LATIN AMERICAN PROGRAM © JOHN VIZCANO/Reuters The FARC and Colombia’s Illegal Drug Trade By John Otis November 2014 Introduction In 2014, the Revolutionary Armed Forces of Colombia, Latin America’s oldest and largest guerrilla army known as the FARC, marked the 50th anniversary of the start of its war against the Colombian government. More than 220,000 people have been killed1 and more than five million people uprooted2 from their homes in the conflict, which is the last remaining guerrilla war in the Western Hemisphere. However, this grim, half-century milestone coincides with peace negotiations between the Colombian government and the FARC that began in Havana, Cuba, in November 2012. The Havana talks have advanced much farther than the three previous efforts to negotiate with the FARC and there is a growing sense that a final peace treaty is now likely.3 So far, the two sides have reached agreements on three of the five points on the negotiating agenda, including an accord to resolve an issue that helps explain why the conflict has lasted so long: The FARC’s deep involvement in the taxation, production, and trafficking of illegal drugs. On May 16, 2014, the government and the FARC signed an agreement stating that under the terms of a final peace treaty, the two sides would work in tandem to eradicate coca, the plant used to make cocaine, and to combat cocaine trafficking in areas under guerrilla control. The FARC “has promised to effectively contribute, in diverse and practical ways, to a definitive solution to the problem of illegal drugs,” Colombian President Juan Manuel Santos said in a televised speech the day the accord was signed.4 “The Havana talks have advanced much farther than the three previous efforts to negotiate with the FARC and there is a growing sense that a final peace treaty is now likely.” A month later, Santos secured more time to bring the peace talks to a successful conclusion. -

Domestic analogy in proposals for world order, 1814-1945: the transfer of legal and political principles from the domestic to the international sphere in thought on international law and relations HIDEMI SUGANAMI Thesis submitted for the Degree of Ph.D. The London School of Economics and Political Science, University of London 1985 2 ABSTRACT The ways in which legal and political principles obtaining within states can profitably be transferred to the relations of states are among the contentious issues in the study of international relations, and the term 'domestic analogy' is used to refer to the argument which supports such transfer. The 'domestic analogy' is analogical reasoning according to which the conditions of order between states are similar to those of order within them, and therefore those institutions which sustain order within states should be transferred to the international system. However, despite the apparent division among writers on international relations between those who favour this analogy and those who are critical of it, no clear analysis has so far been made as to precisely what types of proposal should be treated as exemplifying reliance on this analogy. The first aim of this thesis is to clarify the range and types of proposal this analogy entails. The thesis then examines the role the domestic analogy played in ideas about world order in the period between 1814 and 1945. Particular attention is paid to the influence of changing circumstances in the domestic and international spheres upon the manner and the extent of the use of this analogy. In addition to the ideas of major writers on international law and relations, the creation of the League of Nations and of the United Nations is also examined. -

Beyond the Last Frontier: Major Trollope and the Eastern Caprivi Zipfel One night as he lay sleeping on the veranda of his residence in Katima Mulilo Major L.F.W. Trollope, the Native Commissioner and Resident Magistrate for the Eastern Caprivi Zipfel, was attacked by a nineteen year old wielding an axe. Major Trollope survived the attack and the assailant was soon arrested, but in the subsequent trial the “plum posting” that Trollope had created on the furthermost frontier of South African rule came crashing down. The trial brought to the fore that Trollope lived beyond the control of the South African administration to which he was formally subject, and that instead he had become enmeshed in the administrations of Northern Rhodesia and the Bechuanaland Protectorate. Originally appointed to Katima Mulilo to enforce South African rule in the Eastern Caprivi Zipfel, Trollope increasingly established his own fiefdom on the outer fringes of South African rule, and became evermore integrated in the administrations of countries beyond the borders of South Africa. By the time of his demise, Trollope ruled the Eastern Caprivi Zipfel in a manner that had more in keeping with the academically schooled coterie of District Commissioners of Northern Rhodesia and the Bechuanaland Protectorate, than that it bore relation to the apartheid securocrats of the South African Bantu Affairs Department to which he was nominally subject. Beyond the frontier Even amongst the arbitrarily drawn borders of Africa, the borders of the Namibian Caprivi strip are a striking anomaly jutting 500 kilometres into the African continent.
