affordability to the community and users, especially low-income groups, was not given warranted attention. Therefore, four out of five of the outcomes appear to be well balanced. The RLTS objectives and outcomes are rather resilient, while the implementation plans are adequately adaptable with annual monitoring reports and final decisions which are also made on an annual basis.

The first was to investigate the possibility of running 4 trains an hour; this being what is required to achieve RS1. The second was to try and bring stability to the timetable to allow 100 percent on time performance to 5 minutes. Three months’ worth of RTI data was used to define the run and dwell times that reflected reality; the only issue was that the crossover below Wadestown, which isn’t separated out of the run time, had to be collected manually. Austrics was used to construct a timetable giving a 15 minute frequency from Johnsonville to Wellington and at the same time building in 5minutes recovery time at Johnsonville and 7 minutes at Wellington. GWRC meet with TranzMetro to discuss the proposal; developed modifications that built in recovery times at the crossovers for the trains going against the peak loading. That is the down trains get priority in the morning peak and the up trains get priority over the down train in the afternoon peak. The theory was to build resilience into the timetable. From the meeting and the revised timetable it was decided to run a trial simulating a morning peak an off peak and an afternoon peak on a Saturday.

    Assessment of Water and Sanitary Services 2005 x Long Term Council Community Plan x Bush and Stream Restoration Plan 2001 x Asset Management Plan. 6.3 Stormwater Infrastructure 6.3.1 Catchments A catchment is defined by topography. A main stream and tributaries join together in the catchment to form a water system which drains through a single outlet into the harbour or south coast. Council catchments are generally based upon actual drainage characteristics, but are also affected by management boundaries. The more urbanised eastern side of the Wellington region has been broken up into 42 individual catchments ranging in size and elevation from rural Kaiwharawhara (1917 ha, 420m) to smaller urban catchments such as Thorndon (12 ha, sea level). The rural western region has not been subdivided into catchments at this time. Figure 9 shows the main stormwater catchments. All these catchments contain a multitude of small watercourses, streams and piped stormwater infrastructure. The rural streams are generally narrow and restricted channels with over hanging vegetation, compared to the channelised urban streams. Streams have an average grade of 7.25% throughout the region, representing the steep topography associated with most of the Wellington catchments. Wellington stormwater from these catchments is discharged directly into the City’s streams, harbour and south coast. Eleven of the major discharges to the sea are currently consented under the RMA 1991. The consents for the discharge of wastewater-contaminated stormwater to the coastal marine area were issued in 1994 and require Council to carry out improvement works by 2013. The works are dependent on the individual consent conditions.

We are following a robust process drawing on three key streams of information: feedback received from the people of Wellington through comprehensive public engagement data collected on current travel patterns and recent trends transport activity and Wellington’s economy 2 Purpose & context This report summarises the data that has been collected for Let’s Get Wellington Moving, together with data that is collected annually by the programme partners. It provides multi-modal insights in relation to current travel patterns and recent trends. This data has been used by the project partners to: understand travel patterns and network performance, identify current pressures and issues, informing the Case for Change inform the development of a suite of transport modelling tools that will provide information to support decision making The purpose of this report is to provide a visual and factual representation of some of the data that has been collected, together with some of the insights that can be drawn from this data, so that people know what information is being used to support the work that is being undertaken and the decisions that are being made. Going forwards, this data will provide an evidence base that will form the foundation of any case for change and help establish the existence and scale of any problems worthy of action.
