Media Release European Prize 2014 (PDF) Media Release Medienmitteilung Communiqué de presse Historian Heinrich August Winkler receives the «European Award for Political Culture 2014» Hans Ringier Foundation, Ascona, 9 August 2014 The «European Award for Political Culture», which carries a prize of 50,000 euros, goes to the German historian Prof. Dr. Heinrich August Winkler. The prize is awarded by the Hans Ringier Foundation. The winners in previous years were Jean-Claude Juncker, Boris Tadić, Jürgen Habermas, Pascal Lamy, Jean-Claude Trichet, Hans-Dietrich Genscher, Donald Tusk, and Wolfgang Schäuble. Distinguished historian Heinrich August Winkler was honoured Saturday night in Ascona with the «European Award for Political Culture» from the Hans Ringier Foundation. Host Frank A. Meyer described Heinrich August Winkler as a great European: «This is evidenced, most particularly, by his work ‘History of the West’. The timing of it could not be better. The West must return to its values, proactively advocate them around the world. Heinrich August Winkler has established the historical foundation for this.» In his laudatory address, Sigmar Gabriel, German Vice Chancellor and Federal Minister for Economic Affairs and Energy, also applauded the 75-year old award winner for his political engagement: «Heinrich August Winkler is one of the most influential historians in Germany, who – when necessary – will not hesitate to step into a political debate. Time and again he is decrying relapses into a way of thinking that casts doubt on the German choice of a parliamentary democracy, a unified and thus peaceful Europe, and close transatlantic relations. Winkler conveys a highly relevant message, particularly in view of the current political environment: The West will only be able to defend the peaceful European order that emerged after the wars and the fall of the wall if it pulls together as one and continues to adhere to the values and rules that ended the Cold War.» The tribute was held on the occasion of Frank A. Meyer’s traditional «Dîner républicain» at Hotel Castello del Sole in Ascona. For the past 40 years, the International Film Festival of Locarno has provided the festive background for this international gathering. This year the guest list included the United Nation’s High Commissioner for Human Rights, Navanethem Pillay, Swiss Federal Councillor Alain Berset, the German Federal Minister for the Environment, Barbara Hendricks, Chairman of the Foreign Affairs Committee of the German Bundestag, Norbert Röttgen, French Minister Hélène Conway-Mouret, former German Chancellor Gerhard Schröder, the Chairperson of the regional CDU party of Rhineland-Palatinate, Julia Klöckner, the Head of the German FDP party, Christian Lindner, former Federal Minister Joschka Fischer, as well as writers Olga Grjasnowa, Martin Walser, Adolf Muschg, Robert Menasse and others representing the arts.     The Impact of September 11th on European Security and Defense Policy and Coercive Prevention: The German Perspective by Michaela C. Hertkorn INTRODUCTION Upon entering office, the newly elected Bush Administration put issues such as missile defense on top of its foreign and security policy agenda.1 However, given transatlantic discourse up to the attacks of September 11th, topics like the European Security and Defense Policy (ESDP) still seemed relevant to partners on both sides of the Atlantic. This paper shall argue that while the focus of conflict prevention lies in the prevention of the outbreak of violence, preventive diplomacy and its coercive elements also strive at preventing further regional escalation and the re-occurrence of violence. In that sense, conflict prevention is strongly linked with post-conflict peacekeeping. Transatlantic relations, particularly in the late 1990s, served as a context to organize and coordinate peacekeeping in the Balkans, with the European Union (EU) and the North Atlantic Treaty Organization (NATO) as the main diplomatic, political, and economic platforms in the absence of corresponding UN mandates. How are transatlantic relations relevant to the topic of conflict prevention? Given European interest in institutionalizing conflict prevention within the bodies of the EU in the second half of the 1990s, they do matter. While there were intentions to incorporate conflict prevention within the Council of Ministers, today within the EU, conflict prevention is a strong focus of the EU Commission. To mainstream conflict prevention, cooperation between the High Representative of EU Foreign and Security Policy on the one side and the EU Commission on the other side seems necessary to successfully link issues of conflict prevention with the common foreign and security policy of the EU.

    Joschka Fischer Joschka Fischer was German foreign minister and vice chancellor from 1998 to 2005. His political career began in the state of Hesse where in 1991 he became the first-ever Green Party minister on the state level holding the portfolios of the environment and energy. In 1994, Fischer entered federal politics and became co-chairman of the Green Party’s federal parliamentary group. Fischer belongs to the realist camp of the Green party. As Foreign Minister, he stood against German popular opinion and faced down the majority of Green Party members who opposed German military participation in the Kosovo campaign, arguing against pacifism in the face of genocide and ethnic cleansing. But, as the Iraq war loomed, he clashed memorably with then US defense secretary Donald Rumsfeld, and positioned himself as the one of the few outspoken critics of the Iraq invasion of 2003. Joschka Fischer has been one of the most influential leaders of the German Green Party. He led his party into the political mainstream during the 1998 federal election forming social democrat-green coalition on the federal level. Under Fischer’s leadership, the Green party expanded its voice in the coalition during the 2002 federal election where it achieved its best voting result to date. Joschka Fischer currently runs an advisory firm in Berlin and is senior strategic counsel with The Albright Group LLC in Washington DC. Fischer serves on the Board of Trustees of the International Crisis Group and as Co-Chair of the Executive Board of the European Council on Foreign Relations. He is the author of several books and his political commentaries are syndicated internationally.

Ein Deutschland in Europa 1989 – 2009 Der Weg zu den Neuwahlen im September 2005 (Mai-Juni 2005) In seinen Erinnerungen beschreibt der ehemalige Bundeskanzler Gerhard Schröder die Entscheidung, ein Jahr vor dem Ende seiner Amtszeit Neuwahlen anzukündigen. Der Widerstand gegen sein Reformprogramm Agenda 2010 in den eigenen Reihen seiner Partei, der SPD, und die Wahlniederlagen der SPD in den Bundesländern waren letztlich ausschlaggebend. Seine Ausführungen machen auch die enge Freundschaft zu dem Vorsitzenden der SPD, Franz Müntefering, deutlich. [ . ] Ich hatte mich immer auf meinen erholsamen und tiefen Schlaf verlassen können. Während meiner Regierungszeit gab es allerdings drei Anlässe, die mich schlaflos bleiben ließen. Kosovo und Afghanistan – das bedeutete die Entscheidung, junge Soldaten in eine für sie ungewisse Zukunft zu schicken. Immer wieder ging mir die Frage durch den Kopf, wie es zu rechtfertigen sei, wenn sie ihr Leben verlieren würden. Solche Ausnahmesituationen, das Bewusstsein, auch für Leben oder Tod von Menschen verantwortlich zu sein, gehören zu den großen Belastungen dieses Amtes. Und schlaflos war ich auch nach dem Wahldebakel in Nordrhein-Westfalen am 22. Mai 2005, in jenen Tagen, als Franz Müntefering und ich die Entscheidung trafen, Neuwahlen anzukündigen. Dies berührte mich auf ganz andere Weise. Was mich umtrieb, war vor allem die Ungewissheit darüber, ob es zur Neuwahl kommen würde oder ob verfassungsrechtliche Bedenken dies verhindern könnten. Die Entscheidungsgewalt darüber lag beim Bundespräsidenten und beim Bundesverfassungsgericht. Ich war in dieser Zwischenphase, die mir wie eine unendliche Hängepartie erschien, ziemlich unleidlich. Noch im Nachhinein bitte ich alle um Verzeihung, die mich damals ertragen mussten. In diesen unruhigen Nächten im achten Stock durchlebte ich noch einmal die sieben Jahre als Bundeskanzler.
